本世界自然博物馆和武汉新城体育中心方案国际征集公告已由项目审批/核准/
备案机关批准，项目资金来源为国有资金480万元，招标人为武汉葛化建设投资
发展有限公司。本项目已具备招标条件，现招标方式为其它方式，特邀请有兴
趣的潜在投标人提出资格预审申请。
二项目概况和招标范围
规模：项目总投资约37亿元，其中世界自然博物馆投资约20亿元，武汉新
城体育中心投资约17亿元。
范围：本招标项目划分为1个标段，本次招标为其中的：

三投标人资格要求

(001世界自然博物馆和武汉新城体育中心方案国际征集公告)的投标人资格能力
要求：1应征人如为国内企业，须具备中华人民共和国建设行政主管部门颁
发的工程设计综合甲级或建筑行业建筑工程设计甲级资质如为境外及港
澳台地区应征人，则应当具备其注册所在国或所在地区主管机关核发的从事建
筑工程设计相应资格或能力证明文件。
2应征人应同时具有建筑面积五万平米以上文化艺术场展馆类的设计
工作业绩建筑面积十万平米以上体育中心类的设计工作业绩。
3应征人拟担任本项目的设计负责人应具备有效的一级注册建筑师执业证书
，或具备高级建筑工程师职称境外应征人项目负责人具有相应执业资格。
4法定代表人为同一人的两个及两个以上法人，母公司全资子公司及其控
股公司，不得同时参加本项目的方案征集活动。
5本次征集活动接受联合体报名。联合体报名时须提交联合体协议，并在协
议中明确联合体的主体单位。联合体各成员签订联合体协议书后，不得再
以自己名义单独报名，也不得组成新的联合体或参与其他联合体的报名，否则
报名无效。根据本次征集项目特点，为保证应征人对项目所在地文化和国内相
关标准规范的准确理解，境外应征人须与境内应征人组成联合体参与，并以境
内应征人作为联合体牵头单位。
6设计团队要求：
首席设计师必须负责主创参加现场踏勘及汇报评审等，中选应征人首席设
计师需按照征集人要求参加后续深化设计工作。
设计过程中若首席设计师与征集材料所提交的信息不符或未经征集人认可擅
自更换首席设计师的，则视为参加资格无效。
本项目允许联合体投标。

一项目背景
为加快推进武汉新城建设，按照省市区各级工作部署和要求，率先启动武汉新
城中轴线重大项目建设，快速开展世界自然博物馆和武汉新城体育中心方案研
究工作。
中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲
要提出，坚持以人民为中心的发展思想，积极回应人民群众的诉求和期盼，
以满足人民日益增长的美好生活需要为根本目的，坚持共同富裕方向，推动社
会和经济的可持续高质量发展，是十四五时期经济社会发展必须遵循的根
本原则。十四五规划提出将建设体育强国作为2035年远景目标之一，并对
各方面工作指出发展思路。以提高人民生活质量为目标，着重引导包括体育在
内的基本公共服务均等化。
湖北省政府工作报告要求，纵深推进以武鄂黄黄为核心的武汉都市圈发展
，高标准启动武汉新城建设。武汉市政府工作报告明确，高标准启动武汉
新城建设，打造武汉都市圈高质量发展和区域协同发展主引擎。武鄂黄黄规
划建设纲要大纲发布，明确武汉新城总体定位为武鄂黄黄城市中心，武汉都
市圈高质量发展主引擎。
中央宣传部国家发展改革委教育部科技部民政部财政部人力资源
社会保障部文化和旅游部国家文物局关于推进博物馆改革发展的指导意
见文物博发202116号提出，要整合不同层级博物馆发展，实施中国
特色世界一流博物馆创建计划，重点培育十至十五家代表中国特色中国风格中
国气派引领行业发展的世界一流博物馆。
国家体育总局十四五体育发展规划2021-
2025中提出：推进全民健身场地设施建设。组织实施全民健身场地设施补短
板工程，利用中央资金支持地方重点推进体育公园全民健身中心公共体育
场社会足球场健身步道户外运动公共服务设施建设。
武汉市体育事业发展十四五规划提出，力争到2025年，把武汉打造成
人民体质明显增强人才培养全国领先体育产业发展壮大重大赛事效益显
著体育文化氛围浓郁的具有国际知名度的活力之都健康之城。
二项目位置与规模
世界自然博物馆位于未来一路以东，高新大道以北，建设用地约15公顷武汉
新城体育中心位于未来一路以东，高新大道以北，建设用地约25.4公顷。
项目总投资约37亿元，其中世界自然博物馆投资约20亿元，武汉新城体育中心
投资约17亿元。
三设计要求详见设计任务书
1规划设计范围：南临高新大道，西临未来一路，北临长岭山街，东临未来
二路以下简称基地，用地面积约87公顷。本项目设计内容为用地87公
顷范围内的世界自然博物馆和武汉新城体育中心及体育公园,结合自然风貌，南
北山水主轴与东西山水廊道，统筹考虑场地内古姆山山体水体修复利用景
观及建筑室内外场地的整体规划。
2建筑设计范围：世界自然博物馆建设用地位于地块1，用地面积约15公顷
，武汉新城体育中心建设用地位于地块23，占地约25.4公顷
四征集方式
本次征集采用公开报名方式，通过资格预审评选出七家高水平应征人参与下一
阶段建筑方案设计。
五公开报名要求
1应征人如为国内企业，须具备中华人民共和国建设行政主管部门颁发的工
程设计综合甲级或建筑行业建筑工程设计甲级资质如为境外及港澳台地

六征集流程
本次征集分为三个阶段，分别为报名及资格预审阶段建筑方案设计及评审阶
段综合评定阶段。
1第一阶段：报名及资格预审阶段十一天
发布征集公告，公开接受国内外应征人包括联合体的报名。应征人提交资
信文件综合业绩项目负责人资历设计团队实力概念提案等，征集人
组织资格预审会，投票评选出7家无排序的入围应征人进入下一阶段工作并发出
征集文件。
2第二阶段：概念方案设计及评审阶段三十一天
方案讲解
应征人根据应征文件送达顺序依次进行方案讲解，应征人须自带笔记本电脑，
结合相关PPT，对于本次方案进行讲解并接受专家质询，述标时间不超过三十分
钟。
应征文件的详细评审
评审委员会根据方案征集文件中规定的评审办法，对方案创意完整性及实施
的可行性进行评审，以打分形式对应征人进行排名。
3第三阶段：综合评定阶段三天
经上级主管部门评审后，确定最终应征人中选单位排名，并由第一名完成后续
方案深化设计。
七设计费
根据评审结果：
1给予最终排名第一名应征人奖金人民币一百二十万元含税，第二至三
名应征人各人民币八十万元含税补偿，第四至五名应征人各人民币六十万
元含税补偿，第六至七名应征人各人民币四十万元含税补偿。若应征
人提交的方案未达到设计任务书和建筑工程设计文件编制深度规定2
016年版中有关内容及深度要求时，将取消其补偿费。
2最终中选的应征人须完成后续方案设计深化，方案设计深化费用在现行国
家收费标准内结合报价另行商议。
备注：以上费用包含应征人为完成方案设计所需的所有费用，以及需要承担根
据国家及政府规定必须缴纳的各种税费。除上述费用外，应征人自行承担所有
参加本次方案征集活动相关的费用，不论应征的结果如何，方案征集人和代理
机构均不承担这些费用。

九其他说明
1应征人对应征作品享有署名权，经征集人许可后可通过传播媒介专业杂
志书刊或其他形式评价展示其应征作品。征集人承办单位以及项目建设
单位有权在本项目的咨询中使用应征方案成果，征集人承办单位以及项目建
设单位在对本项目的方案作综合调整时，可以全部或部分使用应征方案成果，
也可对其进行修改，征集人承办单位以及项目建设单位还可对所有应征成果
印刷出版和展览，可通过传播媒介专业杂志书刊或其他形式评价展示
宣传应征方案成果。
2设计方案应为原创，且未以任何形式公开发表。设计方案或任何用于创作
参选作品的素材均不得侵犯第三方的任何著作权商标权专利权及其他权利
。若发生以上侵权行为，由此引发的一切纠纷或法律责任由应征人承担给征
集人造成的损失的，由应征人赔偿。
3应征人应遵守国家的有关保密规定，妥善保管征集人提供的图纸资料，并
保护其知识产权。未经征集人许可不得将图纸资料或设计成果向第三方转让或
用于本项目外的其他项目。
4参加本次征集活动的应征人均被视为承认本公告的所有条款。中选应征人
应负责后续建筑方案深化，并作为获得设计奖金的条件。
5本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华
人民共和国的法律和法规。
6本次征集活动规则最终解释权归征集人所有。

来二路以下简称基地，用地面积约87公顷。本项目设计内容为用地87
公顷范围内的世界自然博物馆和武汉新城体育中心及体育公园,结合自然风貌，
南北山水主轴与东西山水廊道，统筹考虑场地内古姆山山体水体修复利用
景观及建筑室内外场地的整体规划。
(1) The scope of planning and design: The south is adjacent to Gaoxin Avenue, the west
is adjacent to Future 1st Road, the north is adjacent to Changlingshan Street, and the east is

本次征集采用公开报名方式，通过资格预审评选出七家高水平应征人参与
下一阶段建筑方案设计。

五公开报名要求
5. Open registration requirements
1应征人如为国内企业，须具备中华人民共和国建设行政主管部门颁发
的工程设计综合甲级或建筑行业建筑工程设计甲级资质如为境外及港澳
台地区应征人，则应当具备其注册所在国或所在地区主管机关核发的从事建筑
工程设计相应资格或能力证明文件。
(1) The domestic enterprise shall have Grade A comprehensive engineering design
qualification or Grade A construction industry (construction engineering) design
qualification issued by the competent department of construction administration of the
Peoples Republic of China A design entity from overseas or Hong Kong, Macao and
Taiwan shall have the relevant qualification or ability certificate issued by the competent
authority of the country or region where it is registered to engage in architecture and
engineering design.

(5) This solicitation activity accepts joint registration. When applying for a consortium,
the consortium agreement shall be submitted, and the principal entity of the consortium
shall be specified in the agreement. After each member of the Consortium has signed the
Consortium Agreement, he/she shall not register in his/her own name, form a new
consortium or participate in the registration of other consortiums, otherwise the registration
shall be invalid. According to the characteristics of this collection project, in order to ensure
the applicants accurate understanding of the local culture of the project and the relevant

设计过程中若首席设计师与征集材料所提交的信息不符或未经征集人认
可擅自更换首席设计师的，则视为参加资格无效。

六征集流程
6. Solicitation process
本次征集分为三个阶段，分别为报名及资格预审阶段建筑方案设计及评
审阶段综合评定阶段。
The solicitation is divided into three stages, namely the registration and pre-
qualification stage, the architectural design and evaluation stage, and the comprehensive
evaluation stage.
1第一阶段：报名及资格预审阶段十一天
(1) Phase 1: Registration and pre-qualification phase (11 days)
发布征集公告，公开接受国内外应征人包括联合体的报名。应征人提
交资信文件综合业绩项目负责人资历设计团队实力概念提案等，征
集人组织资格预审会，投票评选出7家无排序的入围应征人进入下一阶段工作并
发出征集文件。

documents (comprehensive performance, qualifications of project leaders, strength of

2第二阶段：概念方案设计及评审阶段三十一天
(2) Phase II: Conceptual design and evaluation phase (31days)
方案讲解
应征人根据应征文件送达顺序依次进行方案讲解，应征人须自带笔记本电
脑，结合相关PPT，对于本次方案进行讲解并接受专家质询，述标时间不超过三
十分钟。

delivery of the application documents. The applicant shall bring his own laptop,
combine the relevant PPT, explain the scheme and accept the questions of the

应征文件的详细评审
评审委员会根据方案征集文件中规定的评审办法，对方案创意完整性及
实施的可行性进行评审，以打分形式对应征人进行排名。

The evaluation committee shall evaluate the originality, completeness and
feasibility of implementation of the program according to the evaluation
methods specified in the program solicitation documents, and rank the
candidates in the form of scoring.
3第三阶段：综合评定阶段三天

经上级主管部门评审后，确定最终应征人中选单位排名，并由第一名完成
后续方案深化设计。

七设计费

1给予最终排名第一名应征人奖金人民币一百二十万元含税，第二
至三名应征人各人民币八十万元含税补偿，第四至五名应征人各人民币六
十万元含税补偿，第六至七名应征人各人民币四十万元含税补偿。若
应征人提交的方案未达到设计任务书和建筑工程设计文件编制深度规定
2016年版中有关内容及深度要求时，将取消其补偿费。

ranked applicant, RMB 800,000 (including tax) compensation for the second to
third candidates, RMB 600,000 (including tax) compensation for the fourth to

2最终中选的应征人须完成后续方案设计深化，方案设计深化费用在现
行国家收费标准内结合报价另行商议。
(2) The candidate who is finally selected shall complete the follow-up plan design

the current national charging standard combined with the quotation.
备注：以上费用包含应征人为完成方案设计所需的所有费用，以及需要承
担根据国家及政府规定必须缴纳的各种税费。除上述费用外，应征人自行承担
所有参加本次方案征集活动相关的费用，不论应征的结果如何，方案征集人和
代理机构均不承担这些费用。

1应征人对应征作品享有署名权，经征集人许可后可通过传播媒介专
业杂志书刊或其他形式评价展示其应征作品。征集人承办单位以及项目
建设单位有权在本项目的咨询中使用应征方案成果，征集人承办单位以及项
目建设单位在对本项目的方案作综合调整时，可以全部或部分使用应征方案成
果，也可对其进行修改，征集人承办单位以及项目建设单位还可对所有应征
成果印刷出版和展览，可通过传播媒介专业杂志书刊或其他形式评价
展示宣传应征方案成果。
(1) The applicant shall have the right of authorship of the submitted works
and may, with the permission of the organizer, evaluate and display the
submitted works through the media, professional magazines, books or other
forms. The host unit, the undertaking unit and the project construction unit have
the right to use the results of the proposed scheme in the project consultation.

2设计方案应为原创，且未以任何形式公开发表。设计方案或任何用于
创作参选作品的素材均不得侵犯第三方的任何著作权商标权专利权及其他
权利。若发生以上侵权行为，由此引发的一切纠纷或法律责任由应征人承担
给征集人造成的损失的，由应征人赔偿。

4参加本次征集活动的应征人均被视为承认本公告的所有条款。中选应
征人应负责后续建筑方案深化，并作为获得设计奖金的条件。
