3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。 The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid. （2）凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”）的法人均可投标。 This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”). （3）与招标人存在利害关系可能影响招标公正性的法人不得参加投标。 Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid. （4）接受委托参与项目前期咨询和招标文件编制的法人不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。 Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder. （5）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标。 Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. （6）只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。 The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent. （7）投标人应当于招标文件载明的投标截止时间前在中国国际招标网（网址：http://www.chinabidding.com）成功注册。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。 Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders. （8） 投标人须是生产本产品的生产型企业（“制造商资格声明”见招标文件第一册第四章格式IV-9-2）。 The bidder shall be a manufacturing enterprise that produces the goods，Bidding by agents is not accepted. Manufacturer’s Qualification Statement shall be provided (the format is as per Section 4 Form IV-9-2,ITB Volume One). （9）中国境内投标人须提供营业执照副本复印件；中国境外投标人的公司须提供注册证明文件复印件。 Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. （10）投标人具有良好的银行资信，企业财务状况良好，具备履约能力，无不良经营行为。投标人须提供开标前3个月内由投标人开立基本账户的银行所开具的银行资信证明和经会计师事务所审计的2021年财务审计报告复印件。投标人为中华人民共和国以内企业的（不含港澳台地区，下同），复印件需加盖公章的；国外的（含港澳台地区，下同）只需被授权人签字。 The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2021 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). （11）投标人所投产品2020年至今在单套年产20万吨及以上全国范围内ABS树脂生产行业投入使用的过氧化氢异丙苯CHP助剂有1个业绩。（对业绩清单的要求及格式见本招标文件第六章附件2）。 Bidder must have at least one valid and effective experience on CHP additive supplied to 200KT/A or more capacity on ABS resin production industry in China since 2020. (the Format of Relevant Experiences List is as per the Attachment 2 of Section Six). 有效业绩的认定要求同时有： Conditions for confirmation of effective performance: a)合同复印件（同一生产型企业同一年度内，采购合同复印件累计总量≥100吨。投标人在生产厂家装置上的短暂（6个月以内的）试用和用户出具的反馈报告为不适用的，不视为本助剂的业绩。） The copy of the contract（The cumulative total procurement of the same enterprise is ≥ 100 tons within the same year. The bidder"s short-term (within 6 months) trial on the manufacturer"s device, or the feedback report issued by the user are not applicable shall not be regarded as the performance of the additive）; b)投标人在同一生产厂家生产装置上的多次使用合格记录，仅视为一个有效业绩进行统计； The bidder"s multiple feedback reports on the production devices of the same manufacturer are only regarded as an effective performance; c)与合同对应的发票复印件（涉及价格部分可覆盖）； Copy of invoice corresponding to the contract(Price part can be covered); d)须提供加盖投标人公章的，由生产型企业出具的加盖其公章的合格用户证明 或合格反馈报告复印件。（合格用户证明或合格反馈报告内容需包括使用单位、产品型号、购置时间、使用效果评价等相关内容。） A copy of the user certificate or feedback report issued by the manufacturer. (the user certificate or feedback report shall include the user, product model, purchase time, performance evaluation and other relevant contents.) 投标人提供的业绩中涉及的产品须与本次招标同型号的过氧化氢异丙苯CHP助剂一致。 The products involved in the performance provided by the bidder must be consistent with the product model of this bidding. （12）投标人须提供加盖投标人公章的对近期生产的同型号的过氧化氢异丙苯CHP的分析质检单及化学品安全技术说明说复印件，分析质检单出具时间应为2020年至今（含2020年）；投标人还需提供加盖投标人公章的与本次招标同型号的氧化氢异丙苯CHP助剂的知名第三方质检机构（英斯贝克或SGS）或省级以上检测机构出具的检验报告复印件[要求时间为2021年至今（含2021年）出具的检验报告] The bidder must provide copies of the analysis and quality inspection sheet and chemical safety technical description of the recently produced CHP of the same model as the bidding product. The analysis and quality inspection sheet shall be issued from 2020 to now (including 2020).
