The People’s Republic of China has received a Grant from the Global Environment Facility (managed by the World Bank) towards the cost of the GEF City Cluster Eco-transport Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) under the Project include:

Contract No.: ET/CP2 Chengdu-Chongqing (Chengyu) City Cluster Integrated Transport Planning Study. This assignment aims at studying integrated transport system development for China regional economic area and proposing an assessment indicator system of regional integrated eco-transport, transport model, master plan, optimization of internal transport of the city cluster, and transit logistics channels of key cities with millions of people based on the pilot projects of integrated transport planning in Chengdu-Chongqing city cluster, as well as promoting effective integration of multiple transport modes, efficiency improvement, energy conservation and emission reduction by regulating eco-transport structure, promotion of eco-transport and its intelligent transport system. The implementation period: 10 months. The service is expected to start in May 2015. The total required inputs for experts with international experience are 9 person-months, and the total inputs required for experts with national experience are 60 person-months.

The Ministry of Transport (MOT) now invites eligible consulting firms (“consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, such as:

Core business and years in business

Qualifications in the field of the assignment

Technical and managerial organization of the firm

General qualifications and number of key staff

Details of the Experience that closely related to the assignment of this project

The shortlisting criteria are:

1. Consultant shall have experience of at least 2 projects in the area of integrated transport planning ;

2. Consultant who have international experience and relevant domestic experience working on similar assignment will be preferred;

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrower, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

中华人民共和国通过全球环境基金获取一笔赠款用于全球环境基金“中国城市群生态综合交通发展项目”（以下简称“项目”），并且计划将部分赠款用于咨询服务，其中包括：

合同包ET/CP2：《成渝城市群综合交通运输规划研究》。本咨询服务的目标是针对中国区域经济发展与综合交通运输体系建设开展研究，并依托成渝城市群综合交通运输规划研究试点项目，提出适合中国经济社会发展和满足国家节能减排目标的区域生态综合交通运输水平评价指标体系、成渝城市群生态综合交通模型、成渝城市群综合交通运输规划方案、成渝城市群内部的交通方式优化、百万人口中心城市过境物流通道等，并通过生态综合交通建设主要途径（调整生态交通运输结构、推进生态交通运输工程、推广生态交通运输工具、积极采用智能交通技术），促进中国城市群多种交通运输方式的有效整合、提高交通运输效率、减少能源消耗和温室气体排放。合同执行期为10个月。咨询服务预计开始日期为2015年5月。国际专家的所需总投入为9个人月，国内专家的所需总投入为60个人月。

交通运输部现邀请咨询机构（以下简称“机构”）提交意向书。有意向的机构应提供体现其能够履行本咨询服务的机构资质和相关经验的资料及机构宣传册，包括：

1. 核心业务和从业年限

2. 在本咨询任务领域的资质

3. 技术和管理组织机构

4. 一般资质和核心员工数量

5. 与本咨询任务直接相关的项目经验。

短名单评定标准为：

1. 该机构具有2个以上综合交通规划项目经验；

2. 具有国际及国内类似项目经验者优先；

有意向的咨询机构应详阅《国际复兴开发银行贷款和国际开发协会信贷和赠款-世界银行借款人选择和聘请咨询顾问指南》（咨询顾问指南）第1.9节规定的世界银行关于利益冲突的政策（2004年5月发布, 2006年10月、2010年5月及2011年1月修订）。

咨询机构可与其他单位以联营或分包的形式联合提交意向书，以提高其竞争力。

咨询机构将按照选聘指南中基于质量和费用的选择方法选出。
