天津渤化化工进出口有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于
2023-04-23在中国国际招标网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。

3投标人资格要求
投标人应具备的资格或业绩:1投标人是响应招标已在招标机构处领购招标文件并参加投标竞
争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。 The Bidder is
legal person or other organization that has purchased the Bidding Document from the
Tendering Agent, and has participated in the bid. Any legal person or organization that
has not purchased the Bidding Document from the Tendering Agent is not allowed to
participate in the bid. 2凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的
国家或地区以下简称合格来源国/地区的法人均可投标。 This Invitation for Bids is
open to all legal persons or other organizations within the Peoples Republic of China
(hereinafter abb. as PRC) or from all countries/areas which have regular trade
relations with PRC (hereinafter called the eligible source countries/areas).
3与招标人存在利害关系可能影响招标公正性的法人不得参加投标。 Any legal person or
other organization that has conflict of interest with the Tenderee and may have impact
on fairness of the bidding is not allowed to participate in the bid. 4接受委托参与
项目前期咨询和招标文件编制的法人不得参加受托项目的投标，也不得为该项目的投标人编制投标
文件或者提供咨询。 Any legal person or other organization that has been entrusted to
provide consulting service at the preliminary stage of the project or to prepare the

Bidding Document is not allowed to participate in the bid, nor to prepare bid documents
or provide consulting service to the Bidder. 5单位负责人为同一人或者存在控股管理

果由其自行承担。 Bidders should successfully complete the registration on
http://www.chinabidding.com (hereinafter abb. as the Website) prior to the deadline
for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders
cannot enter into bidding procedures, and any consequence arisen thereafter shall be
borne by Bidders. 8中国境内投标人须提供的营业执照副本复印件中国境外投标人的公司须
提供注册证明文件复印件。投标人为中华人民共和国以内企业的不含港澳台地区，下同，复印
件需加盖公章的国外的含港澳台地区，下同只需被授权人签字。 Copies of business
licenses shall be submitted by bidders in China and copies of registration certificates
shall be submitted by bidders abroad. Sealing with company stamp for domestic
bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for
bidders abroad(including Hong Kong, Macao and Taiwan, the same below). 9投标人必须
是专业的设备制造商，须提供制造商资格声明格式见第一册第四章格式IV-9-2 The
Bidder shall be professional equipment manufacturer,shall be provided (the format is as
per IV-9-2 in Chapter IV of Volume I). 10投标人必须提供对应投标产品的市场监督管理总
局颁发的特种设备生产许可证，且具有压力容器A1级设计及制造资质。 The bidder must provide
the special equipment production license issued by the General Administration of Market
Supervision and Administration of the Peoples Republic of China,and have A1 level
design and manufacturing qualification for pressure vessels. 11投标人须提供至少一份
2018年1月1日至今的20万吨/年及以上规模的乙烯法VCM装置中氧氯化流化床反应器的生产销售业绩
须已稳定运行一年以上。投标人须在投标文件中提供业绩清单 (业绩清单格式见第六章附表
1)及证明其销售业绩的合同复印件，以及验收证书或用户证明原件扫描件。业绩清单包括用户
名称联系方式装置负荷规格型号签约日期壳体材质分布器材质蛇管取热管材质
数量装置运行时间等信息合同复印件需包含合同关键信息页，显示用户名称联系方式装
置负荷规格型号签约日期壳体材质分布器材质蛇管取热管材质数量装置运行时
间等信息并须加盖投标人公章如为国外投标人只需被授权人签字用户证明或验收证书原件需
显示出设备已经运转良好并被用户验收 The bidder must have the experience of at least 1
set of OHCI REACTOR in 200kta and above Ethylene Method VCM device in China since Jan
01, 2018. The bidder must provide the performance list (the Format of Relevant
Experiences List is as per the Attachment 1 of Section Six) and the copy of the
contract certifying its sales performance, as well as the original (scanned) acceptance
certificate or user certificate in the Bidding Document. The performance list includes
User name, contact information, device load, specification and model, contract signing
date, shell material, distributor material, coil (heat pipe) material, quantity, device
operation time, and other information The copy of the contract shall include the key
information page of the contract, showing the User name, contact information, device
load, specification and model, contract signing date, shell material, distributor
material, coil (heat pipe) material, quantity, device operation time, and other
information, and shall be stamped with the official seal of the bidder (if it is a
foreign bidder, it only needs to be signed by the authorized person) The original user
certificate or acceptance certificate shall show that the equipment has been in good
operation and accepted by the user 12投标人具有良好的银行资信，企业财务状况良好
，具备履约能力，无不良经营行为。投标人须提供投标人开立基本账户的银行开标前3个月内所开具
银行资信证明和经会计师事务所审计的2021年度财务审计报告复印件。投标人为中华人民共和国以
内企业的不含港澳台地区，下同，复印件需加盖公章的国外的含港澳台地区，下同只需
被授权人签字。 The Bidder shall have good bank credit, good financial status, ability
to perform contracts, and no bad business practices. Bidders shall provide the original
Credit Certificates within 3 months before the bid opening issued by the bank where his
basic account is open, and the copy of Annual Audit Report of 2021with its company
sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below),
while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same
