3、投标人资格要求
投标人应具备的资格或业绩：1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件； 2) 投标人必须是制造商，本项目不接受代理商投标； 3) 投标人应具有应力分析设计资质证书或ASME U2证书； 4) 投标人应具有压力容器设备制造许可证（D类及以上）； 5) 投标人自2012年1月1日至投标文件递交截止时间前7日（时间以合同签订时间为准），在规模不小于60万吨/年且工艺技术许可方为Badger的苯乙烯装置中应至少具有1台反应器再加热器、至少1台反应器进料混合器的制造业绩（可不在同一份合同中）。请提供业绩表，并出具销售合同复印件（须能体现装置名称、装置规模、货物名称、数量、签字盖章页）。若上述证明材料不能体现工艺包提供方，投标人可配套提供技术协议等技术证明材料。若投标人提供的证明材料不满足上述全部要求，则视为没有业绩； 6) 投标人应当提供投标人开户银行在开标日前三个月内开具的资信证明原件或复印件； 7) 本项目不接受联合体投标。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder has a valid business license (bidder registered inside the PRC cus-toms territory)/operation license (bidder registered outside the PRC customs ter-ritory), and a copy of the corresponding certificate is required; 2) The bidder must be a manufacturer; the equipment agent is unaccepted for this bidding; 3) The bidder shall have stress analysis design qualification certificate or ASME U2 certificate; 4) The bidder shall have Pressure Vessel Equipment Manufacturing License (Class D and above); 5) From January 1, 2012 to 7 days before the deadline for submission of the bids (the time is subject to the signing of the contract), the bidder must have manu-facturing performance of at least 1 set reactor reheater and 1 set reactor feed mixer in SM unit with scale no less than 600KTA and with licensor as Badger (the performance of reactor reheater and reactor feed mixer could be shown in sep-arate contract). Please provide list of performance, copies of sales contract which must reflect name of plant, plant scale, name of goods, quantity, and seal/signature；If materials mentioned above cannot show the licensor, bidders shall provide technical proof material such as technical agreement, etc. If mate-rials provided by bidder cannot meet all requirements above, it will be deemed to have no performance; 6) The Bidder shall provide the bank reference letter issued within three 3 months prior to the time of bid opening in original or its copy; 7) The consortium will not be accepted.
