1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油(中国)有限公司海南分公司（以下简称：招标人）委托，就乐东10-1气田开发工程项目中控系统（含探头）采购的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：LD10-1 WHPA 平台由 LD22-1 CEP 管理。LD10-1 WHPA 为无人值守平台，具有独立的集成控制系统，包括过程控制系统（PCS）和安全仪表系统（SIS），包括紧急关断系统（ESD）和火气系统（FGS）。所有控制系统机柜安装在 LD10-1 WHPA 中控室。LD10-1WHPA 控制系统扩展至 LD22-1 CEP，操作员将从 LD22-1 CEP 中控室远程监控 LD10-1 设施。ESD 和 FGS 功能由本地 SIS（安装在 LD10-1 WHPA）和远程 SIS（安装于 LD22-1 CEP）实现。

主要技术参数：投标人必须是 PCS 或 SIS 系统的制造商。投标人应具有良好的信誉、售后服务能力、强大的工程能力、系统集成能力、足够的人力资源和工程力量来完成本项目。

中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应承诺自费委托应急管理部认可的其中任意一家第三方认证机构（ABS, BV，CCS和 DNV）进行检验并获得检验证书。投标人承诺供货时提供检验证书。

交货期及交货地点

2023年7月10日，乐东10-1项目湛江建造场地

2.★资格和业绩要求：

（1）资格要求

①　投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）。

②　投标人所投产品的制造商须同时具备有效的ISO9001质量体系认证证书并可在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。

③　投标人应为本次投标所投产品的制造商。本次招标不接受代理商投标。是否接受联合体投标：否。

④　未领取招标文件是否可以参加投标：不可以。

（2）资质要求及证明文件

①SIL 3 证书：SIS系统 SIL 3应具备 TüV 或Exida 颁发的 SIL 3证书，投标时提供。

②第三方/证明文件：PCS和 SIS（包括控制器模块、所有 I/O模块、通信模块和I/O背板）应为标准产品，并符合ISA-S71.04-1985《G3 类空气污染物》。不接受非标准产品。投标人投标时需提供第三方出具的认证报告或出具的证明文件。

③第三方检验：中控系统需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应承诺自费委托应急管理部认可的其中任意一家第三方认证机构（ABS, BV，CCS和 DNV）进行检验并获得检验证书。投标人承诺供货时提供检验证书。

④防爆证书：投标人承诺本次所投火气探测设备满足招标文件要求的防爆要求并取得国家指定防爆检验机构颁发的防爆合格证书。投标时需提供火焰探测器、可燃气探测器、硫化氢探测器、氢气探测器国家指定防爆检验机构颁发的防爆合格证原件扫描件（原件备查）。

（3）业绩要求：

①投标人必须是 PCS 或 SIS 系统的制造商。投标人应具有良好的信誉、售后服务能力、强大的工程能力、系统集成能力、足够的人力资源和工程力量来完成本项目。

②　从2013年1 月1 日至投标截标日（业绩时间以供货业绩的到货验收材料签署时间为准），投标人所投的中控系统应具有至少两个新建项目的供货业绩 (技术要求：同时包含PCS、ESD、F&G，且I/O点数不少于本项目要求（PCS：500点；ESD：150点；F&G：600点）。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、包含PCS、ESD、F&G，I/O点数及到货验收材料（由用户出具且体现货物名称及到货验收时间）。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、包含PCS、ESD、F&G，I/O点数及到货验收材料的，均视为无效业绩。

③　对于火气探测/报警设备：从2013年1 月1 日至投标截标日（业绩时间以供货业绩的到货验收材料签署时间为准），投标人所投的火气探测/报警设备(包括：火焰探测器、可燃气探测器、硫化氢探测器、氢气探测器、感烟探测器和感温探测器) 必须具有至少在两个新建项目的供货业绩 。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称及到货验收材料（由用户出具且体现货物名称及到货验收时间）。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称及到货验收材料的，均视为无效业绩。

（4）财务要求：投标人须提供经会计师事务所或审计机构审计的2019-2021年度财务会计报表，包括资产负债表、现金流量表、利润表。投标人的成立时间少于规定年份的，应提供成立以来的财务状况表。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2023年2月17日开始至2023年2月24日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110*****414**********，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2023年3月7日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第一会议室。

5. 开标时间：定于2023年3月10日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。开标地点：北京市东城区东直门外小街6号海油大厦4层第一会议室。

6. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

The central control system shall be designed, manufactured, certified and inspected in accordance with the requirements of the Safety Rules for Fixed Offshore Platforms. The BIDDER shall promise to entrust any third party certification authority (ABS, BV, CCS and DNV) recognized by the Office of Work Safety Supervision and Management of CNOOC of the Emergency Management Department at its own expense to conduct inspection and obtain inspection certificate. TheBIDDER promises to provide inspection certificate when supplying.

2.★ Requirements for Qualification and reference of Bidder:

(1) Qualification requirements

① The bidder shall have a legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or business license in one. The scanning copy of the original (original for future reference) shall be provided when bidding.

② The manufacturer of the products offered by the bidder must also have a valid ISO9001) quality system certificate and can be registered on the website of the Certification and Accreditation Administration of the People"s Republic of China（ http://www.cnca.gov.cn/ ）Verify. If there are the latest system standards issued by relevant national departments, the latest system standards shall prevail.

(2) Qualification requirements and supporting documents:

①SIL 3 certificate: SIS system SIL 3 shall haveSIL 3 certificate issued by TüV or Exida, which shall be provided during bidding.

② Third party/supporting Documents: The PCS and SIS including controller modules, all I/O modules,communication modules and I/O backplanes shall be standard product and meet ISA-S71.04-1985 Airborne Contaminants Class G3. Non-Standard product is not acceptable.The BIDDERshall provide the certification report or supporting documents issued by the third party when bidding.

③Third party inspection: The central control system shall be designed, manufactured, certified and inspected in accordance with the requirements of the Safety Rules for Fixed Offshore Platforms. The BIDDER shall promise to entrust any third party certification authority (ABS, BV, CCS and DNV) recognized by the Office of Work Safety Supervision and Management of CNOOC of the Emergency Management Department at its own expense to conduct inspection and obtain inspection certificate. ④　Explosion-proof Certificate:The tenderer promises that the fire gas detection equipment will meet the explosion-proof requirements of the bidding documents and obtain the explosion-proof certificate issued by the state-designated explosion-proof inspection institution. The original of flame detector, combustible gas detector, hydrogen sulfide detector, hydrogen detector explosion-proof certificate issued by the state-designated explosion-proof inspection institution should be provided when bidding.

(3)Requirement for Bidder"s reference

①The BIDDER must be the manufacturer of either PCS or SIS system.BIDDER shall have good reputation, capability of after-sales service, powerful engineering capability, system integration ability, sufficient man resources and engineering force to fulfill this project.

②　For the central control system: from January 1, 2013 to the bid closing date (the performance time shall be subject to the signing time of the arrival acceptance materials of the supply performance), the central control system submitted by the bidder shall have the supply performance of at least two new projects (technical requirements: including PCS, ESD, F&G, and I/O points shall not be less than the requirements of the project (PCS: 500 points; ESD: 150 points; F&G: 600 points). The Tenderer shall submit performance form in the specified format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for arrival acceptance.

The performance certification documents submitted by the Tenderer must at least reflect the following contents: contract signing time, manufacturer"s name, goods name, project name, including PCS, ESD, F&G, I/O points and arrival acceptance materials (issued by the user and reflecting the goods name and arrival acceptance time). Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, including PCS, ESD, F&G, I/O points and arrival acceptance materials, shall be deemed as invalid performance.

③　For fire and gas detection/alarm equipment: from January 1, 2013 to the bid closing date (the performance time is subject to the signing time of the arrival acceptance materials of the supply performance), the fire and gas detection/alarm equipment (including: flame detector, combustible gas detector, hydrogen sulfide detector, hydrogen detector, smoke detector and heat detector) submitted by the bidder must have the supply performance in at least two new projects. The Tenderer shall submit performance form in the specified format and relevant performance certification documents. Performance certification documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) materials for arrival acceptance.

The performance certification documents submitted by the Tenderer must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name and arrival acceptance materials (issued by the user and reflecting the goods name and arrival acceptance time). (4) Financial requirements: The bidder shall provide 2019-2021 financial and accounting statements audited by accounting firms or auditing institutions, including balance sheet, cash flow statement and profit statement. If the establishment time of the bidder is less than the specified year, it shall provide the statement of financial position since the establishment.
