中化国际招标有限责任公司受买方委托对下列产品及服务进行国际公开竞争性招标，于2014年04月04日在公告。 本次招标采用传统招标 方式，现邀请合格投标人参加投标。

保护气体装置（1套）
包括气瓶放置区（2个R134a气瓶的储存室）、气体混合区、
混合气分配装置及紧急供气系统
关键技术参数:
(1) 外观尺寸：
*外观尺寸分别为：长×宽×高需满足在5500mm×3000mm×3000mm以内的基本条件;
(2) 气体混合区：
*可调节混合气中各项气体的浓度（如通过气体流量传感器等）
*可控制进气口各种气体的温度。
(3) *报警和故障显示系统；
(4) 输入压力：
*承载气体：6-10 bar
* R134a：3-6 bar
(5) 气体连接：
输入：
* R134a从气瓶储存室的两个气罐接入。
*承载气体使用卡套式连接头。
输出：
* 2个卡套式连接头，用于连续精炼炉连接（每台连续精炼炉设计产能为10t/h）。
* 3个卡套式连接头，用于连续铸造机连接（每套连续铸造机的设计产能为2.88t/h）
(6) 仪表及控制系统装置要求：
*控制系统带本地PLC控制器，完成装置的监视及控制，PLC控制器配置不得低于西门子S7300或AB SLC500标准。预留一个与全厂PCS的通用接口，通讯协议为profibus-DP。

投标人资格要求：投标人/制造商资格要求： (1) 投标人注册资本不低于1000万元人民币（含）或等值货币（根据开标当日中国银行总行首次发布的外币对人民币的卖出价进行折算）； (2) 投标人必须是制造商或制造商直接授权的代理商；如为代理商投标，必须提供制造商对本次投标的正式授权函原件或复印件（复印件须由投标人代表签字或盖章，否则不予认可），否则投标将被否决； (3) 境内投标人须提供相关资质证书的复印件，包括但不限于营业执照复印件、经营许可证等（复印件须由投标人代表签字或盖章，否则不予认可）； (4) 投标人须提供开立基本账户的银行在开标日前三个月内开具的资信证明的原件或该原件的复印件。国内投标人（除港、澳、台地区）还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件（复印件须由投标人代表签字或盖章，否则不予认可）； (5) 投标人须具备完善的质量控制体系，并须提供ISO9001质量体系或其他等效体系的认证证书（复印件须由投标人代表签字或盖章，否则不予认可）； (6) 按招标文件的格式和内容提供投标人对产品质量保证和售后服务的承诺函。 Qualification requirements for (the bidder / manufacturer): (1) Bidder’s registration capital must be at least 10 million RMB or equivalent amount in other currencies which shall be evaluated by converting its bid price into RMB at the exchange rate (Selling price) which is initially published by Bank of China at the Bid Opening Day. (2) Bidder must be the manufacturer or agent which is directly authorized by the equipment manufacturer. For the agent company, the authorized letter issued by the manufacturer must be provided, if the authorized letter is a copy, then it should be signed or sealed by the representative of the bidder, otherwise, the bid shall be rejected. (3) Bidders from P.R.China must provide relevant qualification documents, include but not limited to Business Lisence, Business Certificate and etc., the copies must be signed or sealed by the representative of the bidder, otherwise the bid shall be rejected. (4) The Bidder shall have good bank credit standing, and shall provide the original or copies of the original of the certificate of credit certification issued by from the bank where its basic account opened within 3 months prior to the date of bid opening. And domestic bidder (except Hong Kong, Macao and Taiwan) is also required to provide the copy of Bank Basic Account Opening Permit issued by the Business Administration Department of the People’s Bank of China, any copied documents shall be signed or sealed by the representative of the bidder, otherwise, the bid shall be rejected. (5) The bidder must have a complete quality control system, the copy of ISO9001 Quality Control Certificate or other equivalent certificate must be provided; any copied documents must be signed or sealed by the representative of the bidder, otherwise, the bid shall be rejected. (6) Bidders must provide the product quality assurance and customer service commitment letter according to the format and content of the bidding documents.
