1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

酰胺加热器2台和脱气罐4台，详见技术文件。

详见招标文件第八章《货物需求一览表及技术规格》。

2.有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3.对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 本项目只接受制造商投标。

6) 中国境内注册的企业，投标人应具有A2级别或以上的压力容器生产许可证。

7) 业绩要求：

2017年1月1日至今（以签订合同为准），投标人在中华人民共和国境内应具有至少2台MMA装置采用换热管材质为C22的酰胺加热器的良好运行业绩；

证明材料：投标人需提供相应业绩的用户运行合格的证明文件（包含用户联系人和联系方式）复印件、相应业绩的合同关键页（合同封面、供货范围、合同签字页）或合同复印件并装订在投标文件中，供货范围内容须包含供货数量及规格型号页（包括标明名称及规格（（包括型号、应用装置、材质等）信息）、用户名称、用户所在地、投用时间等）及销售合同关键页复印件加盖投标人公章。若相应业绩合同证明材料无法体现上述内容，则除了合同外，还需提供相关技术协议或其他证明材料加盖投标人公章装订在投标文件中，合同复印件不清晰或不提供合同复印件均视为无效业绩。

8) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

4) The bidders shall successfully register on China International Tendering Website(hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the manufacturer.

6) The qualification requirements of bidders registered in China should have the A2 level or above pressure vessel production license.

7) Performance requirements：

From January 1, 2017 to the present (subject to the signing of the contract), the bidder shall have a good operating performance of at least 2 MMA units using amide heaters with heat exchanger tube material C22 in the People"s Republic of China.

Supporting materials: Bidders are required to provide the corresponding performance of the user to run a qualified copy of the supporting documents (including user and contact information), the corresponding performance of the key pages of the contract (contract cover, scope of supply, contract signature page) or a copy of the contract and bound in the tender documents. the scope of supply must include the supply quantity and specifications page (including the name and specifications ((including model, application device, material, etc.) information, user name, user location, time of commissioning, etc.) and a copy of the key pages of the sales contract with the bidder"s seal. If the corresponding performance contract can not reflect the above content, in addition to the contract, it is also necessary to provide relevant technical agreements or other supporting materials with the bidder"s official seal bound in the tender documents, copies of contracts are not clear or do not provide copies of contracts are considered invalid performance.
