中国政府从亚洲开发银行获得了一笔贷款，用于利用亚洲开发银行贷款农业综合开发长江绿色生态廊道项目，并计划将部分贷款用于CS-SR-HBPMO-2020-1：面源污染综合治理技术研究和模式构建咨询服务。

本咨询服务的目标是在项目实施期内，通过编制面源污染综合治理技术研究和模式构建咨询服务，通过实施项目研究成果，改善湖北项目区农业生产基础条件，提高土地综合生产能力和农业可持续发展能力，增强水源涵养和水土保持能力，有效控制和减轻农业面源污染，提升组织管理能力与劳动者劳动技能，增强农民自我发展能力，通过面污染源防治工程促进长江经济带绿色生态廊道建设，促进农业生产与生态环境保护和谐增益。

亚行已同意通过基于咨询顾问资历（CQS）的选择方式聘请咨询公司，为本项目提供咨询服务。采购需符合亚行采购规则（2017年，不时修订）、贷款协定、项目协议以及中国适用的国家法律和法规。

咨询服务计划于2022年启动，2023年结束（具体以签订合同时间为准）。咨询机构应协助湖北省农业农村厅亚行项目管理办公室开展以下工作：（1）明确生态沟-塘堰湿地系统对氮磷等面源污染物的去除效应；（2）研发生态沟-塘堰湿地系统污染物净化新型填料。

现邀请符合条件的咨询公司（下文简称“咨询顾问”）提交本咨询服务的意向书。有意向的咨询顾问应提供满足要求的相关资料，证明其拥有开展服务所需的资质和相关经验。咨询顾问应为独立企业或相关机构，应来自符合亚行条件的国家/地区，且应满足以下条件：

A. 实施团队要求

实施人员：

（1）国内首席专家：a)具有环境工程博士学位或农学博士学位；b)曾主持有关面源污染治理的国家重点研发子课题或国家重大科技专项子课题至少2项；c) 农业面源研究成果在近3年曾获得省部级奖励者优先；d)至少在农业面源领域有5年以上工作经验，年龄不超过60周岁；

（2）国内执行专家：a)具备环境工程博士学位或农学博士学位；b)曾主持有关面源污染治理的国家重点研发子课题或国家重大科技专项子课题至少1项，或国家自然科学基金面上项目至少1项；c)农业面源研究成果在近5年曾获得省部级奖励者优先；d)至少在农业面源领域有5年以上工作经验。

（3）助理研究员：a)具有硕士或以上学位；b)有农田水利、农业面源污染或水土保持研究相关专业经验和背景；c)至少有5年工作经验；

（4）辅助实施人员：a)具有硕士或以上学位；b)有农田水利、农业面源污染或水土保持研究相关专业经验和背景。

项目团队：

依据项目建设需求，项目团队应具备丰富的农业、生态、信息化等学科交叉融合的技术研发能力，团队具体满足以下要求之一：

（1）承担过省部级生态农业方向研究课题；

（2）承担过省部级农业信息化项目；

（3）承担过生态评估、湿地生态指数等生态环境相关评估评价项目或研究课题；

（4）承担过农业面源污染相关研究课题或项目；

（5）熟悉湖北省农业生产与产业链发展情况。

B.可交付物要求

（1）形成《长江绿色生态廊道面源污染综合治理技术研究与模式构建研究报告》；

（2）撰写生态沟-塘堰湿地系统对氮磷等面源污染物去除效应论文，形成3篇成果，其中有1篇需发表于SCI期刊；

（3）形成长江绿色生态廊道面源污染综合治理模式相关专利至少2项。

Assignment Title: Research and Model Construction on Comprehensive Control Technology of Non-point Source Pollution

The Government of the People’s Republic of China has received financing from the Asian Development Bank Loan toward the cost of Yangtze River Green Ecological Corridor Comprehensive Agriculture Development Project Financed by Asian Development Bank Loan, and intends to apply part of the proceeds for the consulting service of CS-SR-HBPMO-2020-1: Research and Model Construction on Comprehensive Control Technology of Non-point Source Pollution.

The objective of this consulting service is to prepare research and model construction on comprehensive control technology of non-point source pollution during the implementation of the project. By implementing project research results, improve the basic conditions of agricultural production in Hubei, improve the integrated land and agricultural sustainable development ability, enhance the capacity of water conservation and soil and water conservation, effective control and reduce the agricultural non-point source pollution, improving the capacity of organization and management and workers labor skills, strengthen farmers" self-development ability; to promote the construction of green ecological corridor along the Yangtze River Economic Belt through surface pollution prevention and control projects, and promote the harmonious gain of agricultural production and ecological environment protection.

ADB have agreed to hire a project consulting company through CQS to provide consulting services for the project. Procurement must comply with ADB"s procurement rules (2017, as amended from time to time), loan agreements, project agreements and applicable national laws and regulations in China.

The consulting service is planned to start in 2022 and end in 2023 (the specific time of signing the contract shall prevail). The consulting firm shall assist Hubei ADB Project Management Office to carry out the following tasks: (1) To clarify the removal effect of non-point source pollutants such as nitrogen and phosphorus in ecological gully - pond and weir wetland system.; (2) Research and development the pollutant purification new filler for the ecological gully - pond and weir wetland system.

We now invite eligible consulting firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultants should be independent businesses or related institutions and legal person and should be from countries or territories that meet ADB"s eligibility criteria. The shortlisting criteria will consider the following qualifications:

A. The Executive Team Requirements

Implementation personnel：

(1) Domestic Chief Experts：a) PhD in environmental engineering or agronomy; b) Have presided over at least 2 national key research and development sub-projects or national major science and technology sub-projects related to non-point source pollution control; c) Priority is given to those whose agricultural non-point source research achievements have won provincial and ministerial awards in recent 3 years; d) At least 5 years working experience in agricultural non-point source field, under the age of 60.

(2) Domestic Executive Experts: a) PhD in environmental engineering or agronomy; b) Have presided over at least one national key research and development sub-project or national major science and technology sub-project related to non-point source pollution control, or at least one national natural Science Foundation general project; c) Agricultural non-point source research achievements in recent 5 years have been awarded provincial and ministerial level priority; d) At least 5 years working experience in agricultural non-point source field.

(3) Research Assistant: a) Master degree or above; b) Have professional experience and background in irrigation and water conservancy, agricultural non-point source pollution or soil and water conservation; c) At least 5 years working experience.

(4) Auxiliary Executive personnel: a) Master degree or above; b) Have professional experience and background in irrigation and water conservancy, agricultural non-point source pollution or soil and water conservation;

Project Team:

According to the requirements of project construction, the project team should have rich technology research and development capabilities of interdisciplinary integration of agriculture, ecology and informatization. The team should meet the following requirements:

(1) Has undertaken provincial and ministerial ecological agriculture research topics;

(2) Undertook provincial and ministerial agricultural informatization projects;

(3) Undertook ecological assessment, wetland ecological index and other ecological environment related assessment projects or research topics;

(4) Undertook agricultural non-point source pollution related research topics or projects;

(5) Familiar with agricultural production and industrial chain development in Hubei Province.

B. Output and Reporting Requirements

(1) Forming a research report on the research and model construction on Comprehensive Treatment Technology and Model Construction of Non-point Source Pollution in the Green Ecological Corridor of the Yangtze River.

(2) Writing papers on the removal effect of non-point source pollutants such as nitrogen and phosphorus in the ecological gully - pond and weir wetland system, and form at least 3 results, of which at least 1 should be published in SCI journals.

(3) Applying at least 2 patents related to the comprehensive treatment mode of non-point source pollution in the Green ecological corridor of the Yangtze River.

Documents required by consultants include, but are not limited to:

i) contact person and detailed information (such as address, telephone number, E-mail address, etc.);

ii) a general introduction or brochure of the company;

iii) description of the company"s organizational structure, personnel and facilities;

iv) a list of projects undertook under in the past three years (from 2019 to 2021), including completed projects;

v) other necessary documents that the company can reflect the ability to complete the project and the company"s competitiveness;

vi) Consortium or Major / Consulting Services Subcontractor Intent Agreement (if any).
