根据中国电建江西电建公司迪拜分公司迪拜700MW光热和250MW光伏太阳能
电站项且以下简称招标人提交审批的集中采购立项计划，以邀请询比价
采购无机硅酸锌，采购计划使用自有资金用于本次采购后所签订合同的支付。

以上附件招标数量可能与实际到货量存在偏差，最终结算量根据验收合格实
际供货的数量为准。
Thebiddingquantityoftheaboveaccessoriesmaydeviatefromtheactualarrival
quantity,andthefinalsettlementquantityshallbebasedontheactualquantity
suppliedaftertheacceptance
4验收标准：投标方必须严格按阿联酋国家标准及电缆桥架技术规范书
(详见附件)提供合格产品，中标供货方必须提供产品合格证检验报告等材料
质量证明文件，否则视为不合格产品不予验收，由此造成的后果由投标方承担。
材料报价清单中必须注明本次投标报价的品牌或生产厂家。
4.Acceptancecriteria:thebiddermustprovidequalifiedproductsinstrict
accordancewiththeUAEnationalindustrystandardsandthetechnicalspecification
forCableladder(seetheannexfordetails).Thesuccessfulsuppliermustprovidethe
productcertificate,inspectionreportandothermaterialqualitycertificates.Otherwise.
itwillberegardedasunqualifiedproductsandwillnotbeaccepted,andthe
consequencesarisingtherefromshallbebornebythebidder.Thebrandor
manufacturerofthisbiddingquotationmustbeindicatedinthematerialquotationlist.
5付款条件：货物到达合同指定交货地点，经双方验收合格签署最终验收证
书后，并开具累计到货金额的发票(5%的增值税发票)，发票应符合阿联酋国家
规定且满足甲方财务要求，甲方收到发票后，60日内支付本月发票总额的
95%。甲方在收到发票前有权拒绝付款并顺延付款时间。
5.Termsofpayment:thegoodsarriveatthedeliveryplacespecifiedinthe
contract,andthefinalacceptancecertificatehasbeensignedbybothparties,afterthe
twosidessignedtheacceptanceofthefinalacceptancecertificate,andissuethe
accumulativeamountofthearrivalofthegoodsoftheinvoice(5%value-addedtax
invoice),invoiceshouldcomplywiththeregulationsoftheuaeandmeetthe
requirementsofpartyasfinancial,partya,afterreceiptoftheinvoicewithin60days
topay95%ofthetotalamountoftheinvoicethismonth.Priortoreceiptofthe
invoice,PartyAshallhavetherighttorefusepaymentandpostponethepayment.

三询比价响应人资格要求
Three,Conditionsthatrespondersmustmeet
1响应人必须满足的条件：
1.Conditionsthattherespondermustmeet:
1.1报价人必须在中电建集采招标平台注册成功股份级或我司成员级，如
在报名截止前还未注册成为我公司成员企业级供货商，则已报名该项目的供货商
一概退回，我司概不负责)。
1.1Thebiddermustbesuccessfullyregisteredinthebiddingplatformfor
centralizedprocurementofChinaPowerConstructionCorporation(forthestocklevel
orthememberlevelofourcompany,ifthesupplierhasnotregisteredasamember
enterpriselevelsupplierofourcompanybeforethedeadlineforregistration,all
supplierswhohaveregisteredfortheprojectwillbereturned,andourcompanywill
notberesponsibleforit).
1.2报价人必须是依照阿联酋国家法律或法院设立依法登记注册的独立法
人。
1.2Thebiddermustbeanindependentlegalpersonregisteredinaccordance
withtheUAEnationallaworthecourt.
1.3经营状况良好，银行资信和商业信誉良好，没有处于被贵令停业，财产
被接管冻结及破产状态，近三年经济行为没有受到起诉。具有近三年经第三方
审计的财务报表，资产负债结构合理，具备一定的盈利能力，企业的现金流表现
正常，资金周转不存在困难。
1.3Thecompanyisingoodoperatingcondition,withgoodcreditand
commercialreputation.Ithasnotbeenorderedtosuspendbusiness,itspropertyhas
beentakenover,frozenorbankrupt,anditseconomicbehaviorhasnotbeen
prosecutedinrecentthreeyears.Ithasthefinancialstatementsauditedbythethird
partyinrecentthreeyears,thestructureofassetsandliabilitiesisreasonable,ithas
certainprofitability,thecashflowperformanceoftheenterpriseisnormal,andthere
isnodifficultyincapitalturnover.
1.4在所在国企业信用信息公示系统无经营异常名录信息和严重违法失信企
业名单黑名单信息。
1.4Itisnotonlistofbusinessabnormalitiesandlist(blacklist)ofseriousillegal
anduntrustworthycompaniesinthecountryscorporatecreditinformationpublicity
system.
1.5近三年企业及法定代表人无行贿犯罪记录，无产品质量的行政处罚信息。
1.5Inthepastthreeyears,thecompanyanditslegalrepresentativehaveno
criminalrecordofbribery,andnoinformationonadministrativepenaltiesfor
productquality
2本次询比价不接受联合体投标。

3逾期未在中国电建集中采购电子平台进行报价或通过其他渠道递交报价
文件的，采购人不予受理。
