1. The Wuhan Urban Construction Utilization of Foreign Investment Project Management Office has received funds from the Agence Fran?aise de Développement (the French Development Agency) towards the cost of Wuhan Existing Public Buildings’ Energy Rehabilitation Programme. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for FGC009, Sub metering system .

2. The Wuhan Urban Construction Utilization of Foreign Investment Project Management Office now invites sealed bids from eligible bidders for the procurement of Sub metering system, which requires to install metering devices on 76 units in Wuhan, including office buildings, hotels, supermarkets, shopping malls, schools of various types, which will also be included in energy consumption the dynamic monitoring system. (“the Goods”).

3. IInterested bidders may obtain further information on the bid form and inspect the bidding documents from 9:30a.m. to 11:30a.m. (Beijing Time) and 1:30p.m. to 4:30p.m. (Beijing Time) on working days from June 17, 2015 to Aug. 4, 2015 (Weekend and holidays excepted) at the office of the Procurement Agent;

Qualification criteria are as follows:

1) Average annual turnover: not less than 60,000,000RMB per year for the past 3 years.

2) Experience in the contract: completion in the past three years, as a major supplier, to of at least 2 similar contracts. The value of the contract, the nature and degree of complexity should be similar to the requirements of this bidding document.

3) Qualification: China bidders must have building intelligent engineering level I and energy consumption monitoring system platform of computer software copyright qualification.

The installation of mechanical and electrical engineering qualification level two or above; For international companies, relevant qualification or certificate issued by their native authorities in charge shall be provided. Additional details are provided in the Bidding Documents.

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of RMBY 2,500.

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Fran?aise de Développement’s Standard Bidding Documents: Procurement of Goods.

6. Bids must be delivered to the following place on or before 9:30 Aug. 6 2015 and must be accompanied by bid security of RMBY 390,000.

1. 武汉市城市建设利用外资项目管理办公室已从法国开发署获得一笔贷款，用于支付武汉既有公共建筑节能改造示范工程的费用，并计划将其中的一部分贷款用于支付分项计量系统工程合同项下的合格支出，合同号：FGC009。

2. 武汉市城市建设利用外资项目管理办公室现邀请合格且有资格的投标人就下列货物和相关服务递交密封的投标文件：

为76个单位的建筑物/建筑群的安装分项计量装置，并形成能耗动态监测系统，项目地点为湖北省武汉市，详见第六章供货要求之技术规格。

上述工程及相关服务的工期为合同签订后9个月。

3. 兴趣的投标人可于2015年6月17日—2015年8月5日（上午9:30-11:30，下午

1:30-4:30）在招标代理机构洽购招标文件并获取进一步的信息。

4. 投标人的资格要求包括：

1) 业务规模：投标人近三年的平均年营业额不低于6000万元人民币。

2) 合同经验：最近三年里，作为主要供应商圆满完成2个以上（含2个）类似合同。这些合同的价值、性质和复杂程度应与将要签订的合同相似。中国投标人须具备建筑智能化工程一级资质和能耗监管系统平台计算机软件著作权。

5.有兴趣的合格投标人可将购买招标文件的申请递交到本投标邀请函列明的地址，并支付人民币2500元的不可退还费用。付款方式为现金或银行转账 。招标文件将采用特快专递的方式寄送。

6. 招标文件投标商须知和合同通用条款采用法开署货物采购标准范本。

7. 投标文件必须在2015年8月6日09:30点之前提交至以下地点，投标文件必须包括投标担保。投标担保金的金额为39万元。
