(1)?外观尺寸：
*外观尺寸分别为：长×宽×高需满足在5500mm×3000mm×3000mm以内的基本条件;
(2)?气体混合区：
*可调节混合气中各项气体的浓度（如通过气体流量传感器等）
*可控制进气口各种气体的温度。
(3)?*报警和故障显示系统；
(4)?输入压力：
*承载气体：6-10 bar
* R134a：3-6 bar
(5)?气体连接：
输入：
* R134a从气瓶储存室的两个气罐接入。
*承载气体使用卡套式连接头。
输出：
* 2个卡套式连接头，用于连续精炼炉连接（每台连续精炼炉设计产能为10t/h）。
* 3个卡套式连接头，用于连续铸造机连接（每套连续铸造机的设计产能为2.88t/h）
(6)?仪表及控制系统装置要求：
*控制系统带本地PLC控制器，完成装置的监视及控制，PLC控制器配置不得低于西门子S7300或AB SLC500标准。预留一个与全厂PCS的通用接口，通讯协议为profibus-DP。

3. 投标人/制造商资格和业绩要求：
(1)?投标人注册资本不低于1000万元人民币（含）或等值货币（根据开标当日中国银行总行首次发布的外币对人民币的卖出价进行折算）；
(2)?投标人必须是制造商或制造商直接授权的代理商；如为代理商投标，必须提供制造商对本次投标的正式授权函原件或复印件（复印件须由投标人代表签字或盖章，否则不予认可），否则投标将被否决；
(3)?境内投标人须提供相关资质证书的复印件，包括但不限于营业执照复印件、经营许可证等（复印件须由投标人代表签字或盖章，否则不予认可）；
(4)?投标人须提供开立基本账户的银行在开标日前三个月内开具的资信证明的原件或该原件的复印件。国内投标人（除港、澳、台地区）还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件（复印件须由投标人代表签字或盖章，否则不予认可）；
(5)?投标人须具备完善的质量控制体系，并须提供ISO9001质量体系或其他等效体系的认证证书（复印件须由投标人代表签字或盖章，否则不予认可）；
(6)?按招标文件的格式和内容提供投标人对产品质量保证和售后服务的承诺函。

Bidding Announcement for ICB Procurement of Shielding Gas Device for integrated project of magnesium metal for Qinghai Salt Lake

1.?Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders.
2.?Name of Products/Equipment, Quantity:
Shielding Gas Device (1 set)
Including Cylinder zone (storage room for two R134a cylinders), gas mixing zone, mixed gas allocation zone, emergency air supply system
3.?Key technical specifications：
(1)?Outline dimension: L×W×H shall be within 5500mm×3000mm×3000mm;
(2)?Gas mixing zone:
* Adjust concentration of each gas in mixed gas (e.g., via gas flow sensor and so on);
* Control temperature of various gases at inlet.
(3)?* Alarm and failure display system;
(4)?Input pressure:
* Carrier gas: 6-10 bar
* R134a: 3-6 bar
(5)?Gas connection:
Input:
* R134a will be fed from two cylinders of cylinder room.
* Ferrule connector will be used for carrier gas.
Output:
* 2 ferrule connectors for connection of continuous refining furnace (design production capacity of each continuous refining furnace is 10t/h).
* 3 ferrule connectors for connection of continuous casting machine (design production capacity of each continuous casting machine is 2.88t/h);
(6)?Requirements for instrument and control system devices
* Control system is equipped with local PLC controller, which is used for device monitor and control, configuration of PLC controller shall be consistent with Siemens S7300 or AB SLC500 standard at least. An universal interface with plant PCSS shall be reserved, and communication protocol is profibus-DP.

3. Qualification and Achievement requirements for (the bidder / manufacturer):
(1)?Bidder’s registration capital must be at least 10 million RMB or equivalent amount in other currencies which shall be evaluated by converting its bid price into RMB at the exchange rate (Selling price) which is initially published by Bank of China at the Bid Opening Day.
(2)?Bidder must be the manufacturer or agent which is directly authorized by the equipment manufacturer. For the agent company, the authorized letter issued by the manufacturer must be provided, if the authorized letter is a copy, then it should be signed or sealed by the representative of the bidder, otherwise, the bid shall be rejected.
(3)?Bidders from P.R.China must provide relevant qualification documents, include but not limited to Business Lisence, Business Certificate and etc., the copies must be signed or sealed by the representative of the bidder, otherwise the bid shall be rejected.
(4)?The Bidder shall have good bank credit standing, and shall provide the original or copies of the original of the certificate of credit certification issued by from the bank where its basic account opened within 3 months prior to the date of bid opening. And domestic bidder (except Hong Kong, Macao and Taiwan) is also required to provide the copy of Bank Basic Account Opening Permit issued by the Business Administration Department of the People’s Bank of China, any copied documents shall be signed or sealed by the representative of the bidder, otherwise, the bid shall be rejected.
(5)?The bidder must have a complete quality control system, the copy of ISO9001 Quality Control Certificate or other equivalent certificate must be provided; any copied documents must be signed or sealed by the representative of the bidder, otherwise, the bid shall be rejected.
(6)?Bidders must provide the product quality assurance and customer service commitment letter according to the format and content of the bidding documents.
4.?Sales of bidding document:
(1)?Sales time: 8:30 AM ~11:30 AM and 1:30 PM ~4:30 PM (Beijing Time), 4th April, 2014 to 14th April, 2014, except holidays and festivals. If the Bidder who does not make registration at SINOCHEM International Tendering Co., Ltd. or purchase this bidding document form, the Bidder will not be allowed to take part in the bid.
