3、投标人资格要求投标人应具备的资格或业绩： (1) 如果投标人所投的货物不是投标人自己制造的，投标人应得到制造商同意其在本次投标中提供该货物的授权书（格式及内容必须按照招标文件第一册“格式IV-9-4 制造商出具的授权函格式”，否则投标将被否决），如果两家及以上投标人所投产品为同一制造商相同型号产品，则其投标将被否决。 (2) 投标人应当提供有效的公司注册登记证明文件。 (3) 投标人应当提供其上一年度（2013年）的第三方财务审计报告，且资产负债表中所列投标人“所有者权益（或股东权益）合计”的期末余额不低于其本次投标报价；或者提供在开标日前3个月内由其开户银行开具的存款证明，该份证明中结余金额不低于其本次投标报价。 (4) 投标人应当提供制造商对产品售后服务的承诺函（格式及内容必须按照招标文件第二册附件3，否则投标将被否决）。 (5) 投标人应当提供近三年（合同签订日期在2011年1月1日之后）至少3份销售与本次招标相同规格或类似规格（类似规格包括台面尺寸、定位精度、重复定位精度不低于本次招标技术要求）的合同复印件，且其中至少有1份销售合同中的主轴箱主轴具备中心内部冷却功能，同时所提供的销售合同复印件中乙方应当为投标人或其所代理的制造商。如果投标人所提供的合同复印件未能显示合同签署日期、所销售货物、合同的乙方等能够证明上述要求的内容，则不认可该份合同。是否接受联合体投标：不接受。未领购招标文件是否可以参加投标：不可以。
