加本项目的报价，请按以下要求，于 波兰 时间 (UTC 2)2022 年 6 月 9 日星期 四 上

将不予接受。
Shanghai Electric Power Construction Co., Ltd.(SEPC), founded in 1953, is a
subsidiary of PowerChina Group, one of the Fortune 500 Companies. SEPC is a
large-scale power engineering enterprise engaged in large-scale power station
engineering and transmission and distribution engineering construction. Due
to the procurement needs of Shanghai Electric Power Construction Co., Ltd. for
the EPC project of Baczyna Plewiska 400kv Line Project in Poland, our
company intends to purchase the tower steel materials in batches by means of
inquiry and comparison. Your company is now invited to submit an offer for

Poland and the village of Plewiska in the midwest. The village of Baczyna is
located in Lubuskie County in western Poland, and the village of Plewiska is

III. Qualification requirements of quotation responders

requirements. Failure to meet the qualification requirements will be regarded
as an invalid inquiry response. Please submit the corresponding supporting
materials together with this offer.
1报价响应人为制造企业的 ，必须是在 波兰 境内或境外注册的企业法人，企业注册资
本金 400万 兹罗提 及以上或同等价值其他货币的注册资金，具有有效期内的 ISO9001
质量管理体系认证证书 (或等同 )， 同时产品应通过 CE 认证且符合波兰 /欧盟欧盟 /波兰
标准规范 PN-EN 1090-1，认证单位应为国际知名机构，如 SGS TUV 等 。
1. If the quotation responder is a manufacturing company, it must be a
corporate legal person registered within or outside Poland, with a registered
capital of PLN 4 million and above (or a registered capital of equivalent value
in other currencies), and an ISO9001 quality management system within the
validity period (or equal). At the same time, the product should pass the CE
certification and comply with the Polish/EU EU/Polish standard specification
PN-EN 1090-1, and the certification unit should be an internationally well-
known organization, such as SGS, TUV, etc.

2. If the quotation responder is an agent, it must be a corporate legal person
registered within or outside Poland, with a registered capital of PLN 2 million
and above (or a registered capital of the same value in other currencies), and
the manufacturing company that it represents meets the requirements of the
first Relevant requirements in the article, and a letter of authorization for this
project issued by the manufacturer. The authorization must cover the entire
implementation process of equipment procurement contracts such as bidding,
contract negotiation, contract execution, and after-sales service.
制造企业及其代理商不得同时参 加本次报价。
Manufacturers and their agents are not allowed to participate in this quotation
at the same time.
3 竞标响应人 如为波兰境外企业 应按 INTERCOM 2010 条款执行相关外贸操作。同时
应具备相应的清关国外物流能力或委托第三方进行。
3. The quotation responder (if registered outside Poland) shall perform
relevant foreign trade operations in accordance with INTERCOM 2010 clauses.
At the same time, it should have the corresponding customs clearance, foreign
logistics capabilities or entrust a third party to do it.

报价响应人近 3 年内 2018 年 -至今至少应有 2 个同类型及以上线路项目 铁塔钢
结构材料 的供货业绩，需提供业绩表，并以所附合同或 中标通知书该合同的执行
情况证明或用户意见书为准
The quotation responder should have at least 2 supply references of the same
type and above line projects in the past 3 years (2018-present), and the
reference list must be provided, and the attached contract (or notice of bid
winning) and the execution of the contract should be provided. The proof of
the situation (or the users opinion) shall prevail
5报价响应人 具有良好的银行资信和商业信誉， 财务状况良好，报价响应人近三年没
有处于被责令停业，财产被接管冻结破产状态。
5. The quotation responder has good bank credit and business reputation, and
has good financial status. The quotation responder has not been ordered to
suspend business in the past three years, and the property has been taken
over, frozen, or bankrupt.

technical services in terms of professional technology, equipment and facilities,

报价响应人如为波兰境外企业应 具备波兰的海关进关许可，能自行解决进关的问题。
The quotation responder (if registered outside Poland) has the Polish customs
entry permit and can complete the entry procedure by itself.
四 询价范围及交货期限

报价响应人 按照招标方提供的设计图纸 波兰语技术规范书 SIWZ波兰
语， 完成材料采购货物制造质量检验包装 运输 及保险 清关 (如有 )装卸技
术及 售后服务等工作内容。
According to the design drawings (Polish), SIWZ (Polish) provided by the
tenderee, the quotation responder completes the work content of material
procurement, goods manufacturing, quality inspection, packaging,
transportation and insurance, customs clearance (if has), loading and
unloading, technology and after-sales service.
2 交货进度：
首批交付时间不得晚于 2022 年 8 月 15 日
the first batch of deliveries shall not be later than Augest 15, 2022
交货地点： 波兰 Lubuskie 省至 Wielkopolskie 省沿线指定 地点 。
Delivery place: Designated place along the route from Lubuskie Province to
Wielkopolskie Province in Poland.

1 报价
1. Quotation
报价响应人 报价时须按型号规格明确单价，并按暂估量计算预估总价 。
The quotation responder must clarify the unit price according to the model
specifications when quoting, and calculate the estimated total price according
to the provisional estimated quantity.
报价有效期：自报价截止之日起 不短于 30 天 。
Validity period of offer: no less than 30 days from the date of offer deadline.
报价响应文件须提交报价表，报价应包含交付采购使用前所有可能发生的成本和费
用，包括但不限于材料采购货物制造质量检验包装运输及保险清关 如有
装卸技术及售后服务保险税费技术资料等。
The offer must be submitted with a quotation form. The offer should include
all possible costs and expenses before delivery and use, including but not
limited to material procurement, goods manufacturing, quality inspection,
packaging, transportation and insurance, customs clearance (if has), loading
and unloading, technology and after-sales service , Insurance taxes, technical
information, etc.

合同签订后 10 天内 ，卖方提供 10%履约保函，

6 成交确定原则

单价为固定不变价格，总价按单价暂估总量计算。

术规范书包括附件及商务合同条款要求的前提下，同等材质质量标准服务

The quotation responder must promise to meet the commercial and
technical requirements of the inquiry document. On the premise that the
