1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，就陵水25-1开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：

陵水 25-1 气田开发依托崖城13-1 平台，通过水下生产系统回接至崖城13-1 已建平台进行处理和外输，同时新建崖城13-1 PAP 平台布置新增设备，与崖城13-1AWA 平台栈桥相连。

货物名称：中控系统

数量：1套

规格: PCS、FGS和 ESD系统之间的通信速度必须不低于100Mbps。

交货期：不晚于2023年7月30日

交货地点：新建平台货物交货青岛海工建造场地，老平台改造货物交货三亚南山终端（国内货物）或?DAP 青岛港（进口货物）

2．业绩和资格要求：

1) 中控系统须满足以下要求：

业绩 1：从 2012 年 1 月 1 日至投标截止日（以合同签订日期为准），投标人所提供的 中控系统（PCS, ESD, FGS）必须具有至少两套在海洋石油平台或 FPSO 或海岸沿线 的油气处理终端成功应用 1 年及以上的新建项目业绩（成功应用起始日期按现场调试 报告或用户使用证明或用户验收证明或最终接受证书上体现的运行日期计算）。投标 人须提交有效的业绩表和相关业绩证明文件，至少包括以下内容：1.合同复印件相关 章节包括货物名称（中控系统 PCS, ESD, FGS）、供货数量、设备所属油气生产装置 类型、合同签署日期；和 2.现场调试报告或用户使用证明或用户验收证明或最终接受 证书(相关文件需体现用户签字及签署日期)。

业绩 2：从 2012 年 1 月 1 日至投标截止日（以合同签订日期为准），投标人所提供的 火气探测/报警设备(包括：火焰探头，可燃气探头，氢气探头，硫化氢探头) 必须具有 至少在两个海洋石油平台或 FPSO 或海岸沿线的油气处理终端成功应用一年及以上的 新建项目业绩（新建项目定义为：火焰探头不低于 30 套，可燃气探头不低于 40 套， 氢气探头不低于 1 套，硫化氢探头不低于 10 套；成功应用起始日期按现场调试报告或 用户使用证明或用户验收证明或最终接受证书上体现的运行日期计算）。投标人须提 交有效的业绩表和相关业绩证明文件，至少包括以下内容：1.合同复印件相关章节包 括货物名称【火气探测/报警设备(包括：火焰探头，可燃气探头，氢气探头，硫化氢探 头)】、供货数量、设备所属油气生产装置类型、合同签署日期；和 2. 现场调试报告或 用户使用证明或用户验收证明或最终接受证书（包括签署日期）。

未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

2) 投标人应承诺为中控系统提供国家应急管理部海洋石油安全生产监督管理办公室 （COOOSO）认可的其中任意一家第三方认证机构（ABS, DNV, BV，CCS）的检验 证书。

3）要求投标人提供的其他资格证明文件：A如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证或在有效期内的三证合一营业执照复印件，并加盖公章；B如果投标人为境外注册公司，需提供有效的公司登记注册证明。

4）投标人必须是 PCS或 ESD系统的制造商。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2022年9月8日至2022年9月16日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元（收款人：中化建国际招标有限责任公司，

Project overview:

The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.

2. Qualificationrequirements:

1) All the valves need to meet below requirements：Performance 1: From January 1, 2012 to the tender deadline (subject to the date of signing the contract), Central control system (PCS, ESD, FGS) must have at least two new projects that have been successfully deployed on an offshore oil platform or FPSO or oil and gas processing terminal along the coast for at least 1 year (the successful application start date is calculated as the operational date shown in the site commissioning report or user Certificate of Use or User acceptance Certificate or final acceptance Certificate). The bidder shall submit valid performance tables and relevant performance proof documents, including at least the following contents: 1. The relevant chapters of the contract copy include the name of the goods (PCS, ESD, FGS of the central control system), the quantity of supply, the type of oil and gas production device to which the equipment belongs, and the date of signing the contract; And 2. Site commissioning report or user certificate of use or user acceptance certificate or final acceptance certificate (the related documents shall include the user’s signature?a

nd date of signing

Performance 2: From January 1, 2012 to the tender deadline (subject to the date of signing the contract), fire&gas detection/alarm device provided by the bidder (including: flame detector, combustible gas detector, hydrogen probe, hydrog sulfide detector) must have at least two offshore oil platform and FPSO or train along the coast of oil and gas processing terminal successfully applied and above a year of new project performance (new project is defined as: No less than 30 sets of flame detector, no less than 40 sets of gas detector, no less than 1 set of hydrogen detector, no less than 10 sets of hydrogen sulfide detector; the successful application start date is calculated as the operational date shown in the site commissioning report or user Certificate of Use or User acceptance Certificate or final acceptance Certificate). The bidder shall submit valid performance tables and relevant performance proof documents, including at least the following contents: 1. Relevant chapters in the copy of the contract include the name of the goods [fire gas detection/alarm equipment (including flame detector, combustible gas detector, hydrogen detector, hydrogen sulfide detector)], quantity of supply, type of oil and gas production device to which the equipment belongs, and date of signing the contract; And 2. Site commissioning report or user certificate of use or user acceptance certificate or final acceptance certificate

2) inspection certificates at his own cost of the following requirements. THE control system shall obtain the GOODS inspection certificates from one of the third party certificationagency authorized by COOOSO, i.e. ABS, BV, CCS, DNV.

3）Other qualification documents required to be provided by the bidder: A if the bidder is a domestic registered company, it is required to provide a valid business license (with independent legal person qualification), general taxpayer certificate / tax registration certificate, organization code certificate or a copy of the three in one business license within the validity period, and affix the official seal; B if the bidder is an overseas registered company, it is required to provide a valid certificate of company registration.
