项目概况：

渤中19-6气田I 期开发项目新建3座无人井口平台（BZ19-6 WHPB、BZ19-6 WHPC、BZ19-6 WHPM）和1座中心处理平台（BZ19-6 CEPA），BZ19-6 CEPA设120人生活楼，与已建的BZ19-6 WHPA平台及待建的BZ19-6 BOP平台通过栈桥相连，在BZ19-6 CEPA旁新建1座海上变电站平台（BZ19-6 EPP，归属岸电项目），用于岸电接入，BZ19-6 EPP与BZ19-6 CEPA栈桥连接。

交货期：国内交货要求2022年12月22日到达山东滨州，国外交货要求2022年12月7日CIF天津港。

2.资格标准：

★膨胀压缩机应满足《海上固定平台安全规则》的要求。投标人应委托海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，Lloyd’s，DNV，CCS，BV）对膨胀压缩机设备整体进行检验并获得检验证书。

★投标人需要自有核心的叶轮加工及检测设备和膨胀机整体试车台位设备

★投标人应为膨胀压缩机的制造商或其授权的成橇商。投标人所投的膨胀压缩机应为制造厂家的无不良业绩的成熟产品，买方不接受新试制产品。膨胀压缩机制造商应具有至少1个项目（限2010年1月1日之后签订的合同，能力≥330万方每天）在海洋环境（海洋石油平台或FPSO或沿海陆地天然气处理终端）下投入使用1年及以上（从调试验收报告签字日期或临时接受证书或使用方出具的运行时间证明文件起计）的膨胀压缩机供货业绩或核心部件（转子）更换维修业绩，并提供相应的书面材料。本条款中书面材料指：合同及调试验收报告，或合同及使用方出具的有效证明文件，或合同及临时接受证书；投标人无法提供相关材料的，将视为无效业绩。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于技术协议或技术澄清纪要、图纸和计算书等技术文件、第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Overview:Three unattended wellhead platforms (BZ19-6 WHPB,BZ19-6 WHPC, BZ19-6 WHPM) and one central processing platform (BZ19-6 CEPA) are newly built in BZ19-6 condensate gas field phase I development project. Bz19-6 CEPA is equipped with a 120 person living building, which is connected with the built BZ19-6 WHPA platform and the BZ19-6 BOP platform to be built through trestle, and an offshore substation platform (BZ19-6 EPP, belonging to the onshore power project) is newly built next to BZ19-6 CEPA, For shore power access, BZ19-6 EPP is connected with BZ19-6 CEPA trestle.

2. Qualification Requirements:

★The Expansion Compressor shall be in accordance with the requirements of Safety Rules for Offshore Fixed Platform. Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Expansion Compressor from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd_EpSingleQuotes_s, DNV, CCS, BV.

★Core impeller processing and testing equipment and Expansion Compressor overall test bench equipment are required.

★The tenderer shall be the manufacturer of expansion compressor or its authorized skid builder. The expansion compressor offered by the bidder shall be mature products without bad performance of the manufacturer, and the buyer will not accept new trial products. The products(Limited to signing the contract after January 1,2010, Capacity≥330 X 104 m3/day) provided by BIDDER shall have at least 1 projects or more of complete commissioning acceptance and successful replacement and maintenance performance of core components (rotors) of expansion compressors that have been put into operation for more than one natural year on offshore oil platform or natural gas processing terminal (from the date of signing commissioning acceptance report or temporary acceptance certificate or operation time certificate issued by the user), and corresponding written materials shall be provided. The written materials in this clause refer to: the contract and commissioning acceptance report, or the effective supporting documents issued by the contract and the user, or the contract and temporary acceptance certificate; if the bidder fails to provide relevant materials, it will be deemed as invalid performance.?
