项目概况：陵水25-1区块的开发涉及到的4个探井井区，分别是LS25-1-1井区、LS25-1w-1井区、LS25-1-5井区和LS25-1w-2井区。陵水25-1气田水下设3个钻井中心，需新建南、北、东三个管汇，其中 A1~A7 共 7 口井接入南管汇，A8~A10共3口井接入北管汇，A11~A12共2口井接入东管汇。三处管汇初步海图水深如下：南管汇水深约960.5m，北管汇水深约895.9m，东管汇水深约905.9m。

交货期：

国内交货要求合同签订后2个月，15件试验环到货天津库房。

合同签订后4个月，2件焊径法兰和1件盲法兰到货天津库房

2023年6月30日，其他法兰及实验环到货深圳库房。

国外交货要求合同签订后2个月，15件试验环到货天津机场（CIP）。

合同签订后4个月，2件焊径法兰和1件盲法兰到货天津机场（CIP）。

2023年6月30日，其他法兰及实验环到货深圳港口（CIF）。

延期超过3周，其投标将被拒绝。

2.资格标准：

投标人投标时应承诺供货时提供经第三方（ABS, DNV, CCS 和 BV任意一家）认证的EN ***** 3.2材料证书和检验报告（适用法兰及试验环）。

1、投标人提供制造商合同签署日期在2012年1月1日至投标截止日的至少1项 应用于海洋环境项目（海底）的海管API法兰应用业绩，法兰匹配海管的外径应大于等于 6 英寸且磅级大于或等于 *****Psi。

投标人须提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件），和用户盖章的验收或运行证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、海管外径尺寸和压力磅级、项目名称。未提交业绩证明文件，或所提供的业绩证明文件无法验证制造商名称、海管外径尺寸和压力磅级、项目名称，均视为无效业绩。

投标人所投法兰品牌为国内品牌或国外品牌国内生产的不接受代理商参与投标；投标人所投法兰品牌为国外品牌的非国内生产的，可接受代理商参与投标。

A.如果投标人为代理商，投标人应得到货物制造商同意其在中国提供该货物的合法正式授权；货物制造商不能将授权提供给两家或以上的代理商同时参与投标，否则相关的所有投标将被拒绝。

B.投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝；

C.投标人将被授权的货物再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。

D.制造商全资的销售公司或控股的销售公司参与投标的，此两类销售公司视为制造商。如为全资的销售公司或控股的销售公司，需提供相应的证明文件。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

1.CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of COOEC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Project Description: The development of Lingshui 25-1 block involves four exploration Wells: LS25-1 block, LS25-1W-1 block, LS25-1-5 block and LS25-1W-2 block. There are three drilling centers under water in Lingshui 25-1 gas field, which need to build three new manifoles-south, north and east. Seven Wells FROM A1 to A7 are connected to the south manifold, three Wells from A8 to A10 are connected to the north manifold, and two Wells from A11 to A12 are connected to the east manifold. The preliminary water depth of the three manifets is as follows: the water depth of the south manifold is about 960.5m, the water depth of the north manifold is about 895.9m, and the water depth of the east manifold is about 905.9m.

Delivery Schedule:

From within PRC：Two months after signing the contract, 15 test rings were delivered to Tianjin warehouse.

Four months after signing the contract, two diameter flanges and one blind flange will be delivered to tianjin warehouse

On June 30, 2023, other flanges?and?test?rings will arrive in Shenzhen warehouse.

From outside PRC：Two months after signing the contract, 15 test rings arrived at Tianjin Airport（CIP）.

Four months after signing the contract, two diameter flanges and one blind flange will arrive at Tianjin Airport （CIP）.

On June 30, 2023, other flanges?and?test?rings will arrive at Shenzhen port（CIF）.

2.Qualification Requirements:

The bidder shall promise to provide EN ***** 3.2 material certificates and inspection reports certified by third parties (ABS, DNV, CCS and BV) at the time of tender?(Applicable flanges and test rings).

1. The bidder shall provide the application performance of at least one Marine pipe API flange applied to the Marine environment project (seabed) from April 30, 2012 to the bidding deadline. The outer diameter of the Marine pipe matching the flange shall be greater than or equal to 6 inches and the pound class shall be greater than or equal to 10,000 psi.

The bidder shall submit the performance table and relevant performance certification documents. Performance proof documents include but are not limited to: copies of sales contracts (including relevant technical attachments), and acceptance or operation proof documents stamped by users. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, offshore pipe outside diameter size and pressure pound class, project name. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the manufacturer"s name, diameter of sea pipe, pressure grade and project name, the performance will be deemed as invalid.

Agents are not allowed to participate in the bidding if the flange brand of the bidder is a domestic brand or a foreign brand produced in China. If the French brand selected by the bidder is a foreign brand and not produced in China, agents can be accepted to participate in the bidding.

A. If the bidder is an agent, the bidder shall obtain legal and formal authorization from the goods manufacturer to provide the goods in China; The goods manufacturer cannot offer the authorization to two or more agents to participate in the bidding at the same time, otherwise all the related bidding will be rejected.

B. If the bidder uses the goods manufactured by himself or herself to participate in the bidding, he or she shall not authorize the goods to other bidders at the same time, otherwise all relevant bids will be rejected;

C. The bidder will sub-license the authorized goods to other bidders at the same time to participate in the bidding, and all relevant bidding will be rejected.

D. If a wholly owned sales company or a holding sales company of the manufacturer participates in the bidding, such two sales companies shall be regarded as the manufacturer. If it is a wholly-owned sales company or a holding sales company, relevant supporting documents shall be provided.
