国际方案征集招标公告

1．招标条件

望城区滨江地带产业策划及总体城市设计项目已由长沙市望城区发展和改革局望发改招[2015]36号文件批准，招标人为长沙市望城区沿江建设开发有限公司，建设资金来源为企业自筹。项目现已具备招标条件，现对该项目产业策划及总体城市设计进行国际方案征集招标，欢迎符合资格条件的投标申请人参加投标。

2．项目基本情况

2.1 项目名称：望城区滨江地带产业策划及总体城市设计

2.2 招标编号：HNTJZB2015-WC49

2.3项目概况：产业策划、总体城市设计范围南起银星路，北至沩水河，东至湘江，西至雷锋大道、三环线、金星大道，总面积约32.9平方公里（加洲岛约53平方公里）。研究范围增加至望城全境。

2.4 资金来源：企业自筹。

2.5 设计工期：90天。

2.6 招标范围：望城区滨江地带产业策划及总体城市设计及相关服务。

2.7 标段划分：一个标段

3．投标申请人资格要求

3.1 具备独立的法人资格; 中华人民共和国境内（简称境内，下同）的投标申请人应具备有效的营业执照（事业单位法人证书）和中华人民共和国建设行政主管部门核发的城乡规划编制甲级资质；中华人民共和国境外投标申请人（简称境外，下同）提供相应资质或者类似项目设计业绩（单个面积不低于15平方公里的产业策划或城市设计，需提供中标通知书或合同协议书）。

3.2 本项目接受联合体投标。

（1）以联合体形式投标的，联合体应指定牵头人或代表，授权其代表所有联合体成员单位与招标人签定合同，负责整个合同实施阶段的协调工作。资格审查现场应提供联合体所有成员的法定代表人亲笔签署的书面承诺书。

（2）联合体各方应签订联合体协议，连同资格审查申请文件一并提交招标人。联合体各方不得再单独以自己名义，或者参加另外的联合体投标本项目。

3.3 本次招标活动中的所有文件及往来信函均使用中文，或中英文对照书写。当同一内容的中文与英文发生歧义时，以中文为准。

4、报名方式及时间安排

4.1以电话传真、电子邮件、快递或派人现场递交的方式向湖南天鉴工程项目管理有限公司递交报名表（报名表已附在本公告后面）;

4.2 报名时间：2015年8月18日至8月24日（法定节假日、公休日照常休息），每天上午9：00时至12：00时，下午2：30时至17：30时（北京时间）。

5、资格审查及入围办法

5.1资格审查文件的获取：在递交报名表后，投标申请人可以按以下两种方式获取资格审查文件；

（1）可派人到湖南天鉴工程项目管理有限公司现场获取；

（2）由湖南天鉴工程项目管理有限公司以电子邮件的形式发送给投标申请人。采用此种方式的，申请人须在报名表上注明电子邮件地址。

5.2 资格审查申请文件的递交：投标申请人由法定代表人或授权委托代理人持法定代表人的资格证明和本人身份证原件或授权委托代理人的身份证原件和授权委托书，并携带资格审查原件（详见资格审查文件要求）和资格审查申请文件递交至长沙市望城区建设工程交易中心开标二室（地址：长沙市望城区高塘岭街道望府路198号，长沙市望城区政务中心大楼三楼307室）

递交截止时间：2015年8月31日上午9∶30（北京时间）。

5.3 资格审查入围办法：评分入围法

（1）由资格审查委员会从递交资格审查申请文件的申请人中综合评选出5个入围申请人参与投标，如递交资格审查申请文件的申请人不足5个（包含5个）时，则只对所有投标申请人进行合格性评审，评审合格的直接入围。

（2）如遇到下列情况之一，招标人可以要求延长报名期限或重新发布招标公告：

①招标报名截止后递交报名表或递交资格审查申请文件的投标申请人不足3个。

②经资格审查委员会评审后，合格的投标申请人少于3个。

6、招标文件的获取：资格审查合格的入围投标申请人现场购买招标文件，招标文件每套售价400元，售后不退。

7、评标办法：采用方案征集，只对方案比选。

8、方案费用

第一名（为中标单位），不予补偿;第二名补偿人民币30万元;第三名补偿人民币20万元; 第四名、第五名各补偿人民币5万元;但评审委员会认定为不合格的方案将不予补偿。招标人有权要求获得第一名的投标申请人结合其他参选方案的优点对其提交的投标方案进行综合优化，后期整合深化费用为人民币492万元（含税），设计合同按照中标价总价包干;拒绝综合优化的投标申请人将酌情减少补偿费用，并视作其放弃中标资格，由第二名投标申请人进行后期整合深化设计。

9.投标保证金

9.1 投标保证金的金额（人民币）：玖万伍仟元整。

9.2 投标保证金的形式：各投标申请人从其相应的基本存款账户以转账方式交纳至以下账号：

9.3 截止时间：投标文件递交截止时间前到账，以银行到账为准，在开标时予以查验。

9.4 未按上述要求提交投标保证金的，其投标文件不合格，被确定为不合格投标人。

9.5 退还时仍以转账方式退回到投标人原转出账户，一律不退现金。

投标人在提交投标保证金时须在转账支票的进账单或电汇单上的用途栏或备注栏中正确填写所投项目名称：“望城区滨江地带产业策划及总体城市设计”，因填写错误、未填写、银行录入信息错误或银行未录入信息，其可能造成的损失由投标申请人自行负责。

Notification of Invitation for International Solutions Bids for Industry Planning and Overall Urban Design for Riverside Zone, Wangcheng District

1． Bidding Qualification

The Industry Planning and Overall Urban Design Project for Riverside Zone, Wangcheng District, Changsha has been approved by the Development and Reform Bureau of Wangcheng District, Changsha with its document W.F.G.Z. [2015] No. 36. The Tenderer is Changsha Wangcheng Yanjiang Construction Development Co., Ltd., and the construction fund is self-raised by the project organization. The Project has been qualified for bidding. Thus, it is hereby to make international public bidding and welcome any qualified bidders.

2． Project Profile

2.1 Project Name: Industry Planning and Overall Urban Design for Riverside Zone, Wangcheng District

2.2 Tendering No.: HNTJZB2015-WC49

2.3 Project Profile: The scope of industry planning and overall urban design lies south from Yinxing Road, north to Wei River, east to Xiangjiang River, and west to Leifeng Avenue, 3rd Ring Road and Jinxing Avenue, with a total area of about 32.9square kilometers (about 53square kilometers if islands and sandbars included). The research scope is expanded to cover the whole area of Wangcheng District.

2.4 Fund source: self-raised.

2.5 Design duration: 90 days.

2.6 Tendering scope: Industry planning and overall urban design and related services for riverside zones in Wangcheng District.

2.7 Division of bidding sections: one section

3. Qualification Requirements for Bidders

3.1 The bidding applicants shall have independent corporate capacity; the bidding applicants inside the territory of the Peoples Republic of China (inside China for short, the same below) shall have valid business license (or legal person’s certificate for institutes) and the Grade A qualification for urban and rural planning issued by the construction administrative authority of the Peoples Republic of China. The bidding applicants outside the territory of the People’s Republic of China (outside China for short, the same below) shall provide the corresponding qualifications or the evident for similar projects, i.e. industry planning or urban design project with an area not less than 15 square kilometers, where the letter of acceptance or the contract shall be provided.

3.2 This project accepts consortium bidding.

1) In case of bidding application by a consortium, the consortium shall appoint a initiator or a representative, who will be authorized, on behalf of all the members of the consortium, to sign contracts with the Tenderer and shall be responsible for any coordination matters throughout the contract implementation stage. The written letter of commitment signed in person by the legal representatives of all the members of the consortium shall be provided at the site for pre-qualification.

2) Each party of the consortium shall sign the consortium agreement, which shall be submitted to the Tenderer along with the Pre-qualification Application Form. Each party of the consortium shall not compete for this project separately in his own name or by participating in other consortiums.

3.3 All the documents and corresponds related to this tendering event shall be prepared in Chinese or in the bilingual form of Chinese and English. In case of any ambiguity of any content between Chinese and English versions, the Chinese version shall prevail.

4. Application Method and Arrangement

4.1 The applicant shall submit the Application Form (attached to this notification) to Hunan Tianjian Project Management Co., Ltd. by fax, emailing, express or personal delivery

4.2 Application time: 9:00 am to 12 am, 2:30 pm to 17:30 pm (Beijing time) from Aug. 18, 2015 to Aug. 24, 2015 (rest on legal holidays and public holidays).

4.3 Submit the application form to Hunan Tianjian Project Management Co., Ltd. by fax, emailing, express or personal delivery;

5. Pre-qualification and Nomination Method

5.1 How to acquire the Pre-qualification Documents: After submitting the application form, the applicant can adopt one of the following methods to acquire the Pre-qualification Documents:

1) The applicant appoints a person to acquire such documents from Hunan Tianjian Project Management Co., Ltd.

2) Hunan Tianjian Project Management Co., Ltd. emails the Pre-qualification Documents to the applicant. If this method is needed, the applicant shall indicate its email address in the column "Remarks" of the application form.

5.2 How to submit the Pre-qualification Application Form: The legal representative or its authorized representative of the applicant shall hold the qualification certificate of the legal representative and the original copy of the ID card of the legal representative or its authorized representative and the appropriate letter of attorney, and submit the original copies of the Pre-qualification Documents (see the detailed requirements thereof) and the Pre-qualification Application Form to Room 2 for Bid Opening in Changsha Wangcheng Construction Engineering Trading Center (address: Room 307, 3/F, Wangcheng District Government Affairs Center, No. 198, Wangfu Road, Gaotangling Sub-district, Wangcheng District, Changsha City, the PRC).

The deadline for submitting the Pre-qualification Application Form is at 9:30 am (Beijing time) of Aug. 31, 2015 and it will be valid as long as it is submitted before the said deadline.

5.3 Nomination Method for Pre-qualification: scoring method

1) The Qualification Evaluation Committee will comprehensively evaluate and select five nominated applicants from the applicants who have submitted the Pre-qualification Application Form to participate in the bidding; if less than five (inclusive) applicants submit the Pre-qualification Application Form, only such applicants will be evaluated for qualification, and any qualified applicants shall be nominated.

2) In case of any of the following conditions, the Tenderer is entitled to postpone the application deadline or republish the Notification of Invitation for Bids:

i) There are less than three bidding applicants who submitted the application form or Pre-qualification Application Form after the application deadline expires.

ii) There are less than three qualified applicants after the Qualification Evaluation Committee reviews the application.

6. How to acquire the Bidding Documents: The qualified applicants will purchase the Bidding Documents on site at a price of RMB 400 Yuan/set, where refund is not allowed.

7. Bids evaluation method: The solutions are collected for comprehensive comparison.

8. Solution Cost

The solutions submitted by the bidders shall be comprehensively evaluated with one first prize (the bid winner) free of any award; one second prize, awarding RMB 0.3 million Yuan; one third prize, awarding RMB 0.2 million Yuan; one fourth prize, awarding RMB 0.05 million Yuan; one fifth prize, awarding RMB 0.05 million Yuan. The other plans that the bidding evaluation committee considers unqualified will not be awarded. The Tenderer has the right to request the bidder who wins the first prize in the competition to comprehensively optimize the bidding plan submitted on the basis of combining with the advantages of other bidding plans, and the later integrating and deepening cost is about RMB 4.92 million Yuan (tax included); for the bidder who refuses the comprehensive optimization, the compensation shall be reduced according to the circumstances, it shall be deemed as waiver of the qualification of award and the bidder who wins the second shall make the late integration and in-depth design.

9. Bid Bond

9.1 Amount of the bid bond: RMB 95,000 Yuan only.

9.2 Form of the bid bond: Each bidder shall transfer money from his corresponding basic deposit account to the following account:

9.3 Deadline: The bid bond shall be transferred before the deadline of the Pre-qualification Application Form. It shall be subject to the receipt at the bank and will be reviewed when opening the bid.

9.4 In case of failure to deliver the bid bond in accordance with the aforesaid requirements, the Pre-qualification Application Form shall be deemed as unqualified and such applicants will be determined as unqualified bidders.

9.5 When it comes to return, it shall be returned to the original transferring account of the bidder by transfer, and no cash will be returned.

When submitting the bid bond, the bidder shall correctly fill the name of the Project, i.e. Industry Planning and Overall Urban Design for Riverside Zone, Wangcheng District, in the purpose or note column of the collection bill or telegraph money order of the transfer check. Any loss due to false or failure of filling, or false or failure of information input by the bank shall be assumed by the bidder independently.
