It is planned to conduct online inquiry and purchase of cables for The St. George’s Airport Runway and Road Upgrade and Rehabilitation Project, Grenada. The number of centralized purchase is chec-glnd-jd-003-1, and the purchase description is as follows:
一、 本次报价有关说明
一、 Explanation of this quotation
1、本次电缆采用“中交物采平台”线上询价方式进行采购。
1. The cable is purchased by online inquiry method of Materials Purchasing Management Information System of CCCC.
2、本次采购报价参与单位的资格：
投标人必须具有独立法人资格，有固定的营业地址。
本次招标不接受联合体投标。
投标人应确保其在本次投标活动中不涉及现行美国OFAC（office of foreign assets control）制裁清单内的公司。
投标人应是提供满足招标文件要求的生产商或集成商。
投标人必须具有独立进出口资质。
如不能满足以上要求，招标人有权作废标处理。
2. The qualification of the participating units of this purchase quotation:
Bidders must possess the qualification of independent legal entities, having fixed business address and necessary business facilities.
The bidders shall be the Cable Producer or Authorized Agent that meets all the requirements of Specification and Quality Standard of products, stated in the tender documents.
A bid from consortium is not acceptable.
The bidder shall ensure that all the related companies in his bidding are out of active sanction list published by OFAC of USA government.
Bidders must have independent import and export qualifications.
Should there be any bidders fail to fulfil clause 4 requirement stated hereinabove; the Tenderee may invalidate and disqualify their participation in this bidding.
3、本次报价要求参与单位须在“中交物采平台”（http://ec.ccccltd.cn/PMS/）成功注册的供应商，在人员、设备、资金等方面具备相应的供货能力。
3. This quotation requires that the participating units must be in the CCCC Materials Purchasing Management Information System（http://ec.ccccltd.cn/PMS/）The successful registered suppliers have the corresponding supply ability in terms of personnel, equipment and capital.
4、本次询价为“中交物采平台”系统上的询价，所有有意向合作单位均可报名参与报价。参与单位无论是否中标，均需自行承担其因参与本次报价比价活动而产生的一切费用。
4. This inquiry is based on the system of CCCC Materials Purchasing Management Information System. All interested parties can sign up to participate in the quotation. No matter whether it participates in the bidding activity or not, it shall bear all the expenses incurred.
5、参与单位应对本次报价比价文件中的商业和技术等秘密保密，违者应对由此造成的后果承担相关责任。
5. The participating units shall keep the commercial and technical secrets in the price comparison documents confidential, and the violators shall bear relevant responsibilities for the consequences caused.
6、本次线上询价若实际参与单位少于三家时，此次报价询价终止。
6. If there are less than three units participating in the online inquiry, the quotation inquiry will be terminated.
7、本次线上询价优先选取符合报价要求且价格低的供应商中标，但采购人不承诺最低价中标，超出采购人对市场预测的报价视为无效。签订设备材料采购合同。
7. In this online inquiry, the supplier who meets the quotation requirements and has low price is preferred to win the bid, but the purchaser does not promise to win the bid at the lowest price, and the quotation beyond the buyer"s market forecast will be regarded as invalid. Sign equipment and material purchase contract.
8、要求各报价人于2022年10月26日14:00(北京时间)之前完成线上报价，逾期无法填报。逾期报价、线下报价采购人不予受理。
8. All bidders are required to complete the online quotation before 14:00 (UTC/GMT +8.00,Beijing China) on October 26, 2022. They cannot fill in the quotation after the deadline. The purchaser will not accept the overdue quotation or offline quotation.
9、报价人需要在“中交物采平台”系统(http://ec.ccccltd.cn/PMS/)上填报相应报价，同时上传相应附件,附件包括盖章签字版报价单（附件1)、法人身份证明或者法人授权委托书（附件2）、《供应商合规调查问卷和合规声明》（附件3）。所有附件按照先后顺序制作成一个PDF文件后再上传。
9. The bidder needs to fill in the corresponding quotation in the CCCC Materials Purchasing Management Information System(http://ec.ccccltd.cn/PMS/), and upload the corresponding attachments, including the sealed and signed quotation sheet (Attachment 1), the legal person"s identity certificate or power of attorney of the legal person (Attachment 2), and the supplier"s compliance questionnaire and compliance statement (Attachment 3). All the attachments are made into a PDF file in order and then uploaded.
未按照要求编制的投标资料做废标处理。
The tender documents not prepared according to the requirements shall be rejected.

若因提供的设备及配件质量原因导致我公司无法使用，由中标单位承担退换货产生的费用。购置配件清单见附件。
If our company can"t use the supplied equipment and accessories due to the quality reasons, the bid-winning unit will bear the cost of returning the goods. See annex for the list of purchased accessories.
该批设备交货方式为CIF，以中标单位名义出口，中标单位需将该批设备以海运包装形式运至格林纳达圣乔治港口，运费及保险等费用由中标单位承担。
The delivery method of this batch of equipment is CIF, and it is exported in the name of the winning bidder. The winning bidder shall transport this batch of equipment to the St. George port GRENADA, and the freight and insurance expenses etc.shall be borne by the winning bidder.
2、该价格确定后，不予调整。

3、付款方式：
3. Payment method:
完成采购合同中规定的节点之后，将在 30 个日历日内通过 T/T 方式支付以下进度付款：
After the completion of the nodes specified in the purchase contract, the following progress payments will be made by T/T within 30 calendar days:
3.1预付款：在合同生效后，买方在收到卖方下列单据审核无误后向卖方支付合同总价的30%:
3.1 Advance payment: After the contract comes into effect, the buyer shall pay 30% of the total contract price to the seller after receiving the following documents from the seller:
3.2第二批进度款: 在货物运抵目的港且卖方提交了（但不限于此）相应的装箱单、提单、发票、产品合格证（中英文）、制造商签发的质量证书（中英文）、检测报告（中英文）、买方签发的签收证明等书面材料扫描件后，买方向卖方支付合同总价60%：
3.2 The second batch of progress payment: After the goods arrive at the port of destination, and the seller has submitted (but not limited to) the corresponding packing list, bill of lading, invoice, product certificate (in Chinese / English), quality certificate issued by the manufacturer (in Chinese / English), inspection report (in Chinese / English), and receipt certificate issued by the buyer, the buyer shall pay 60% of the total contract price to the seller;
3.3第三批进度款：在安装、调试、验收合格后，买方向卖方支付合同总价5%；
3.3 The third progress payment: after the installation, commissioning and acceptance are qualified, the buyer shall pay 5% of the total contract price to the seller;
3.4第四批进度款：质保期满后，买方向卖方支付合同总价5%的质保金；
3.4 The fourth progress payment: after the expiration of the quality guarantee period, the buyer shall pay the seller a quality guarantee fund of 5% of the total contract price;
4、其它约定：本次签订的购置合同项下的权利、义务不允许转让。
4. Other agreements: the rights and obligations under the purchase contract signed this time are not allowed to be transferred.
到货日期: 2023年1月30日前运至格林纳达圣乔治港口，具体以采购人通知为准；
Arrival date: before January 30, 2023, it will be delivered to the St. George port GRENADA, which shall be subject to the notice of the purchaser;
合同价格为不含税金额，合同币种为美元，需以卖方的名义办理出口手续。
The contract price is the amount excluding tax, and the currency of the contract is USD, so the export formalities shall be handled in the name of the seller.
随货物提供本批次产品的发货物资清单、出厂质量检验合格证书及有关部门出具的第三方检测报告等必要文件。
With the goods, necessary documents such as the list of delivered materials, the quality inspection certificate of the factory and the third-party inspection report issued by the relevant departments shall be provided.
5、其它约定
5. Other agreements.
本次签订的电缆采购合同项下的权利、义务不允许转让。
The rights and obligations under this cable purchase contract are not allowed to be transferred.
