1.8项目所在地：Namdini金矿项目现场占地20平方公里，位于加纳上东部地区的Talensi区（纬度10.63，经度-0.66）。现场位于该地区首府Bolgatanga东南约50公里处，距离汤哥约18公里。

Project location: The Namdini Gold Project site covers an area of 20 square kilometres and is located within the Talensi District in the upper east region of Ghana (Latitude 10.63, Longitude-0.66). The site is approximately 50 km south east of the regions capital, Bolgatanga, about 18 km from Tongo.

2.供应商资格要求：2. Qualification Requirements for Bidders:

2.1供应商应为具有独立法人资格的生产厂家或代理商（代理商须提供生产厂家的有效授权）。

Bidders shall be manufacturers or agents with independent legal person qualification (agents must provide valid authorization from the manufacturer).

2.2单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参与该项目报价。供应商需提供单位股权关系证明（可登录“企查查”、“天眼查”等网站选取相应内容截图证明，方式不限）。

Bidders which share the same person-in-charge or are related with each other by shareholding or management could not bid for the Project at the same time. Bidders shall provide proof of their equity relationship (through taking screenshot of the corresponding contents after logging on to websites such as "Qcc.com" and "TianYanCha.com").

2.3供应商近三年（2019年11月1日以来）无不良行为记录，没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁、不曾在任何合同中违约或被逐、财产未被接管或冻结，企业未处于禁止或取消投标状态。供应商需提供：

①供应商在“中国执行信息公开网”网站（http://zxgk.court.gov.cn/shixin/）中未被列为失信被执行人的截图；

②供应商在“信用中国”网站（www.creditchina.gov.cn）中未被列为重大税收违法失信主体的截图（登录“信用中国”网站，选择“信用服务”，在“信用分类查询”中选择“重大税收违法失信主体”查询）；

③供应商自递交响应文件截止时间前三年内不曾有人民法院判决、裁定生效的行贿犯罪记录的截图（登录“中国裁判文书网”网站，选择“刑事案件”，输入单位名称查询）。

The Bidder shall have no record of bad behavior in the past three years (since November 1, 2019), no involvement in any lawsuit or arbitration caused by criminal acts or serious illegal acts related to contract fraud, no breach of contract or getting expelled from any contract, and no property that has been taken over or frozen. In addition, the Bidder shall not be in a state of being prohibited or disqualified from bidding. The Bidder shall provide:

① Screenshot taken on the China"s Enforcement Information Disclosure Website (http://zxgk.court.gov.cn/shixin/) which can prove that the Bidder is not listed as a person subject to enforcement for trust-breaking;

② Screenshot taken on the "Credit China" website (www.creditchina.gov.cn) which can prove that the Bidder is not listed as a major tax violation and trust-breaking subject (log on to the "Credit China" website, select "Credit Service", click "Credit Classification Query", and then select "Major Tax Violation and Trust-Breaking Subjects" for query);

③ Screenshot which can prove that the Bidder has no criminal record of bribery in which the judgment or ruling of the people"s court has taken effect within three years before the deadline for submission of bid documents (log on to the website of "China Judgments Online" website, select "Criminal Case", and enter the name of the company for query).

2.4本项目不接受联合体报价。

The bid from a consortium will not be accepted for the Project.

2.5未领购竞争性磋商文件是否可以参加报价：不可以。

2.6一个制造商对同一品牌同一型号的设备，仅能委托一个代理商参加报价。

For the equipment of the same brand or model, a manufacturer can only entrust one agent to participate in the bidding.

2.7本次采购要求供应商具有与本采购项目相应的供货能力。

获取方式：供应商须在阳光采购服务平台www.ygcgfw.com进行供应商注册、完善信息、搜索该项目进行报名（不必办理CA锁），报名成功后，方可联系采购代理采用现场报名或电子邮件报名方式进行项目报名。（该项操作将影响成交公示的发布，各供应商务必确保在阳光采购服务平台报名成功，因未在阳光采购服务平台报名而造成的后果由供应商自行承担。）

Acquisition mode: The bidder shall register, complete the information and search the project on the Sunshine Procurement Service Platform (www.ygcgfw.com) for registration (no need to handle the CA lock). After successful registration, the bidder can contact the purchasing agent for on-site registration or email registration. (This operation will affect the release of the transaction publicity. All bidders must ensure that the registration on the Sunshine Procurement Service Platform is successful. Any consequences caused by failure to register on the Sunshine Procurement Service Platform shall be borne by the bidders themselves.)

The identity certificate of the legal representative or the letter of authorization of the legal representative (copy of the ID card of the legal representative and the ID card of the authorized person shall be affixed). The original of the above documents shall be provided and a copy with the official seal of the bidder shall be provided at the same time. The original copy shall be returned after examination.

② If it is acquired by email, the original documents to be provided on site and the website inquiry screenshots with the official seal of the bidder shall be sent to the email address at jinan16@163.com after color scanning. 3.2获取文件时，采购代理将对本公告“三、供应商资格要求”中的第2项和第4项内容，在相关网站和渠道进行查询，对不符合规定要求的，将取消其获取文件资格。

3.8 The accurate and effective contact number, email address and contact person used by the bidder for the bidding and tendering of the project shall not be changed at will. Clarification, modification, data, notice and other information related to the bidding and tendering of the project will be sent to the bidder through this contact information. If the bidder fails to confirm and reply within the time limit, it will be deemed that the bidder has received the relevant information. All losses caused to the bidder due to the wrong registered contact information, communication barrier, no reply or failure to check in time and other factors will be borne by the bidder.
