1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 本项目接受制造商或制造商的销售分支机构直接投标。

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料。

3) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

4) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标将被否决。

5) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

6) 制造商资质要求：

①有效的ISO9000质量管理体系认证证书或同等质量体系认证证书；

②有效的ISO*****环境管理体系认证证书或同等环境管理体系认证证书；

③有效的ISO*****职业健康安全管理体系认证证书或同等职业健康安全管理体系认证证书；

证明材料：需提供有效的资质证书复印件加盖投标人公章。

7) 业绩要求：

2017年1月1日至今（以签订合同为准），投标人在中华人民共和国境内应具有至少2台MMA装置的双螺杆干式真空泵（介质含MMA）的运行满1年业绩；

证明材料：投标人需提供相应业绩的用户运行合格满1年的证明文件（至少包含投用时间、用户联系人及联系方式）、相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件并装订在投标文件中，供货范围内容须包含供货数量及规格型号页（包括标明名称及规格（（包括泵型、流量、扬程、介质等）信息）、用户名称、用户所在地、投用时间等）及销售合同关键页复印件加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

8) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

5. 所有投标文件应于2022年11月10日9:30时（北京时间）之前递交到以下地点，开标仪式定于2022年11月10日9:30时举行。因疫情防控需要，届时请无法现场参与开标仪式的投标人代表出席线上开标仪式。线上开标仪式将以腾讯会议形式进行，请提前下载腾讯会议软件（免费）。会议ID和会议密码将在开标前3日以邮件形式告知投标人。

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) This project accepts direct bids from the manufacturer or the manufacturer"s sales branch.

Supporting materials (bound in the bid document): the bidder must provide the manufacturer"s qualification statement with the bidder"s official seal. If the manufacturer"s sales branch bid, the bidder needs to provide relationship certification materials between the bidder and the manufacturer stamped with the official seal of the bidder and considered as the manufacturer"s bid, the manufacturer"s qualification certificate and performance can be provided as supporting materials when bidding.

3) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

4) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

6) Manufacturer qualification requirements.

7) Performance requirements：

From January 1st, 2017 to the present (subject to the signing of the contract), the bidder shall have at least 2 sets of twin-screw dry vacuum pumps (media including MMA) for MMA plant operating in the People"s Republic of China for a full year of performance.

Supporting materials: Bidders need to provide the proof of the user qualified operation for full 1 year of the corresponding performance (including at least the time of commissioning, user contact and contact information), the corresponding performance of the contract key page (contract cover, scope of supply, contract signature page) or a copy of the contract and bound in the tender documents, the scope of supply must contain the number of supplies and specifications page (including the name and specifications ((including pump type, flow, head, medium, etc.) information) and a copy of the key page of the sales contract with the bidder"s seal. 4.
