天津渤化化工进出口有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2021-11-18在中国国际招标网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。

项目概况:HRG粉是在聚丁二烯胶乳上接枝苯乙烯、丙烯腈单体，经絮凝、干燥处理后得到的ABS粉料，也可叫ABS接枝粉或HRG接枝粉。目前，招标人测量HRG树脂粒径分布采用的是机械振动筛法人工手动测筛分，结果不够准确，误差大，可重复性差。鉴于以上情况，现拟采购一台自动的HRG粉料筛分仪进行自动筛分、数据分析、绘制曲线。

3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”）的法人均可投标。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）与招标人存在利害关系可能影响招标公正性的法人不得参加投标。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托参与项目前期咨询和招标文件编制的法人不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标，共同组成联合体投标的除外。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package, except for the case to form a Joint Venture to bid.
（6）只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投标人应当于招标文件载明的投标截止时间前在中国国际招标网（网址：http://www.chinabidding.com）成功注册。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）制造商或制造商子公司投标：投标人须具有履行合同的能力，在法律上和财务上独立并能合法运作，具有法人地位和独立订立合同的权利；须“制造商资格声明”（“制造商资格声明”见招标文件第一册第四章格式IV-9-2）。
If the bidder is a manufacturing enterprise that produces the goods or
manufacturer"s subsidiary: the bidder must have the ability to perform the contract, be independent in law and finance, and be able to operate legally, and have the legal status and the right to conclude the contract independently. Manufacturer’s Qualification Statement shall be provided (the format is as per Section 4 Form IV-9-2,ITB Volume One).
代理商投标：只接受国外制造商的代理商投标，代理商应是在中华人民共和国注册的并具有独立法人资格的企业，其代理权限为该制造商的中国一级经销商或该制造商在中国的总代理（须提供正本制造商授权书），或为该制造商官网上指明的代理商，具有履行合同的能力，在法律和财务上独立并能合法运作，具有法人地位和独立订立合同的权利，代理商注册资金不低于1000万元人民币，须提供加盖投标人公章的有效期内的营业执照。（具体格式见招标文件第一册格式 IV-9-4 “制造商出具的授权函”）
If the bidder is an Agent: only agent of foreign manufacturers is accepted.The agent shall be an enterprise registered in the people"s Republic of China and with independent legal personality, have the ability to perform contracts, be legally and financially independent and operate legally, have the status of legal person and the right to conclude contracts independently.The bidder shall be the General Agency/Initial Distributor of the Producer in China， or the authorized agent shown in the producer’s official website. The agent shall provide the original of the sole authorization for the project or the copy of the power of attorney for the long-term authorized agent in China(the format is as per IV-9-4 “letter of authorization” ). The registered capital of the agent shall be RMB 10 million or above, copies of business licenses shall be submitted by bidders in China.
（9）中国境内投标人须提供的营业执照副本复印件；中国境外投标人的公司须提供注册证明文件复印件。投标人注册资本金须在1000万元人民币（或同等外币）及以上。投标人须具有履行合同的能力，在法律上和财务上独立并能合法运作，具有法人地位和独立订立合同的权利。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad.The registered capital of the bidder shall be RMB 10 million (or equivalent foreign currency) or above.The bidder must have the ability to perform the contract, be independent in law and finance, and be able to operate legally, and have the legal status and the right to conclude the contract independently.
（10）投标人具有良好的银行资信，企业财务状况良好，具备履约能力，无不良经营行为。投标人须提供投标人开立基本账户的银行所开具的有效期内的银行资信证明或经会计师事务所审计的2020年度财务审计报告复印件。投标人为中华人民共和国以内企业的（不含港澳台地区，下同），复印件需加盖公章的；国外的（含港澳台地区，下同）只需被授权人签字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices.Bidders shall provide the copy of Credit Certificates issued by the bank where his basic account is open, or the copy of Annual Audit Report of 2020 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（11）投标人需提供2018年1月1日至今完成的至少 3个中国大陆地区有效的设备供货业绩。 (业绩清单格式见第六章附表2)。
有效业绩的确认条件须满足以下条件：
加盖投标人公章（如为国外投标人只需被授权人签字）的合同复印件, 须体现合同盖章页、采购数量等信息，日期以合同签订日期为准或用户证明（用户证明须加盖使用单位部门章）。
Bidder must have at least three(3) valid and effective experiences in the supply of the equipment in Chinese Mainland from Jan 1, 2018 to now.(the Format of Relevant Experiences List is as per the Attachment 2 of Section Six).
Conditions for confirmation of effective performance:
a)The copy of the contract with the official seal of the bidder(if it is a foreign bidder, it only needs to be signed by the authorized person) shall reflect the information such as the contract seal page, the purchase quantity etc.,and the date shall be subject to the date of signing the contractor the Enduser’s certificate sealed by the company stamp of the enduser.
（12）法定代表人授权书（格式见招标文件第一册第四章，格式IV-8），公司法定代表人身份证明书及被授权人的身份证明（身份证）；如负责本次投标的代表为该公司的法定代表人，须提供有效的该公司法定代表人身份证明书和该法定代表人的身份证明（身份证）。
Power of Attorney(the format is as per Section 4 Form IV-8,ITB Volume One)，Certificate of identity of the company’s legal representative and the Identification Card of the authorized representative; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
