AtacamaPVComplexprojectislocatedintheAtacamaDesertinnorthernChile,whichis
aregionwithfavorablesolarresourceinChile.Thesiteisrelativelyflat,andthelocalhumidity
isverysuitablefortheconstructionandoperationofphotovoltaicprojects.Theprojectcoversa
totalareaof660hectares(380hectaresforthefirstphaseand280hectaresforthesecond
phase),withanaltitudeof1600m.Itis65kmfromthenearestcity,Copiapo,35kmfromthe
nearestroadandmorethan600kmfromtheChileancapitalSantiago.

(1)Consortiumsareallowed.
(2)ABidderortheleadmemberofaconsortiummustbeavalidlyexisting
companyincorporatedinChile.
(3)TheBidderisfreeofbehaviorssuchasfraudulentlywinningabid,material
breachofcontract,orterminationofanycontractduetoitsfaultinthepast36
months.
(4)TheBidderisoperatingwellwithoutorderedcessationofbusiness,takeover
orfreezingofasset,andbankruptcy.CompaniesincorporatedinChilehaveno
arrears,withrelatedproofsprovided.
(5)Nofatalaccidentoccurredinthepast18months.
IISpecialQualificationRequirements
(1)TheBiddershallhaveexperienceinundertakingcivilworksorinstallation
worksofsubstationsinChile.IftheBidderisaconsortium,theleadmemberof
theconsortiumshallhaveexperienceinundertakingcivilworksorinstallation
worksinChile,andmembersoftheconsortiumshallhaveexperiencein
constructionandinstallationofthreeormore220kVandabovesubstation
projectsinChina(includingnewinstalledprojectsandexpansionprojects.Ifthe
experienceisexpansionproject,itshallincludeinstallationandcommissioningof
maintransformers.).Supportingdocumentssuchasthecontractssignedwiththe
employers,completioncertificatesshallbeprovided.
(2)PersonnelQualificationRequirements
TheprojectmanagerisqualifiedinaccordancewithChileanlawsandregulations,
andonceservedasaprojectmanagerforprojectsinChile.Validsafety-related
qualificationcertificatesofthesafetymanagementpersonnelshallbeprovided.
(3)TheBiddershallbefamiliarwiththeChileanstandardsfordesignand
constructionofprojects.TheBiddershallbehighlyexperiencedinconstruction,
canprovidesufficientprofessionalpersons,machineryandmanufacturing
capabilityfortheProjecttoensureeffectiveperformanceoftheContract,and
shallhaveexcellenttrackrecordintermsofsafetyandquality
