中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）东海西湖石油天然气作业公司（以下称为“招标人”）委托，就东海西湖石油天然气作业公司柴油消防泵进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Diesel Engine Driven Fire Water Pumpby International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

CEP-P-6001A/B，能力为1200方/小时，布置于低甲板（EL.+21.50m），出口压力需达到1200kPaG；

BOP-P-6001A，能力为800方/小时，布置于中甲板（EL.+27.50m），出口压力需达到1100kPaG；

BOP-P-6001B，能力为800方/小时，布置于低甲板（EL.+21.50m），出口压力需达到1100kPaG；

3. 对投标人的资格和业绩要求：

（1）资格要求

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.制造商应通过ISO9001（或GB/T*****）质量体系认证。投标人须提供制造商有效的质量体系认证证书；

B.The manufacturer of the Bid Goods shall pass Quality Management System CertificationISO9001（or GB/T*****）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

C．国内产品不允许代理商投标，境外产品接受代理商投标。境外产品使用代理商投标时，投标人应得到本次投标所投产品境外制造商的同意，并提供该产品的合法唯一代理授权书。

Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and onlyformal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）资质要求及证明文件

Requirements of Qualification of Bidderand Certificate

投标人应在投标文件中提供立式长轴泵、现场控制盘、齿轮箱设备的FM或UL证书，以证明制造商在投标时同系列设备（即类似设备）已取得FM或UL证书，设备交付时提供所交付设备的FM或UL证书，且设备铭牌需标有FM或UL的认证标志。齿轮箱型式应为直角齿轮箱，AGMA 服务系数不低于 2.0。柴油消防泵的设计和制造需满足NFPA 20标准（最新版）。

The BIDDER shall provide at least FM or UL certificates of relevant equipment (such as Gearbox, Control panel and Vertical line shaft pump) at the bidding stage to prove that the manufacturer has obtained FM or UL certificates of equipment at the time of bidding, and then shall provide the FM or UL Certificate of the contract equipment in delivery; the equipment nameplate shall be marked with the certification mark of FM or UL.The design and manufacture shall be satisfied with NFPA 20 (the latest edition)

（3）业绩要求Requirement for Bidder"s reference:
2012年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商(指柴油机、消防泵两项)均应具有至少2个项目的柴油消防泵组的供货业绩，且均满足排量不低于1200m3/h、出口压力不小于1200KPaG、泵轴轴长不短于25米的立式长轴海水柴油消防泵，消防水介质须为海水的要求。

（3）The Diesel Engine Driven Fire Water Pumps should be the supplier"s standard series products. The manufacturer of the products(diesel engine and fire pump)submitted by the bidder shall have the supply performance of at least two diesel engine driven fire pumps(each performance shall include long-shaft seawater diesel fire pumps with displacement no less than 1200m3/h, outlet pressure no less than 1200KPaG and shaft length no less than 25m. The fire water medium must be seawater).

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。

柴油消防泵业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、设备的相关参数（排量、出口压力、轴长，消防水介质）、到货验收材料（包括到货签收单和调试合格证明文件等）。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、设备的相关参数（排量、出口压力、轴长，消防水介质）、到货时间、调试合格时间的，均视为无效业绩。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract(including technical appendix) and 2) Receiving certificate of arrival of goods. Thereference evidence certification furnished byBidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements ( displacement/ outlet pressure/ shaft length/the fire water medium )andArrival acceptance materials (including arrival receipt, commissioning qualification certificate, etc.)

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements ( displacement/ outlet pressure/ shaft length/the fire water medium )and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

柴油消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，DNV，CCS，BV之一）对柴油消防泵设备整体进行检验并获得检验证书。

The Diesel Engine Driven Fire Water Pump shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of The Diesel Engine Driven Fire Water Pump from one of the certifying agencies authorized by COOOSO, which is one of ABS, DNV,CCS, BV.
