一、采购项目内容

由成都龙泉山城市森林公园投资经营有限公司（成都交通投资集团有限公司下属直管企业）作为征集人，现举办“天府动植物园项目概念规划方案国际征集”活动，拟公开邀请国内外具有相关经验的规划设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取5个应征人参加征集活动，并提交应征规划设计方案。

Chengdu Longquan Mountain Urban Forest Park Investment & Management Co., Ltd (An enterprise directly under Chengdu Communications Investment Group Co., Ltd), as the Solicitor, is currently holding the "International Solicitation for Conceptual Planning Proposals of Tianfu Zoological and Botanical Garden Project." We publicly invite planning and design entities worldwide with related experience to participate and submit the Application Documents for Prequalification. The Solicitor will select five final applicants as Participants for solicitation of proposals and for them to further submit their planning and design proposals for response.

1.项目概况

Project Location: Longquan Mountain Urban Forest Park of Chengdu, Sichuan Province

项目规模：主体规划开发区域总面积约610公顷，核心区区域面积约246公顷，核心区可根据设计方案进行优化调整。

Project Size: The main area under planning and development covers a total of approximately 610 hectares, and the core area covers approximately 246 hectares. The core area can be optimized and adjusted according to the design proposals.

项目建设目标：以创新、协调、绿色、开放、共享为发展理念，以动植物展陈、科研科普、文化展示、对外交往、高端服务、旅游休闲为主要功能，以建设“世界级品质的野生动植物园、国际化的城市会客厅、高品质的生态度假目的地”为主要目标，构建成都名片，与成都现有的动、植物园形成互补关系，实现动物与植物有机交融，并在全球树立人与自然和谐共生的生态文明城市典范。

Project Construction Goals: The project will take innovation, coordination, green, openness, and sharing as the development concept, with animal and plant exhibition, scientific research & popular science education, cultural display, foreign exchanges, high-end services, tourism and leisure as its main functions, to focus on the major goal of building "a world-class wildlife park, an international city reception, and a high-quality eco-resort destination. As a name card of Chengdu, it will form a complementary relationship with the existing zoological and botanical gardens in Chengdu, achieve the organic integration of animals and plants, and help to build a global model city of ecological civilization where man and nature coexist in harmony.

设计任务：

Design Tasks:

（1）征集阶段设计任务：对项目全域进行总体概念规划，应达到总体规划深度，核心区域应达到控制性详细规划深度。展现“策规一体”理念，根据项目背景、市场分析，明确项目总体定位及发展愿景，完成项目产品及品牌体系策划、空间布局、功能分区、产品落位布局、风貌控制、土地利用规划、综合交通规划、景观规划、基础设施规划、智慧管理系统规划等，提出商业运营模式建议，完成经济测算并提出分段实施策略建议等。同时要求对核心区域内2~3个重点区域（应包含动植物展区及馆舍）进行详细方案研究。

（1）Design tasks in the solicitation stage: To conduct an overall conceptual planning for the entire project area, an in-depth overall planning and a detailed regulatory planning for the core area should be carried out, so as to showcase the concept of "integration of policies and regulations," define the overall orientation and development vision of the project according to the project background and market analysis, and complete the project’s product and brand system planning, space layout, functional zoning, product placement layout, style control, land use planning, comprehensive transportation planning, landscape planning, infrastructure planning, smart management system planning, etc. Also, suggestions on business operation models should be put forward, to complete economic calculations, and propose strategies of staged implementation. Meanwhile, detailed research should be conducted in two or three key sub-areas (which must include animal and plant exhibition areas and museum buildings) within the core area.

（2）深化阶段设计任务：对应征设计方案进行优化整合；对核心区进行规划方案深化，应达到修建性详细规划深度。

（2）Design tasks in the deepening stage: To optimize and integrate the design proposals; and to deepen the planning proposals of the core area, which should reach the depth of site plan.

4.应征申请人的资格

4. Eligibility and Qualifications of Applicants

4.1 应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

4.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

4.2 应征申请人应具有承担本征集项目风景园林设计和城乡规划和建筑设计的相应资质或资格，同时须具有项目策划的专业技术能力。

4.2 Applicants shall have the corresponding eligibility or qualifications to undertake the landscape design, urban and rural planning, and architectural design of this solicitation, and shall also have the specialized technical ability of project planning.

4.2.1风景园林设计和城乡规划和建筑设计的相应资质或资格要求如下：

（1）中华人民共和国境内的设计机构应具有：

（1）The design entities within the People"s Republic of China shall have:

a. 风景园林工程设计专项甲级资质或工程设计综合甲级资质；

a. Special Grade A qualifications for landscape engineering design or comprehensive Grade A qualifications for engineering design;

b. 城乡规划编制甲级资质；

b. Grade A qualifications for urban and rural planning;

c. 建筑行业（建筑工程）设计甲级及以上资质。

c. Grade A qualifications or above for architectural (architectural engineering) design.

（2）中华人民共和国境外的设计机构须依其所属国或所属地区的管理规定具有城市规划或建筑设计或风景园林设计的执业许可或经营许可。

（2）The design entities outside the People"s Republic of China shall have a practice license or business license for urban planning or architectural design or landscape design in accordance with the national or local administrative regulations.

4.2.2 项目策划专业技术能力要求如下：

应征申请人应具有项目策划的经验和业绩，并能提供与此相关的证明资料。

Applicants shall have corresponding experience and achievements in project planning, and be able to provide relevant supporting materials.

4.3 应征申请人应具有至少一个类似项目的规划或设计业绩；

类似项目是指已完成的动物园、植物园、游乐园、大型主题公园（乐园）、度假区或公共空间等项目。

The similar project refers to a completed project such as a zoo, a botanical garden, an amusement park, a large theme park, a resort, or a public space.

4.4 中华人民共和国境外的应征申请人须与境内的申请人组成联合体应征。

4.4 Any applicant outside the People"s Republic of China shall form a Consortium with an applicant within the People"s Republic of China before participating.

4.5 港澳台规划设计机构的资格要求参照境外设计机构资格要求的规定。

4.5 The qualifications for planning and design entities from Hong Kong, Macau as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.

4.6 本项目接受联合体应征。

4.6 This Project accepts applications from Consortia.

4.6.1 联合体的各成员应共同签署一份联合体协议。

4.6.1 Members of the Consortium shall jointly sign a consortium agreement.

4.6.2 联合体各成员方应当具备其承担的征集项目设计的相应专业技术能力，且应当具备相应资质/资格条件。由同一专业的单位组成的联合体，按照资质等级较低的单位确定联合体的资质等级。

4.6.2 Each Partner of the Consortium shall have the corresponding specialized technical capabilities for the design of the solicitation project undertaken by it, and shall have the corresponding eligibility/qualifications. For a Consortium composed of units of the same specialty, the qualification level of the Consortium shall be determined according to the unit with a lower qualification level.

4.6.3组成联合体的各成员单位不得再以自己的名义单独申请应征资格预审，也不得同时加入本组别其它联合体申请应征资格预审。

4.6.3 Partners that make up the Consortium shall not apply for prequalification separately in its own name, nor may it join another Consortium in this group simultaneously to apply for prequalification.

4.7 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。

4.7 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

5.资格预审文件的获取

本项目的资格预审文件在征集组织机构北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载。

The Prequalification Documents for this Project can be downloaded from the website of Beijing Science Park Auction & Tender Co., Ltd. as the Organizer of Solicitation (www.bkpmzb.com).

获取资格预审文件的时间为2022年6月3日9:00至6月14日17:00 （中国北京时间，下同）。北京科技园拍卖招标有限公司网站将于2022年6月3日上午9:00开通。

The time for obtaining Prequalification Documents is from 9:00 on June 3rd, 2022 to 17:00 on June 14th, 2022 (Beijing Time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be accessible at 9:00 a.m. on June 3rd, 2022.

有意向参加应征的应征申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱kjysanbu@163.com或递交至征集组织机构，征集组织机构收到登记表后，再将资格预审文件的下载密码发送给应征申请人。

Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, Applicants should email the Word version to kjysanbu@163.com or submit it to the Organizer of Solicitation. After receiving the registration form, the Organizer of Solicitation will send the download password of the Prequalification Documents to the Applicants.

6.资格预审申请文件的递交

6. Submission of Application Documents for Prequalification

应征申请人应按资格预审文件的要求提交书面申请文件。

Applicants should submit written application documents in accordance with the requirements of the Prequalification Documents.

应征申请人按资格预审文件的要求填写、准备好资格预审申请文件后，在资格预审申请文件递交截止时间2022年6月20日中午12时00分之前递交至征集组织机构。征集人和征集组织机构将拒绝接收逾期送达的资格预审申请文件。

After Applicants fill in the Application Documents for Prequalification according to the requirements, they should submit them to the Organizer of Solicitation before the deadline of submission of the Application Documents for Prequalification, namely 12:00 noon on June 20th, 2022. The Solicitor and the Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

7.征集公告发布媒体

7. Media Releasing Announcement on Solicitation

本公告在中国招标投标公共服务平台（www.cebpubservice.com）、中国政府采购网（www.ccgp.gov.cn）、成都交通投资集团有限公司网站（www.cdccic.com）和北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在以上网站发布的内容为准。

This announcement will be published on the China Tendering and Bidding Public Service Platform (www.cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn), the website of Chengdu Communications Investment Group Co., Ltd (www.cdccic.com), and the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com) at the same time. The amendment and supplement of the Announcement shall be subject to the contents released via the websites aforementioned.

8.1知识产权

8.1 Intellectual Property

8.1.1 本次方案征集中接收的所有有效的应征文件（包括A3版面设计文册、A0标准轻质展板、电子文件和应征设计方案著作权声明等）均不退回。

8.1.1 All valid response proposals (including the A3 sized design book, A0 standard lightweight exhibition panel, electronic documents, and the Copyright Statement of Design Proposals) received in this solicitation will not be returned.

8.1.2 应征设计文件和设计成果的知识产权由征集人与应征人共同享有。

8.1.2 The intellectual property rights of the Design Proposals and design results shall be commonly owned by the Solicitor and the Participants.

8.1.3 应征人对其应征设计文件享有署名权，在征得征集人书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计文件的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计文件及设计成果用于其他的设计项目。

8.1.3 The Participants hold the right of authorship for their Design Proposals and can comment on and display such Design Proposals in the forms of media communications, trade magazines, publications among others after granted with the Solicitor’s consent in writing. The Participants shall not use the Design Proposals and design results on other design projects, except the Participants’ design standards, design guides and principles, and drawing elements.

8.1.4 应征人应保证提交的应征设计文件及设计成果在中华人民共和国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人应已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

8.1.4 Participants shall ensure that all the submitted Design Proposals and design results have not infringed upon and will not infringe upon IPRs (including but not limited to copyright and patent right) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPRs or proprietary technologies or trade secrets of others, the Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.

8.1.5征集人有权在本项目的规划设计中使用应征人提交的规划设计成果，征集人在项目的规划设计中或在规划设计方案调整综合时可以全部或部分使用应征规划设计成果的内容，也可以对其进行修改。征集人不得将应征设计文件及设计成果用于本项目以外的其他项目。

8.1.5 The Solicitor has the right to use the planning and design results submitted by the Participants in the planning and design of this Project. The Solicitor is allowed to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals, and has the right to modify it. The Solicitor shall not use the Design Proposals and design results for a purpose other than this Project.

8.1.6 征集人可以对所有应征设计文件及设计成果印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计文件及设计成果，但应注明设计机构的名称。

8.1.6 The Solicitor can print, publish and exhibit all the application documents and Design Proposals, or comment on, display and publicize the application documents and Design Proposals via media communications, trade magazines, publications or by other means. The precondition is indication of the name of design institutions for such design.

8.2应征设计补偿金（以下简称“补偿金”）

8.2 Compensations for design proposals (hereinafter referred to as “Compensations”)

征集人将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付补偿金，金额为人民币260万元（含境内、外的各项应缴税费），当应征人出现下列情况时，征集人不予支付补偿金：

The Solicitor will pay Compensations to Participants who have submitted valid response proposals at the specified time in accordance with the requirements of the Solicitation Documents. The amount of Compensations is RMB 2.6 million (including domestic and overseas payable taxes). The Solicitor will not pay Compensations if:

（1）应征人未按规定时间提交应征文件；

（1）Participants fail to submit their response proposals within the specified time;

（2）应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

（2）The response proposals submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the Solicitation Documents;

（3）应征人被取消应征资格。

（3）Participants are disqualified.

8.3奖项和奖金

本次征集活动设奖项和奖金如下：

The awards and prize money for this solicitation are as follows:

本次方案征集设优胜奖2名，奖金为人民币100万元（含境内、外的各项应缴税费），此笔奖金中包含了征集人支付给获得优胜奖的应征人的奖励费用和应征人根据征集人和相关专家的意见进行方案优化的工作费用。

There will be two winners in this project solicitation. The prize money is RMB 1.0 million for each (including domestic and overseas payable taxes). This prize money includes the award paid by the Solicitor to the winning Participants and the work cost for the Participants to optimize the proposals according to the opinions of the Solicitor and relevant experts.

8.4征集后续工作

8.4 Follow-up work for the solicitation

征集人将综合专家评审意见和相关行政主管部门意见，选择一名获得优胜奖的应征人牵头组织进行后续的方案综合和深化工作，方案深化成果的编制深度应达到修建性详细规划的深度要求，总的费用不超过人民币1100万元，具体工作安排另行协商。

The Solicitor will integrate the opinions of experts and relevant administrative departments, and select a winning Participant to lead the follow-up proposal integration and refinement. The level of details for proposals should reach the depth of site plan. The total cost should not exceed RMB 11 million, and the specific work arrangement will be negotiated separately.

8.5适用法律

8.5 Governing Laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

8.6语言

8.6 Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。在中文与其他语言的意思表达不一致时，以中文为准。

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. Application Documents for Prequalification shall be drafted in Chinese. Another language can be used for the proof documents that the Applicant provides along with the Application Documents and printed documents, but the version with Chinese translation shall be attached thereto. In the case of inconsistent expressions in both Chinese and another language, the Chinese version shall prevail.

本次征集活动的最终解释权归征集人。

The Solicitor reserves the power of final interpretation in view of the solicitation.
