项目概况：

渤中19-6气田I 期开发项目新建3座无人井口平台（BZ19-6 WHPB、BZ19-6 WHPC、BZ19-6 WHPM）和1座中心处理平台（BZ19-6 CEPA），BZ19-6 CEPA设120人生活楼，与已建的BZ19-6 WHPA平台及待建的BZ19-6 BOP平台通过栈桥相连，在BZ19-6 CEPA旁新建1座海上变电站平台（BZ19-6 EPP，归属岸电项目），用于岸电接入，BZ19-6 EPP与BZ19-6 CEPA栈桥连接。

交货期：国内交货要求2022年12月22日到达山东滨州，国外交货要求2022年12月7日CIF天津港。

2.资格标准：

★外输气压缩机橇应满足《海上固定平台安全规则》的要求。投标人应委托海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd’s, DNV,CCS，BV）对天然气压缩机组整体进行检验并获得检验证书。

★投标人应为天然气离心压缩机的制造商（即压缩机的制造商及压缩机橇的成橇商）。制造商的天然气离心压缩机自2015年1月1日至开标日（合同签订日期）至少有一套电机驱动且处理量≥60×10⁴ Sm³/d，出口压力≥2.5MPaA的产品在海洋环境（海洋石油平台或FPSO或沿海陆地天然气处理终端）下成功运行了一年及以上的业绩，并提供相关业绩证明。相应业绩证明文件要求详见下述业绩要求①和②。①销售合同复印件（含合同封面和签字页，以及相关的技术附件）和；②用户签字的成功运行证明文件或用户签发的临时接受证书或有第三方船级社签字的调试记录报告。投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。未提交业绩证明文件，或所提供的业绩证明文件无法验证以上内容的，均视为无效业绩。卖方须向买方提供新的未使用过设备，新试制产品不予接受。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Overview:Three unattended wellhead platforms (BZ19-6 WHPB,BZ19-6 WHPC, BZ19-6 WHPM) and one central processing platform (BZ19-6 CEPA) are newly built in BZ19-6 condensate gas field phase I development project. Bz19-6 CEPA is equipped with a 120 person living building, which is connected with the built BZ19-6 WHPA platform and the BZ19-6 BOP platform to be built through trestle, and an offshore substation platform (BZ19-6 EPP, belonging to the onshore power project) is newly built next to BZ19-6 CEPA, For shore power access, BZ19-6 EPP is connected with BZ19-6 CEPA trestle.

From within PRC：December 22, 2022of Construction Site of Binzhou, Shandong.
From outside PRC：December 7, 2022of Xingang Seaport, Tianjin.

2. Qualification Requirements:

★The EXPORT GAS COMPRESSOR SKIDS shall be in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued . Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Gas Compressor Skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd_EpSingleQuotes_s, DNV,CCS，BV.

★The Wet Gas Compressor shall be the regular product of the manufacturer, and since January 1, 2015（date of contract） to the date of bid opening , at least one set of motor and the processing capacity shall be ≥60×104 Sm3/d and outlet pressure ≥ 2.5MPaA drive gas centrifugal compressor of the manufacturer has been successfully operated on offshore platform or FPSO or Coastal land gas processing terminal for more than one year. The references shall be testified by proof materials. The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence per following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and② Certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical parameter /requirements ，drawings of the configuration type and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance. Vendor shall provide Purchaser the new, unused prototype and trial-manufacture is unacceptable. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidderto provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.?
