中信国际招标有限公司受武汉交通工程建设投资集团有限公司的委托,就下述货物和/或服务的国际竞争性招标,邀请中国境内和境外的所有合格供货商进行密封投标。本项目资金来源为法国开发署提供的贷款。

1. 产品/设备名称、数量及主要技术数据:

本次招标为武汉天河机场交通中心项目子项目之一,本次招标内容为客梯、货梯和自动扶梯的供货、安装、调试、验收及服务等。全部招标内容详见招标设备清单及图纸。

2.业绩要求:

投标人近三年(2011年12月1日至2014年12月1)每年至少承接过三项大型公共建筑物一次性供应40部以上电梯(同时含垂直电梯、电动扶梯)的供货安装任务(合同原件带到评标现场备查)。

3. 资质要求:

(1)投标人必须是国外整套电梯设备制造商与中华人民共和国境内安装单位组成的联合体,联合体各方具有相应的经营范围且须通过ISO系列质量体系认证财务状况良好,过去三年均处于盈利状态(需提供2011-2013年经审计的财务报表)。制造商过去三年的年均营业额不得少于10亿人民币或等额外币。所投产品须获得质检总局特种设备局的型式试验备案、获得在中国大陆境内正式销售许可。

(2)安装方须获得国家有关行政主管部门颁发的《中华人民共和国特种设备(电梯)安装改造维修许可证A级》或电梯安装工程专业承包一级资质。

(3)投标人应具有ISO9001质量管理认证证书和ISO14001环境管理体系认证证书。


4. 招标文件售价:

有兴趣的投标人可以自2015年3月20日至2015年4月15日每天(节假日除外)9:00-16:00(北京时间)购买招标文件。招标文件售价为人民币15,000元或美元2500,售后不退。如需邮寄,另加邮费全套300元或50美元。

5. 招标文件发售期: 从2015年3月20日至2015年4月15日之间,每个工作日的上午09:00-11:30和下午1:30-4:00(北京时间)。

6. 招标文件发售地点: 中信国际招标有限公司 北京市海淀区中关村南大街1号友谊宾馆苏园17单元3层。

7. 投标截止日期/开标日期和时间(北京时间):2015年5月5日,上午10:00。

TheWuhan Transportation Engineering Construction Investment Group Company (WCIC)(“the Client”) has received a financing from the French Development Agency(AFD), and intends to apply part of the proceeds for the contracts forProcurement and Installation of Transportation Equipment.

TheCITIC International Tendering Co., Ltd. (CITIC) for and on behalf of WCIC, nowinvites sealed bids from eligible bidders for the equipment (PassengerElevator, Cargo Lift, and Escalator) and related services:

Biddingwill be conducted through the International Competitive Bidding (ICB)procedure. Interested eligible bidders may obtain further information from andinspect the bidding documents at the office of CITIC. (Address is listed below)

This tender is part of Wuhan Tianhe AirportMulti-modal Transport Hub Project, covering the supply, installation,commissioning, inspection, acceptance and services of equipment, which includeselevator, cargo lift and escalator. Please see the equipment list and drawingsin the bidding documents for details.

2. Project Accomplishment:

In the past threeyears (from Dec 1, 2011 to Dec, 1, 2014) the bidder had performed at leastannually three supply and installation contracts for large public buildingswith not less than 40 lifts (including lifts and escalators) each contract; thecopied contracts shall be required to submit in its bid (the original contractsneeds to bring as backup for bid evaluation).

TheBidder shall be a consortium or joint venture consisted of a foreign equipmentmanufacturer and a Chinese installation company. All said parties shall beconsistently profitable in the last three years (audited financial reports mustbe provided for 2011-2013). The average annual turnover of the manufacturershould not be less than 1 billion RMB in the last three years, or theequivalent in foreign currency. All products offered in the bid must haveobtained testing and inspection certificates from AQSIQ (Administration ofQuality Supervision, Inspection and Quarantine of the PRC), in order to obtainthe official sales permission in P.R China.

Theinstallation party in the consortium or joint venture must possess a Class AInstallation, Alteration, Repair & Maintenance License for SpecialEquipment (Elevators) or First Grade Qualification for the ProfessionalContracting of Elevator Installation Works issued by the relevant governmentdepartment.

Thebidder should have obtained ISO9001 quality management certificate and ISO14001environmental management system certificate.

4.Price of Bidding Document:

RMB15,000Yuan or USD 2500 from March 20, 2015 to April 15,2015 daily (except holidays)9:00-16:00 (Beijing time).All the above fees are non-refundable. For mailorder, an extra RMB 300 or USD 50 express mail postage shall be added.
