1.中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立账户的银行开具的银行资信证明的原件或复印件；

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册；

4) 投标应当符合如下规定：法定代表人为同一个人的两个或两个以上法人不得同时投标；母公司与其全资子公司和/或控股公司不得同时参加投标；

5) 信誉要求：

①2019年1月1日至今，投标人在“信用中国”网站（www.creditchina.gov.cn）查询没有失信记录；

证明材料：投标人需提供相关网页截图装订在投标文件中；

②2019年1月1日至今，投标人在“国家企业信用信息公示系统”（http://www.gsxt.gov.cn）没有被列入严重违法失信企业名单；

证明材料：投标人须提供相关网页截图装订在投标文件中。

③未被列入中国中化供应商黑名单库（名单以投标截止时间为准）；

注：境外投标人无法在上述网址中查询截图的，需提供无违法失信记录的承诺书加盖公章装订在投标文件中。

6) 投标人必须是所投产品制造商（含所投产品的制造商或所属集团母公司、子公司、合资公司），若为所投产品的制造商或所属集团母公司、子公司、合资公司，须提供关系证明。

7) 投标人（或所投产品制造商）应具有有效的质量管理体系（ISO9001 或 GB/T***** 证书）、环境管理体系认证证书（ISO ***** 或 GB/T *****）。

证明材料：投标人需提供相应证书复印件加盖投标人公章并装订在投标文件中。

8) 业绩要求：投标人所投产品的制造商在国内新建80万吨/年及以上乙烯项目或1000万吨/年及以上炼油项目具有1000台温度变送器（均包含FF 及HART）的销售业绩。

（需提供合同或用户证明（加盖用户公章或用户合同章）复印件作为业绩证明材料加盖投标人公章并装订在投标文件中。证明文件应反映合同签订日期、供货范围、装置类型及规模，合同复印件不清晰或不提供均视为无效业绩）。

9) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年4月3日至2023年4月11日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1.Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following commodity and associated service in the manner of international competitive bidding.

Industrial upgrading project of Quanzhou Base of Sinochem Energy (260KMTA acrylonitrile project, 850KMTA plant-wide saturated liquefied gas separation project, 140KMTA EVA plant transformation project, etc.) and the purchase of temperature transmitters required for the production and operation (inspection and maintenance, technical transformation measures, zero purchase and renewal, etc.) of the subordinate enterprises of Sinochem Energy Co., Ltd.

*3. Qualification and Performance requirements to the bidders:

1) The bidder has a valid business license (domestic bidder)/business license certificate (foreign bidder).

2) The bidder should provide original document of bank reference letter or copy issued by the bidder’s account banks within 3 months prior to bid opening date.

3) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) The bidding shall comply with the following provisions: two or more legal persons with the same legal representative shall not bid at the same time; the parent company and its wholly-owned subsidiaries and/or holding companies shall not participate in the bidding at the same time;

5) Reputation requirements:

①Since January 1, 2019, the bidder has no record of dishonesty on the "Credit China" website (www.creditchina.gov.cn);

②Since January 1, 2019, the bidder has not been listed as serious illegal and dishonest enterprises in the "National Enterprise Credit Information Publicity System" (http://www.gsxt.gov.cn).

③ The bidder is not listed in the supplier blacklist of Sinochem Group. (The list shall be subject to the bidding deadline).

Note: If the bidder from outside PRC custom territory is unable to query the screenshot in the above website, it shall provide a letter of commitment with no record of violation of law and dishonesty, which shall be stamped with the official seal and bound in the bidding documents.

6) The bidder must be the manufacturer of the product to be invested (including the manufacturer of the product to be invested or the parent company, subsidiary company and joint venture company of the group to which the bidder belongs). If the bidder is the manufacturer or the parent company, subsidiary company and joint venture company of the group to which the bidder belongs, the relationship certificate must be provided.

7) The bidder (or the manufacturer of the bid products) shall have an effective quality management system (ISO9001 or GB/T***** certificate) and an environmental management system certificate (ISO ***** or GB/T *****).Supporting materials: The bidder shall provide copies of the corresponding certificates with the official seal of the bidder and bind them in the bidding documents.

8) Performance requirements: the manufacturer of the products offered by the bidder shall have the sales performance of 1000 sets temperature transmitters (including FF and HART) in the newly-built ethylene project of 800KMTA and above or the oil refining project of 10 million tons/year and above in China.

(A copy of the contract or user certificate (affixed with the official seal of the user or the contract seal of the user) shall be provided as the performance certification materials, affixed with the official seal of the bidder and bound in the bidding documents.The supporting documents shall reflect the date of signing the contract, the scope of supply, the type and scale of the device. If the copy of the contract is not clear or not provided, it will be regarded as invalid performance.

9) The Joint Venture bidding shall not be accepted in this bidding project.

Note: The tenderer and the bid evaluation committee reserve the right to review the original. If the above qualification certificate, performance and related information are found to be false, the bid will be rejected.

4. Interested or invited potential bidders may purchase Bidding Documents from Apr.,3rd, 2023 to Apr.,11th, 2023 from 09:00AM to 17:00PM (Beijing time) everyday except for weekends and holiday, the price of each complete set of bidding document is RMB 2000 or USD 300 and the payment is non-refundable. Bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
