1. 中化商务有限公司(招标代理机构)受中化能源科技有限公司上海分公司(招标人)委托,以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标:

具体供应范围及说明详见招标文件第八章《货物需求一览表及技术规格》。
(1)招标人计划对中化能源生产运营及泉州基地产业升级项目特殊仪表管阀件框架协议采购国际招标。通过本次招标,将按投标人的综合评分由高到低选取1家投标人作为本项目中标供应商,并签订采购框架协议。确定中标人后,招标人将授予其《中标通知书》,并与其签署框架协议;其中签署的框架协议自双方签字盖章之日起36个月内有效;
(2)投标人应按照招标文件要求,充分考虑项目现场所在地地理位置及项目实施的实际情况,对所投货物进行综合单价报价;所报综合单价不因市场因素等而作任何调整,投标人应在投标时充分考虑到各种风险因素。
(3)招标人每月向中标人发出《采购订单》的实际采购量将参考其实际交货及时性、货物及相关服务质量等情况。本项目实行分批供货,每一批次供货的具体数量及交货时间以招标人向中标人另行下达的书面《采购订单》为准,招标人不承诺采购应达到一个固定的数量和金额。
(5)适用范围:中化能源生产运营及泉州基地产业升级项目特殊仪表管阀件框架协议采购国际招标,本项目适用于中化能源生产运营及泉州基地产业升级项目(26万吨/年丙烯腈项目、14万吨/年EVA装置改造项目、10万吨/年EVA装置新建项目等)及中化能源股份有限公司各下属企业生产运营(检维修、技改技措、零购更新等)所需物资的采购。
详见招标文件第八章《货物需求一览表及技术规格》。
2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。
*3. 对投标人的资质业绩要求:
1) 投标人具有有效的营业执照(国内投标人)/企业经营许可证明文件(国外投标人)。
2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在投标前需在中国国际招标网(以下简称“招标网”,网址:http:// www.chinabidding.com)成功注册。
4) 信誉要求:
① 2020年1月1日至今,关境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息,在“信用中国”网站(www.creditchina.gov.cn)或各级信用信息共享平台中未列入失信被执行人名单。
证明材料:投标人需提供“信用中国”(www.creditchina.gov.cn)和“国家企业信用信息公示平台”(http://www.gsxt.gov.cn)截图加盖投标人公章并装订在投标文件中。
② 2020年1月1日至今,关境外投标人在中国境内没有不良业绩记录或严重质量问题,否则其投标也将被否决。
证明材料:投标人须提供承诺函。
③ 投标人未被列入中国中化控股有限责任公司、中化能源股份有限公司、中化泉州石化有限公司供应商黑名单库(名单以投标截止时间为准);
5) 本项目接受制造商或代理商投标,如为代理商投标,须由制造商出具针对本项目的唯一授权函;
证明材料:投标人需提供制造商资格声明并加盖投标人公章并装订在投标文件中。
6) 业绩要求:
2013年1月1日至今2022年12月31日(以合同签订日期为准),投标人所投产品至少具有2项在石油化工、煤化工等易燃易爆、危险程度较高的企业的卡套类仪表接头或卡套类仪表阀门或Tube管使用业绩,且单项业绩总金额不少于600万元。
证明材料:投标人必须提供符合条件的相关业绩列表及相应业绩合同复印件,业绩合同须包含合同封面、合同签章页、合同金额、供货范围、建设地点、最终用户、装置类型、项目规模等,如合同无法体现相应信息,则须提供其他证明文件(包括不限于技术协议、设计请购文件、用户证明等)。合同复印件不清晰或不提供均视为无效业绩。业绩列表中还应列出用户名单、工程项目名称包括联系方式、联系人员等资料。
7) 本项目不接受联合体投标。
招标人和评标委员会保留审查原件的权利,如发现以上证书、业绩及相关资料造假的,作否决投标处理。
4. 有兴趣的潜在投标人可于2023年7月10日至2023年7月17日每天(节假日除外)8:30至17:00时(北京时间)在下列地点网上报名和下载招标文件,平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

特别注意(重要):
(1)投标文件(纸质文件+电子文件)须按招标文件要求密封后于投标截止时间前送达或邮寄至开标地点,否则不予接收。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(1) Through this tender, one bidder will be selected as the successful bidder of this project according to the ranking of the bidders" overall score of evaluation and sign the procurement framework agreement. After the successful bidder is identified, the bidder will be awarded the Notice of Award and sign the framework agreement with it; The framework agreement signed therein is valid for 36 months from the date of signature and seal of both parties.
(2) The bidder shall, in accordance with the requirements of the bidding documents and with full consideration of the geographical location of the project site and the actual situation of the project implementation, make a total unit price offer for the subject goods to be procured by the bidder, the price of which includes but is not limited to production, packaging, transportation, taxes and other costs.
(4) The actual procurement quantity of the Purchase Order issued by the bidder to the successful bidder each month will refer to its actual delivery timeliness, quality of goods and related services, etc. The project will be delivered in batches, and the specific quantity and delivery time of each batch will be subject to the written Purchase Order issued by the bidder to the successful bidder separately, and the bidder does not undertake to purchase a fixed quantity and amount.
(5) Scope of application: Provide the corresponding supporting materials with the official seal of the bidder and bound in the tender documents. This project is applicable to the international bidding for the procurement of special instruments, pipes and valves for the production and operation of Sinochem Energy and the industrial upgrading project of Quanzhou Base (260,000 tons/year acrylonitrile project, 140,000 tons/year EVA plant renovation project, 100,000 tons/year EVA plant new construction project, etc.) and the production and operation (inspection and maintenance, technical improvement and technical measures, zero purchase and renewal, etc.) of the subordinate enterprises of Sinochem Energy Co. The procurement of materials required for the production and operation (inspection and maintenance, technical reform and measures, retail purchase and renewal, etc.) of the enterprises under Sinochem Energy Co. (Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

*3. Qualification and Performance requirements to the bidders:
1) The bidder must have a valid business license or business license certificate.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.
3) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
4) Credibility requirements:
① From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.
Supporting materials: Bidders should provide "Credit China" (www.creditchina.gov.cn) and "National Enterprise Credit Information Public Platform" (http://www.gsxt.gov.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.
② January 1, 2020 to date, foreign bidders in China in the past three years no bad performance records or serious quality problems, otherwise their bids will also be rejected.

③ The bidder is not listed in the blacklist database of suppliers of Sinochem Holdings Limited, Sinochem Energy Company Limited and Sinochem Quanzhou Petrochemical Company Limited (the list is subject to the deadline of bidding);
5) The project accepts bids from manufacturers or agents, and in the case of agent bids, the only authorization letter for the project must be issued by the manufacturer;
Supporting materials: bidders are required to provide the manufacturer"s qualification statement and stamped with the bidder"s official seal and bound in the tender documents.
6) Performance requirements:
From January 1, 2013 to December 31, 2022 (subject to the date of signing the contract), the bidder"s products have at least two in the petrochemical, coal chemical and other flammable and explosive, high degree of danger of the enterprise"s performance in the use of ferrule type instrument joints or ferrule type instrument valves or tube, and the total amount of a single performance is not less than 6 million yuan.
Supporting materials: Bidders must provide a list of eligible relevant performance and copies of the corresponding performance contracts, performance contracts must contain the contract cover, contract signature page, contract amount, scope of supply, construction site, end-user, device type, project scale, etc. If the contract does not reflect the corresponding information, other supporting documents must be provided (including but not limited to technical agreements, design requisition documents, user certificates, etc.). The contract copy is not clear or not provided are considered invalid performance. The list of performance should also list the user list, project name including contact number, contact person and other information.
7) The Joint Venture bidding shall not be accepted in this bidding project.
The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
4.
