1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，就陵水25-1开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

陵水 25-1 气田开发依托崖城13-1 平台，通过水下生产系统回接至崖城13-1 已建平台进行处理和外输，同时新建崖城13-1 PAP 平台布置新增设备，与崖城13-1AWA 平台栈桥相连。

国内交货要求:2023年1月6日，平台改造停产接入阀门送货至海南三亚南山终端；2023年2月16日，现有设施改造阀门送货至海工青岛建造场地；2023年4月20日，YC13-1 PAP阀门送货至海工青岛建造场地；

国外交货要求:2023年1月6日，平台改造停产接入阀门DAP青岛港；2023年2月16日，现有设施改造阀门DAP青岛港；2023年4月20日，YC13-1 PAP阀门DAP青岛港。

2．业绩和资格要求：

1)API Spec 6D球阀须满足以下要求：自 2010 年 1 月 1 日至截标日，阀门制造商至少具有 2 台套阀门尺寸和压力磅级 不低于 18"x2500LB 的球阀在海上油气生产装置（海上油气陆地接收终端、海上油 气生产固定平台或 FPSO 等浮式油气生产平台）上成功运行 1 年及以上的业绩（成 功运行 1 年以上定义为为投标截止日前一年完成工厂阀门试压测试检验或用户现 场调试或用户验收）。投标人须提交有效的业绩表和相关证明文件，包括但不限于: 合同签署时间及合同 复印件相关章节、货物名称、供货数量、设备所应用的海上油气生产装置、阀门尺 寸和压力等级、阀门制造厂、业绩要求规格的阀门试压报告或调试报告或用户使用证明或用户验收证明（包括内容和签署页）。未提交业绩证明文件，或所提供的业 绩证明文件无法验证上述信息，均视为无效业绩。

2）所有阀门应由第三方（CCS、ABS、DNV 或 BV）进行检查和见证，并随产品提交第三方出具的检查报告。

3）要求投标人提供的其他资格证明文件：A如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证或在有效期内的三证合一营业执照复印件，并加盖公章；B如果投标人为境外注册公司，需提供有效的公司登记注册证明。

4）阀门制造商应具有有效的质量管理体系证书 GB/T***** 或 ISO 9001 或 API Q1。

5）对于国内阀门制造商，需提供有效的 TSG D2001 规定的《中华人民共和国特种设 备制造许可证》或 TSG 07 规定的《中华人民共和国特种设备生产许可证》。TSG D7002 要求的特种设备型式试验证书应覆盖本次采购产品范围，并在产品交货时随 货提供。对于国外阀门制造商，满足本次招标业绩要求的压力管道阀门应按相关安全技术规 范要求通过型式试验和制造监督检验（或者进口安全性能监督检验）。

6）阀门制造商应具有涵盖本项目防火要求阀门的 API 607 或 API 6FA 或 ISO ***** 型式认可证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2022年9月5日至2022年9月13日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元（收款人：中化建国际招标有限责任公司，

Project overview:

The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.

Domestic delivery requirements: on January 6, 2023, the platform will be transformed and shut down, and the access valve will be delivered to Nanshan terminal in Sanya, Hainan; On February 16, 2023, the reconstructed valves of existing facilities will be delivered to the construction site of COOEC Qingdao; On April 20, 2023, YC13-1 PAP valve was delivered to COOEC Qingdao construction site;

Foreign delivery requirements: on January 6, 2023, the platform will be transformed and shut down to connect the valve DAP Qingdao port; On February 16, 2023, the existing facilities will be transformed into DAP Qingdao port; On April 20, 2023, YC13-1 PAP valve DAP Qingdao port.

2. Performance and qualification requirements:

1)From January 1st, 2010 to the bid deadline, The valve manufacturer shall have at least 2 sets of ball valves reference with valve size and pressure rating not less than 18 "x2500lb, which have been successfully operated on offshore oil and gas production units (Land receiving terminals for offshore oil and gas,offshore oil and gas production fixed platforms or floating oil and gas production units such as FPSO) for 1 year or more (successful operation for more than 1 year is defined as completion of factory valve pressure test and inspection or user site commissioning or user acceptance before the bid deadline).The Bidder shall submit valid reference lists and relevant documentary evidence for reference, including but not limit to： the signing date of contract, equipment name，quantity，type of oil& gas production facility for which equipment to be applied, valve size and pressure rating, Valve Manufacturing Plant, valve pressure test report of reference corresponding specification or commissioning report or certificates of user application or certificates of user acceptance (including the content and signing page)。 Absence of the reference evidence documents or the failure to verify above information ， the reference shall be deemed as invalid.

2)For all valves shall be inspected and witnessed by third party (CCS, ABS, DNVor BV), and inspection reports issued by the third party shall be submitted with products.

3）Other qualification documents required to be provided by the bidder: A if the bidder is a domestic registered company, it is required to provide a valid business license (with independent legal person qualification), general taxpayer certificate / tax registration certificate, organization code certificate or a copy of the three in one business license within the validity period, and affix the official seal; B if the bidder is an overseas registered company, it is required to provide a valid certificate of company registration.

4)The valve manufacturer should have valid Quality management system certificate in accordance with GB/T*****、ISO 9001 or API Q1.

5)For national valve manufactures, valid Manufacture License of Special Equipment People’s Republic of China as per TSG D2001 or valid Production License of Special Equipment People’s Republic of China as per TSG 07. Type-Test Certification of Special Equipment as per TSG D7002 covering bidding product should be provided with the products at the time of delivery.For the foreign valve manufacturers, the pressure pipeline valves that meet the performance requirements of this bidding shall pass the type test and manufacturing supervision and inspection (or import safety performance supervision and inspection) according to the relevant safety technical specifications.

6）The valve manufactures shall have type approval certification which can cover this project requirement per API 607, API 6FA, ISO *****.
