| 投标人应具备的资格或业绩：1、投标人必须是所投货物中三维形面激光扫描测量设备及高速度激光跟踪测量定位设备的制造商或相应货物制造商授权的代理商，若投标人为代理商，则需提供所投三维形面激光扫描测量设备及高速度激光跟踪测量定位设备制造商出具的有效授权书，否则其投标将被否决。 2、1）关境内投标人须提供以下资质证书的复印件： ①加载统一社会信用代码的营业执照或事业单位法人证书； ②投标人自身或所投三维形面激光扫描测量设备及高速度激光跟踪测量定位设备制造商在有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书； 2）关境外投标人须提供以下资质证书的复印件： ①有效的企业登记证明材料； ②投标人自身或所投三维形面激光扫描测量设备及高速度激光跟踪测量定位设备制造商在有效期内的ISO9001质量管理体系认证证书或其他同等质量体系认证证书。 3、业绩要求： 2019年1月1日至今，投标人需具有制造和/或销售本招标要求的类似设备的1台/套的业绩，并同时提供对应的销售合同或销售订单复印件作为证明材料。销售合同或订单的复印件须能体现签订时间，销售产品内容，签章双方等关键信息，否则将被作为无效证明材料。 4、银行资信证明： 1）境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的有效行资信证明； 2）境外投标人应当提供在开标日前3个月内由其开户银行开具的有效资信证明。 |

| Qualifications or Performance：1. The Bidder is required to be the manufacturer of the 3D laser scanning measuring equipment and high-speed laser tracking measuring and positioning equipment in the bidding goods or the agent authorized by the corresponding goods manufacturer. If the Bidder is an agent, the valid letter of authorization issued by the manufacturer of the 3D laser scanning measuring equipment and high-speed laser tracking measuring and positioning equipment is required, otherwise, its bid will be rejected. 2. 1) Bidders within the customs must provide copies of following qualification certificates: ① A business license or a legal person certificate of an institution with a unified social credit code; ② ISO9001 quality management system certificate or other equivalent quality system certificate of the Bidder or the manufacturer of the 3D laser scanning measuring equipment and high-speed laser tracking measuring and positioning equipment within the validity period; 2) Bidders outside the customs must provide copies of following qualification certificates: ① Valid enterprise registration certification materials; ② ISO9001 quality management system certificate or other equivalent quality system certificate of the Bidder or the manufacturer of the 3D laser scanning measuring equipment and high-speed laser tracking measuring and positioning equipment bidden by the Bidder within the validity period. 3. Performance requirements: From January 1, 2019 to now, it is necessary for the Bidder to have the performance of manufacturing and / or selling 1 set of similar equipment required by this bid invitation, and provide the copy of corresponding sales contract or sales order as supporting materials. Some key information such as signing time, content of products for sale, and signing and sealing parties etc. shall be indicated in the copies of sales contracts or orders, otherwise, they will be used as invalid certificates. 4.
