激光雷达已具备招标条件，项目招标人为西安飞机工业(集团)有限责任公司，资金为国有，100%，资金已落实。北京国科军友工程咨询有限公司（招标机构）受西安飞机工业(集团)有限责任公司（招标人）的委托，现对该项目进行国际公开招标。

2.对投标人的资格要求

2.1投标人应为合法注册单位（境内投标人具有独立的法人机构），能够独立承担民事责任，应出具所在国（地区）政府的有效的营业执照或有效的公司注册登记证明材料。

2.2投标人如为代理商，须有制造商的授权书原件或复印件（复印件需加盖投标人公章）。

2.3投标人应当提供制造商或国内总代理商（国内总代理商须提供制造商对其授权证明文件）对产品售后服务的承诺函。

2.4境外投标人须提供其开户银行在开标日期前三个月内开具的资信证明原件或原件复印件；境内投标人应当提供在开标日前三个月内由其开立基本账户的银行开具的银行资信证明的原件或原件复印件。

2.5本项目不接受联合体投标。

3.招标文件获取

3.2 招标文件售价：每包1000元人民币或150美元（招标文件售后不退），请于发售期内，发送“项目名称、企业全称、联系人、联系电话”至gkjy2236@163.com咨询购买标书事宜，标书款汇款至北京国科军友工程咨询有限公司账户后请将标书款汇款凭证上传航空工业电子采购平台，并将汇款凭证和单位名称发送至gkjy2236@163.com。付款确认后可在航空工业电子采购平台下载招标文件。

3.3 投标人必须在航空工业电子采购平台电子招投标专区注册，办理CA数字证书与电子签章，否则无法投标。（详见航空工业电子采购平台电子招投标专区相关说明）。

4.投标文件的递交

4.1 投标文件递交的截止时间（投标截止时间，下同）为2022年10月14日09时00分，投标人必须在此时间前将加密的电子版投标文件传至中国航空工业电子采购平台电子招投标专区（专区（http://www.eavic.com/rest/index）并在此时间前现场递交单独密封的纸质版投标文件，如传至中国航空工业电子采购平台电子招投标专区的电子文件与纸质版文件不一致时，以纸质版文件为准。

4.2递交单独密封的纸质版投标文件的递交地点：西安市阎良区西飞宾馆会议室，逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人将予以拒收。

4.3投标人递交的纸质版文件仅作为资料归档使用，如果开标现场平台软件无法获取、解密投标人上传的电子版投标文件，则认为此次投标无效，不再使用纸质版投标文件参与评标。

4.4投标人未按要求上传加密电子版投标文件，或平台软件无法获取、解密投标人上传的电子版投标文件，招标人不予受理。

5.开标

开标时间同投标文件递交的截止时间，开标地点同投标文件递交地点。

2. Qualification requirements for bidders

2.1 The bidder shall be a legally registered entity (the domestic bidder has an independent legal entity), which can bear civil liabilities independently, and shall provide a valid business license or valid company registration certificate issued by the government of the country (region) where the bidder is located.

2.2 If the bidder is an agent, the original or a copy of the manufacturer"s authorization letter (the copy shall be affixed with the bidder"s official seal).

2.3 The bidder shall provide the letter of commitment of the manufacturer or the general agent in China (the general agent in China shall provide the authorization document of the manufacturer) for the after-sales service of the products.

2.4 The overseas bidder shall provide the original or photocopy of the credit certificate issued by his/her bank within three months before the bid opening date; The domestic bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within three months before the bid opening date.

2.5 Consortium bidding is not accepted for this project.

3. Obtaining bidding documents

4. Submission of tender documents

4.1 The deadline for submission of tender documents (the deadline for submission of tender, the same below) is 09:00 on October 14, 2022.
