盘旋西路延伸段起点与国道312相接，终点位于南滨河路，设计车速50公里/小时，红线宽度为60米，路长3939米，道路下敷设给排水管道、供热管道及中压燃气管道等。
计划工期：420天
3.本次招标按照亚洲开发银行一阶段单信封国际竞争性招标程序进行。
4.投标人的资格要求
?对于国内投标人，应具备工商行政管理部门核发的营业执照及建设部颁发的以下资质：市政总承包一级资质，更多信息详见招标文件；
?投标人应在近5年内完成过至少3个类似城市道路建设工程，每个合同道路总长度不少于3600米，金额不少于7200万人民币；
?投标人年施工额应不低于15300万人民币，拟用于本合同下的流动资金应不低于1300万人民币。

1.The People’s Republic of China has received a loan from the Asian Development Bank (hereinafter referred to as ADB) towards the cost of Gansu Jiuquan Integrated Urban Environment Improvement Project and it is intended that part of this loan will be used for payments under Contract Panxuan West Road Extension (Roadbed part).

2.COC International Tendering Company. (Hereinafter referred to as “ Procurement Agent” or “COCITC” ), authorized by Jiuquan Economic Development and Investment Company (hereinafter referred to as “Employer”), invites sealed bids from interested eligible bidders for the construction and completion of the following works.

Panxuan West Road Extension has a length of 3,939 meters and a red line width of 60 meters, starting at connection to National Highway No. 312 and ending at the South Riverside road. The road is designed for a speed of 50 kilometers per hour and will include laying of drainage pipes, heating pipes and medium-pressure gas pipelines under the road. The estimated completion period is 420 days.

3.International Competitive Bidding will be conducted in accordance with ADBs Single Stage: One Envelope Bidding procedure and is open to all bidders from eligible source countries.

4.Only eligible bidders with the following key qualifications should participate this bidding:

? Domestic bidders shall hold business license as issued by industry and commerce administration departments and the Grade-I and above Municipal Utilities Engineering Construction General Contracting as issued by the Ministry of Housing and Urban –Rural Development of P. R. China. For more details, please refer to the Bidding Document.

? Bidders should have successfully completed at least three similar civil works contracts of municipal roads in past five years, of which the length of roads of each contract shall be no less than 3,600 meters with contract value RMB72 million or above.
? The average annual construction turnover of bidders shall be no less than RMB153 million and financial resources requirement for the subject contract shall be no less than RMB13 million.
