| 公告标题：China Harbour Engineering Company Ltd.Sri Lanka Colombo Port ECT Phase-II Civil works.Tender notice for low voltage cables and other materials 公告内容： 招标公告Tender Notice 斯里兰卡科伦坡港ECT第二期土木工程项目 Sri Lanka Colombo Port ECT Phase-II Civil works 低压电缆等物资招标公告 Tender notice for low voltage cables and other materials 1. 招标条件Tender conditions 本次斯里兰卡科伦坡港ECT第二期土木工程项目建设资金已落实，项目低压电缆等物资已具备招标条件，现进行公开招标。本次公开招标采用在中交集团供应链管理信息系统线上招标的招标方式。请投标人认真核对线上报价，与报价文件保持一致。 The construction funds for the Sri Lanka Colombo Port ECT Phase-II Civil works have been implemented, and the project has been qualified for bidding for low-voltage cables and other materials, and is now open for bidding. This public tender adopts the bidding method of online bidding in the supply chain management information system of CCCC. Bidders are requested to check the online quotation carefully and keep the same with the quotation document. 2.招标内容 Contents of the tender 2.1 本次电缆采购数量如下：低压电缆：*****米；铜导线：9531米；接地电缆：*****米；耐热电缆：3304米；详见物资需求一览表及技术协议。 The quantity of cables purchased is as follows: low voltage cables: 52,491m; copper conductors: 9,531m; grounding cables: 38,406m; heat resistant cables: 3,304m; see the list of material requirements and technical agreement for details. 2.2 本次招标的低压电缆等物资，其质量符合最新的国际标准和行业规范，特别是当前发行的IEC及对应的英标BS标准以及工程项目、业主地方当局的要求。 The quality of the low-voltage cables and other materials to be tendered conforms to the latest inteational standards and industry specifications, in particular the currently issued IEC and corresponding British Standard BS standards, as well as the requirements of the project and the owner"s local authorities. 2.3交货地点 Place of delivery 供应商交货地点Supplier"s delivery location：East Container Terminal Phase 2 project , Sri Lanka Ports Authority, No 19, Chaithya Road, Colombo 01. 2.4 交货日期Delivery date：2023年8月1日.1st August 2023. 2.5 品牌要求Brand required：ACL, Kelani or equivalent. 2.6 质量要求Quality requirements：低压电缆等技术要求，详见附件《低压电缆等技术协议SLLKXM-JSXY-001》 low-voltage cables and other technical requirements, please refer to the annex "low-voltage cables and other technical agreement SLLKXM-JSXY-001" for details (1)供货产品必须提供:电缆导体（铜）材质报告、IEC及BS标准符合性证书、产品材质报告、型式证书、出厂检测报告、电缆出厂合格证、完工图纸、TUV或者SLSI或同等资质第三方检测报告、装箱文件资料清单（中/英文）、MAR技术资料The product must be supplied with: cable conductor (copper) material report, IEC and BS standard conformity certificate, product material report, type certificate, factory test report, cable factory certificate, completion drawings, TUV or SLSI or equivalent third partytest report, packing list (Chinese/English), MAR technical data (2)低压电缆等发货前和项目部确认，按项目现场要求供货。 Low voltage cables etc. are confirmed with the project department prior to delivery and supplied according to the project site requirements. (3)供应商提供的产品及MAR文件必须获得项目业主和监理的认可。 The products and MAR documentation provided by the supplier must be approved by the project owner and the supervisor. (4)供应商需负责全过程调试及交工验收。 The supplier will be responsible for the full commissioning and delivery acceptance. (5)质保期为项目竣工验收后40年。 The warranty period is 40 years after the completion and acceptance of the project.2.7项目按照现场需求下单，分两批送货，具体交货数量根据项目进度确定。 The project will be ordered in accordance with site requirements and delivered in two batches, with the exact number of deliveries determined according to the progress of the project. 3. 投标人资格要求Qualification requirements for bidders 3.1 本次招标要求投标人须具备如下要求：The tender requires the following requirements of the bidder. 3.1.1营业范围要求：在斯里兰卡依法经国家工商、税务机关登记注册，符合投标项目经营范围，具有独立企业法人资格的生产厂家。 Business scope requirements: registered in Sri Lanka by the state industrial and commercial and taxation authorities in accordance with the law, in line with the scope of business of the tender project, with independent enterprise legal personality of the manufacturer. 3.1.2生产厂家生产能力要求：年产50万米以上，可供应项目所需规格型号低压电缆等，具有与产能配套的输送能力及后续服务；生产工艺、装备须符合最新的国际标准和行业规范，满足当前IEC及对应英标BS标准电缆产业发展政策的相关规定，拥有低压电缆等相关发明专利至少3项，拥有省级及以上认定企业技术中心。 Manufacturer production capacity requirements: annual production capacity of 500,000 metres or more, can supply the specifications required for the project, such as low-voltage cables, with the capacity to support the delivery capacity and follow-up services; production process, equipment must meet the latest inteational standards and industry specifications, meet the current IEC and the corresponding British Standard BS standard cable industry development policy of the relevant provisions, with low-voltage cables and other related invention patents at least three The company must have a provincial-level or above recognized enterprise technology centre. 3.1.3财务能力要求：生产厂家有固定的生产经营场所，具有一定规模和良好的资金财务状况及银行资信。 Financial capability requirements: the manufacturer has a fixed production and business premises, with a certain scale and good financial status of funds and bank credit. 3.1.4质量保证能力要求：企业应拥有完整的“三标管理体系”认证，具有ISO9001质量管理体系认证、ISO*****环境管理体系认证和OHSAS*****职业健康安全管理体系认证；投标产品具有近两年由国家认可检验、检测机构出具的产品质量检验报告，具有第三方权威检测机构出具并在有效期内的型式试验报告。 Quality assurance capability requirements: the enterprise should have a complete "three standards management system" certification, with ISO9001 quality management system certification, ISO***** environmental management system certification and OHSAS***** occupational health and safety management system certification; bidding products with the last two years by the national recognized Product quality inspection report issued by the nationally recognized inspection and testing institutions in the past two years, with the type test report issued by the third-party authoritative testing institutions and within the validity period. 3.1.5合作业绩要求：企业应属于中国交建二级子公司及以上层级供应商网络内，近3年内有中交工程项目或国家重点工程项目的供货合作业绩者优先，并能提供相关证明文件。 Cooperation performance requirements: the enterprise should belong to the network of suppliers of CCCC"s second-tier subsidiaries and above, and the supply cooperation performance of CCCC"s engineering projects or national key engineering projects in the past 3 years is preferred, and can provide relevant supporting documents. 3.1.6履约信用要求：投标人必须具有良好的社会信誉，最近两年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁；近两年不曾在合同中严重违约或被逐；财产未被接管或冻结，企业未处于禁止或取消投标状态。 Performance credit requirements: Bidders must have a good social reputation, no litigation and arbitration arising from crimes or serious violations related to fraudulent contracts within the last two years; no serious breach of contract or eviction in the last two years; property has not been taken over or frozen, and the enterprise is not in the state of banned or cancelled bids. 3.1.7技术服务要求：拥有专业化的服务管理团队，人员服务意识及水平处于行业内的领先水平。 Technical service requirements: have a professional service management team, with personnel service awareness and level at the leading level in the industry. 3.1.8履约服务要求：近两年内未发生质量安全责任事故。被国家工商行政管理总局评为“守合同重信用”企业，拥有银行AAA级资信证明。 Performance service requirements: No quality and safety responsibility accidents have occurred in the past two years. The company has been awarded as a "contract-abiding and trustworthy" enterprise by the State Administration for Industry and Commerce, and has AAA-grade credit certificate from banks. 3.2本次招标不接受组成联合体投标。 This tender will not accept the formation of consortium bids. 3.3单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一包件投标。否则，相关投标均被否决。 Different units with the same person in charge of the unit or with controlling or management relationship shall not participate in the same package bid. Otherwise, all relevant bids will be rejected. 3.4只允许生产厂家参与投标。Only manufacturers are allowed to participate in the tender. 3.5 其他要求： Other requirements： 3.5.1 定标后与中标单位签订的采购合同需在收到招标方正式通知后方可生效。The procurement contract signed with the successful tenderer after the award of the tender shall only be effective upon receipt of formal notification from the tenderer. 3.5.2 供应商提供的产品必须获得项目业主和监理的认可。 The products provided by the supplier must be approved by the project owner and the supervisor. 3.5.3 供应商需提供产品的技术文件MAR，以作为评标文件中的技术部分的评分依据。中标单位必须在合同签订后15天内提供MAR文件，30天内完成MAR文件报审并通过业主审批。若中标单位未能按上述要求完成，招标单位有权单方面取消合同且不向中标单位作任何经济补偿。 The supplier is required to provide the technical documentation of the product, MAR, to be used as the basis for scoring the technical part of the tender evaluation document. The successful tenderer must provide the MAR documents within 15 days after the signing of the contract and complete the MAR documents for approval by the owner within 30 days. If the successful tenderer fails to complete the above requirements, the tenderer has the right to unilaterally cancel the contract without any financial compensation to the successful tenderer. 3.5.4 技术文件MAR格式目录如下：The catalogue of technical documents in MAR format is as follows： ●适应性产品介绍Adaptive product introduction Material Specification Sheet系列化的材料规格表，编写公司系列化产品的目录、包括产品的型号、规格、参数、实验数据、执行标准等全面的材料信息。（标出本项目所采购的产品在系列中所处的范围） Material Specification Sheet, a catalogue of the company"s serialized products, including product models, specifications, parameters, experimental data, implementation standards and other comprehensive material information.
