投标人资格要求：此次招标面向所有的符合科威特政府贷款相关规定的合格供应商, 具体内容如下：①* 本项目不接受联合体投标，投标人须是合法的独立法人机构；②投标人须提供ISO9000系列有效认证证明文件；③对于中国境外注册的投标人，须提供在中国注册的办事机构登记证明。*投标人须提交以下资格文件，以证明其中标后具备履行合同能力：① * 投标人在开标前30天内通过中国国内银行开具的银行资信证明文件，其中综合授信额度不得小于50,000万元人民币或等额外币；② * 投标人的执行合同的业绩要求：近三年（2011年至2013年）成功完成一个以上（含一个）利用国际金融组织贷款或外国政府贷款的项目合同业绩，中标合同总价不少于1000万元人民币或等值外币。投标人应提供中标通知书或合同复印件或最终验收证明，证明业绩；请投标人代表在参加开标仪式时持相关证明材料原件备查；③ * 投标人须提供近三年（2011年至2013年）的经会计师事务所审计的财务年度报告，证明其年度净利润不得少于3000万人民币（含3000万元人民币）或等值外币；④* 需提供所投设备制造商出具的授权函原件（复印件或代理授权均无效；但技术规范中另有规定的，以技术规范为准）。制造商出具的授权函须由其法人或授权代表签字。This Invitation for Bids is open to all suppliers which is accord with the correlative regulations in force in Austrian Government Loan.a.* The Joint Venture shall not be accepted in the bid, and the bidder shall be the enterprises with the independent legal person.b.The bidder shall provide effective ISO9000 series of certificates;c.The bidder who registered overseas shall provide the Office Registration Documentation registered in China. The bidder shall submit the following qualification documentations to prove it could fulfill the contract:a.* The bidder shall provide original Bank Credibility Letter with a general credit limit of no less than RMB 500,000,000 or equal amount in foreign currency within 30 days prior to the bid opening date. b.* The bidder shall provide the performance reference to prove it has successfully complete at least one project in China with loans from international financial institutions or loans from foreign government in the previous three years (2011 to 2013), the total bid price shall be no less than RMB 10,000,000 or equal amount in foreign currency. The bidder shall provide Notification of Award or the copy of the contract or the final acceptance certificate issued by the End-user. The bidder should take relevant documents to the bid opening ceremony for check.c.* The bidder shall provide the Annual Financial Reports of the previous 3 years (2011 to 2013) to prove that its annual net profit is no less than RMB 30,000,000 or an equal amount in foreign currency.d.* The bidder shall provide the original Authorization Letter issued by the manufacturer (copy or agent authorization are invalid), which shall be also signed by the legal person or its authorized representative. However, the technical specifications shall prevail if there are specified provisions to the Authorization Letter issued by the manufacturer in the technical specifications.
