项目名称：陆丰油田群二期开发项目中控系统

1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司（以下简称：招标人）委托，就陆丰油田群二期开发项目中控系统的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：陆丰油田群二期开发项目位于南海东部海域。总体方案为新建一座8腿钻采平台（LF8-1DPP）。

货物名称：中控系统

数量：1套

主要技术参数：包括1座平台的PCS、ESD、FGS、ECOMS（能耗在线监测系统）系统及各类相应的火气探测设备。

规格：盘柜尺寸 800MM(W)/800MM(D)/2100(H)（供参考）

交货期及交货地点

境内交货：

（1）中控系统

合同签订后180日内DDP交货至中华人民共和国青岛建造现场/招标人指定的其他国内交货地点（以书面形式通知）；

境外交货：

中控系统：合同签订后180日内DAP交货至中华人民共和国青岛港/招标人指定的其他国内港口（以书面形式通知）。

2.★资格和业绩要求：

（1）资格要求

①　投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）。

②　投标人所投产品的制造商须同时具备有效的ISO9001质量体系认证证书并可在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。

③　投标人应为本次投标所投产品的制造商。本次招标不接受代理商投标。是否接受联合体投标：否。

④　未领取招标文件是否可以参加投标：不可以。

（2）资质要求及证明文件

①3C证书：对国家3C目录内的产品，本次投标产品的制造商必须取得消防类产品强制性产品认证（CCC认证）证书。投标人须提供所投产品制造商的强制性产品认证（CCC认证）证书复印件，且证书在有效期内。

②防爆证书：投标人本次投标所投产品中的防爆电气电子产品必须取得国家指定防爆检验机构颁发的防爆合格证书。投标时需提供原件扫描件（原件备查）。

（3）业绩要求：

投标人必须是PCS、ESD、F&G系统三者的制造商。投标人应具有良好的信誉、售后服务能力、工程能力、系统集成能力、足够的人力资源和工程力量来完成本项目。PCS、ESD、F&G应为标准产品，并应提供自2012年1月1日到投标截止日（业绩证明文件以合同签订日期为准）至少2个石油、石化行业新建项目的供货业绩，合格的业绩包括完整的PCS、ESD和F&G系统。

所有的火气检测/报警装置（包括火焰探测器、可燃气探测器、烟雾探测器、热量探测器、氢气探测器、硫化氢探测器、报警设备和火气寻址盘）必须是火气检测/报警装置制造商原厂生产的标准产品，并提供自2012年1月1日到投标截止日（业绩证明文件以合同签订日期为准）至少在2个石油、石化行业新建项目的供货业绩，投标人应出具火气检测/报警装置制造商同意参与本次投标的制造商授权书。

投标人必须提供至少两份供货业绩证明文件，包括但不限于以下内容：

业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：石油、石化行业和新建项目、合同签署时间、制造商名称、货物名称、项目名称及到货接收证明。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、及到货验收证明的，均视为无效业绩。

（4）财务要求：投标人须提供经会计事务所审计的2019-2021年度审计报告及财务报表，至少包括审计报告、资产负债表、利润表、现金流量表（须加盖会计师事务所印章）。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2022年11月16日开始至2022年11月23日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110*****414**********，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年12月7日09:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第一会议室。

5. 开标时间：定于2022年12月7日9:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦4层第一会议室。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

From within PRC：

（1）Central control system:

A.The delivery date of the cabinet: shall be DDP delivered to Qingdao construction site / other domestic delivery places designated by the purchaser within 180 days after signing the contract (notice in writing);

From outside PRC：

Central control system: shall be DAP delivered to QingdaoPort/other domestic delivery port designated by the purchaser within 180 daysafter the contract is signed (Notice in writing).

2.★ Requirements for Qualification and reference of Bidder:

(1) Qualification requirements

① The bidder shall have a legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or business license in one. The scanning copy of the original (original for future reference) shall be provided when bidding.

② The manufacturer of the products offered by the bidder must also have a valid ISO9001) quality system certificate and can be registered on the website of the Certification and Accreditation Administration of the People"s Republic of China（ http://www.cnca.gov.cn/ ）Verify. If there are the latest system standards issued by relevant national departments, the latest system standards shall prevail.

③ The Bidder shall be the manufacturer of the products offered in this bid. Agent bidding is not accepted in this bidding. Whether to accept the consortium bid: No

(2) Qualification requirements and supporting documents:

① 3C certificate: For the products in the national 3C catalog, the manufacturer of the bidding products must obtain the compulsory product certification (CCC certification) certificate of fire control products. The Tenderer must provide a copy of the mandatory product certification (CCC certification) certificate of the manufacturer of the products offered, and the certificate is within the validity period.

② Explosion proof certificate: the explosion-proof electrical and electronic products of the bidder"s bidding products must obtain the explosion-proof certificate issued by the national designated explosion-proof inspection agency. The scanning copy of the original shall be provided when bidding (the original shall be kept for future reference).

(3)Requirement for Bidder"s reference

BIDDER must be the manufacturer of either PCS&ESD&F&Gsystem. BIDDERshallhave good reputation, capability of after-sales service, powerful engineering capability, system integration ability, sufficient man resources and engineering force to fulfill this project. The PCS, ESD, F&G shall be standard products ，andresults of supplyat least 2 petroleum and petrochemical industryin the new facilitiesprojects from January 1st , 2012 to bid deadline(subject to the signing time of the contract in the performance support document)shall be provided，qualified performance shall include complete PCS, ESD and F&G system.

The fire& gas detection/alarm devices (include Flame detector, Combustible gas detector, Smoke detector, Heat detector, Hydrogen gas detector, Hydrogen Sulfide detector, alarm devices and addressable fire alarm panel) must be standard product manufactured by original factory of fire& gas detection/alarm devicesmanufacturers，and results of supply at least 2 petroleum and petrochemical industryin the new facilitiesprojects from January 1st , 2012 to bid deadline(subject to the signing time of the contract in the performance support document)shall be provided，the Tenderer shall issue a letter of authorization from the manufacturer of fire and gas detection/alarm device to participate in this bidding.

BIDDERmust provide at least two successful application supporting documents shall include but not limit to as following:

Application supporting documentsinclude but are not limited to: 1) copies of contracts (including relevant technical attachments) and 2) Documents receipt of goods. Application supporting documentssubmitted by the bidder must at least reflect the following contents: petroleum and petrochemical industrynew project，the signing time of the contract, the name of the manufacturer, the name of the goods, the name of the project and the certificate of arrival and acceptance. Failure to submit Application supporting documents, or the Application supporting documentsprovided can"t reflect the contract signing time, manufacturer"s name, goods name, project name, and arrival acceptance certificate, will be regarded as invalid performance.

(4) Financial requirements: The Tenderer must provide the 2019-2021annual audit report and financial statements audited by an accounting firm, at least including the audit report, balance sheet, income statement and cash flow statement (sealed by the accounting firm).
