武汉交通工程建设投资集团有限公司已从法国开发署处申请一笔贷款，其中部分计划用来支付下列服务费用：商业活动策划咨询服务及人流、车流模拟。

武汉天河机场交通中心，总投资约3.5亿欧元，建筑面积279,020m2，共三层，涵盖地铁、城际列车、停车场、出租车、城市大巴和商业配套等功能。项目预计于2016年底竣工。土建工程部分已开工建设，项目设备部分（电气、照明、暖通、电梯和扶梯、给排水等）的采购工作即将开始。

中信国际招标有限公司受武汉交通工程建设投资集团有限公司委托现邀请所有合格的和有资格的咨询机构或联合体就法国开发署贷款资助的本项目项下的有关咨询服务提交投标意向书。意向机构须明确其有资格和能力履行该服务（提供公司宣传册、执行过类似项目、具备类似经验和必要的技能及人员等作为证明材料）。本项目允许联合体投标，但联合体成员不得超过两个，并必须附有联合体投标协议，联合体协议应明确联合体间依据合同划分的范围。

该服务内容包括：

1. 人员和机动车流量模拟: 目标是对综合枢纽的各种流量进行研究模拟，针对枢纽建筑与总体布局提出设施与设备的合理优化方案，并为商业区和服务区的设置研究提供参考数据，包括：1）对交通中心流量预测； 2）研究综合枢纽各种流量； 3）提出综合枢纽建筑与总体布局的合理优化方案；

2. 商业活动策划：1）宏观经济分析及市场研究；2）项目可比/竞争商业项目案例分析；3）项目零售主题定位与租户组合建议，最具吸引力的零售商、卖场、酒吧、餐厅和服务机构的选择；4）项目零售商访谈，其主要内容是通过对不少于20个目标商家的访谈，了解目标商家对该项目的入驻意向及分区零售主题建议反馈；5）项目整体设计优化与建议，品牌推广建议；6）品牌推广；7）商业活动管理、运营理念及风险分析；8）商业计划。

服务期限：1、人流、车流模拟分析研究服务期限共两个月；

2、商业综合策划为合同签订8周时间之内提交报告。

服务地点：武汉天河机场交通中心

资金来源：法国开发署贷款，已到位。

咨询机构资质要求：

1）咨询机构或联合体 牵头方须为合法成立的独立法人；

2）咨询机构或联合体牵头方过去三年年均营业额不低于1000万元人民币且无任

何法律纠纷或诉讼史；

3）咨询机构或联合体牵头方成功承担过类似的大型陆地交通枢纽、机场航站楼或大型零售物业的模拟客流分析研究以及大型零售物业咨询工作经验（物业建筑面积不应低于5万平方米）。

中信国际招标有限公司将从收到的投标意向书中选取6家候选人编制短名单。

Study for the Commercial Activities Planning and Simulation of the People and Vehicles Flow under Wuhan Tianhe Airport Multi-Modal Transport Hub Project

CONSULTING SERVICES

Expressions of interest

The Wuhan Transportation Engineering Construction Investment Group Company (WCIC) (“the Client”) has received a financing from the French Development Agency (AFD), and intends to apply part of the proceeds for the following services: Study for the Commercial Activities Planning and Simulation of the People and Vehicles Flow at Wuhan Multi-modal hub.

The multimodal Hub, costing around 350 million and spreading over 279,020 sq meters on 3 main levels, intends to accommodate metro lines, suburban trains, car parks, taxis, intercity buses and commercial activities. Commissioning is expected at the end of 2016. Civil works are ongoing while the different lots of equipment (electric power, lighting, HVAC, lifts and escalators, plumbing and sanitary, low voltage and IT…) are still to be procured.

CITIC International Tendering Co., Ltd, who is entrusted by WCIC, now invites consultants or consortia of consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultant is allowed to associate other consultants, but the total members of a joint venture shall not exceed two consultants, in addition, a joint venture agreement is required to submit together with the Proposals.

The services include:

1. Macroeconomic analysis and marketing research; 2. Analysis of people and vehicles forecast flow and fine-tuning / rightsizing the hub interiors (rooms, storage areas, parking, corridors, etc.); 3.Business cases analysis as project competitive comparison; 4. Retailing theme positioning and mixed recommendation from the leaseholders; 5. Interview of no less than 20 potential retailers of the project so as to realize their intention and suggestions; 6. Propose the integrated optimized design and suggestions; 7.Analysis of commercial management ,operational concept and risk; 8. Business plan

Service period: 1. 2 months for the study of the people and vehicles flow;

2. 8 weeks for preparation of report for commercial planning

Location: Wuhan Tihanhe Airport Transport Hub

Qualification of the consultant:

1）The consultant or the lead of a joint venture shall be legal entity;

2） The annual business turnover in the past three years for the consultant or the lead of a joint venture shall not be less than RMB 10 million; and there is no any legal dispute or litigation history；

3） The consultant or consortium leader party had successfully undertaken the similar assignments with building area more than 50,000 square meters for commercial complex planning work and simulation of people and vehicles flow in the large-scale transport hub, airport terminal or shopping mall center.

The Client will prepare a short list of about six candidates to be pre-selected on the basis of the expressions of interest received to whom he will send a Request for Proposals to perform the services.

Expressions of interest must be delivered to the address below by March 4, 2015.
