1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，陵水25-1开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：陵水 25-1 气田开发依托崖城13-1 平台，通过水下生产系统回接至崖城13-1 已建平台进行处理和外输，同时新建崖城13-1 PAP 平台布置新增设备，与崖城13-1AWA 平台栈桥相连。

货物名称：柴油消防泵撬

数量：2套

主要技术规格： 柴油消防泵应该是柴油机驱动的立式长轴泵，排量1200m3/h。

柴油消防泵特性曲线应该满足如下要求：当柴油消防泵在额定流量不小于 150%时，其对应的扬程不应低于 65%额定扬程。关闭扬程不超过 140%的额定扬程。

柴油机为船用柴油机。

交货期：2023年5月10日（国内）或2023年5月10日（进口）

交货地点：中国山东青岛黄岛建造场地或珠海建造场地（国内货物）或DAP山东青岛港或DAP珠海港（进口货物）

2．业绩和资格要求：

1)柴油消防泵橇应符合NFPA20的规定要求。柴油机、消防泵、齿轮箱、控制盘需取得 FM/UL证书。

2)投标人为 YC13-1 PAP 平台提供的柴油消防泵必须是泵制造商的成熟产品，买方不接受未经使用的试制产品和贴牌产品。柴油消防泵橇均要满足以下要求：近十年（至投标截止日），投标人应具有至少 2套柴油消防泵（限2011年1月1日之后签订的合同，类似规格，排量不小于 1200m3/h，出口压力不小于1250kpaG）在海上油气生产装置上（海上固定平台或 FPSO 浮式平台等）成功运行2年及以上的业绩（从现场调试验收报告签字日期或使用方出具的运行时间证明文件起计）。投标人须提交有效的业绩表和相关证明文件（合同复印件相关章节和用户现场调试报告（或完工报告或竣工验收报告））投标人须提交有效的业绩表和相关证明文件，包括但不限于:合同签署时间、货物名称、数量、处理能力、设备所属油气生产装置类型、工厂测试检验报告、用户现场调试报告或用户使用证明或用户验收证明（包括内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息，均视为无效业绩。

3)柴油消防泵应适用于海上平台应用，供应商应承诺自费委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的下列任一家船级社（ABS,Lloyd’s,DNV,BV，CCS）对柴油消防泵橇进行检验并获得检验证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

2.Qualificationrequirements:

1) The Diesel Engine Driven Fire Water Pump skid shall comply with the requirements of NFPA 20.The diesel engine、 fire Water Pump、 gearbox、control pannel shall obtain FM /UL certification.

2) The Diesel Engine Driven Fire Water Pump selected by Bidder for the YC13-1 PAP platform should be pump manufacturer proven products,unused prototype equipment and the OEM product shall not be?acceptable.the Diesel Engine Driven Fire Water Pump skid need to meet below requirements：In the recent ten years (to the bidding deadline), the bidder shall have track records of at least two sets of diesel engine driven fire pumps skid(Limited?to?signing?the?contract?after?January1,2011,similar specifications, the capacity is not less than 1200m3/h，and discharge pressure not less than 1250kPaG）, which have applied to the offshore Oil/Gas Production Unit（Fixed oil and gas production platforms, Drilling platforms, floating production system, etc. ） for more than 2 years(from the date of signing the field commissioning acceptance report or the operation time certificate issued by the user).The Bidder shall submit valid track records and relevant documentary evidence (relevant chapters copies of contract and commissioning report on user site(or completion report or Completion acceptance report)). The Bidder shall submit valid reference lists and relevant documentary evidence for reference, including but not limit to：the signing date of contract, equipment name，quantity，capacity of equipment，type of oil& gas production facility for which equipment to be applied ,Factory test and inspection report,commissioning report on user site or certificates of user application or certificates of user acceptance (including the content and signing page). Absence of the reference evidence documents or the failure to verify above information，the reference shall be deemed as invalid.

3) The Diesel Engine Driven Fire Water Pumps shall be suitable for offshore platform application, and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.
