1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化30万吨/年聚丙烯装置所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNOOC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 300KT/A Polypropylene Plantof CNOOC Ningbo Daxie petrochemical ltd. Bidders are invited to submit sealed bids for the following goods and services:

2.对投标人的资格和业绩要求：

（1）资格要求

Requirements for?Qualificationof?Bidder:

投标人应为投标设备的制造商或代理商，代理商应提供制造商的授权文件。

The bidder shall be the manufacturer oragentof the bidding equipment. The agentshall provide the?manufacturer’s authorization certificate.

（2）业绩要求：

2017年1月1日至2021年12月31日，投标人所投的压片机和薄膜质量监测仪在中国境内石油化工行业均具有至少2项销售业绩（要求压片机和薄膜质量监测仪各有两项业绩合同，同一合同内包含两项设备的各算一项业绩，销售业绩时间为合同签署时间；石油化工行业含石油化工企业、化工企业、煤化工企业），投标货物的型号与销售业绩的型号一致，如果投标货物的型号为升级型号，请提供说明（销售业绩时间为合同签署时间）。

业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签订时间、货物名称、型号、最终用户名称。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签订时间、货物名称、型号、最终用户名称（或升级型号并提供说明），均视为无效业绩。

From January 1, 2017to December 31, 2021, The bidding ASTM Hydraulic Presses and Cast Film in Chinashall have at least two salesrecords forthe petrochemicalindustry (Both of the ASTM Hydraulic Presses and Cast Filmare required to have twosalesrecords. the two equipments in the same contract shall be counted as one salesrecordfor each. Linesales record time is the contract signing time.?Petrochemical industry includes petrochemical enterprises, chemical enterprises?and?coal chemical enterprises.). The model of the bidding goods is consistent with the model of sales performance.If the model of the bidding goods is upgraded, please provide description?(The sales performance time shall be the signing time of the contract).

Performance certification documents include but are not limited to: copy of priceless sales contract (including relevant technical attachments)and other supporting materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time , goods name, model,quantity?and?end?user.. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify contract signing time , goods name, model,quantity?and?end?user, the performance shall be deemed invalid.

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2022年3月17日开始至2022年3月24日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The?interested Bidders?may obtain the bidding document by following method: Please?login at CNOOC?Procurement Operation System (https://buy.cnooc.com.cn) on the?page of?Invitation?for bid for purchasing Bidding Document fromMar?17, 2022to Mar?24,2022.For the?first time of login, a registration (free of charge) is needed and only aftersuccessful?registration, Bidder can purchase Bidding documents online. The?whole?purchasing process must be operated online?and?offline payment will not be?accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of?Bidding?Documents which is non-refundable, Bidder may download the Bidding?Documents.Bidder fails to purchase Bidding Documents online is not eligible to?bid. In?addition, the bidder need to succeed in the China?international bidding?nets (http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年4月7上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层会议室。在此时间后收到的投标文件恕不接受。

R. Chinaat or before?9:30 am (Beijing Time) on?April?7,2022. Any bid beyond the required time and date shall be?subject for rejection.
