投标人应具备的资格或业绩：投标人应具备的资格或业绩： 1）投标人必须是从事相关设备生产与销售的制造商或其唯一授权的代理商（代理商投标时，必须提供制造商的有效的唯一授权书且同一品牌仅能委托一个代理商参加投标）。 2）投标人名称应与招标代理机构的购标登记表上的名称一致。如不一致，投标文件中应附有投标权转让函，否则其投标文件将予以拒绝接受。 3）本项目不允许联合体投标。 4）所投产品必须取得有效的民用航空空中交通通信导航监视设备使用许可证或有效的临时使用许可证,并提供相应的复印件。 5）所投产品必需具有5年以上（含5年）的销售史，在两个国家或以上的应用,并提供业绩证明材料。（投标人需提供销售合同或用户使用证明复印件，销售合同必须以签订时间计算。销售合同或用户使用证明均需能反映上述时间及规格等要求） 6）制造商需具备内话设备规模20个席位或以上的业绩二项，并提供业绩证明材料。（需提供销售合同或用户使用证明复印件。销售合同或用户使用证明均需能反映上述规格等要求）

3.Qualification Requirements For Bidder
Qualifications or Performance：1)The bidder must be engaged in the production and sales of related equipment legitimate business groups or independent manufacturers.Must provide a valid manufacturers sole power of attorney and the same brand can only entrust an agent to bid) 2)Bidder name should match the name of the registration form marked purchase on the bidding agency. If not, the bidding documents shall be accompanied by the transfer of the right to tender letter, otherwise the tender documents will be rejected. 3)The project does not allow the consortium bid 4)Cast products must obtain a valid civil aviation air traffic communication, navigation and surveillance equipment use permit or a valid temporary use permit, and provide a copy. 5)Cast products must have at least 5 years (including 5 years) sales history, in three countries or more applications, and provide proof of performance materials. (The bidder must provide proof of a sales contract or a copy of the user, the sales contract must be entered into the calculation of time. Sales contract or the user is required to prove that reflect these times and specifications and other requirements) 6)Manufacturers need to have the equipment, then the size of 20 seats in the performance of two or more, and provide proof of performance materials.
