深圳大学总医院定位为一所集医疗、教学、科研和健康管理为一体的国际知名、国内一流的三级甲等综合性研究型医院。深圳大学总医院直接隶属于深圳大学,作为深圳大学直属附属医院,不仅是深圳市医疗卫生体系的重要组成部分,为深圳市及其周边地区提供优质的医疗服务,同时为深圳大学提供医学临床教学、科研服务,为深圳市医疗卫生机构培养、输送高素质临床医学人才,通过临床科研转换研究带动深圳市医疗健康领域的科技发展。

Shenzhen University General Hospital is positioned as an internationally renowned, domesticallyfirst-class tertiary A-level comprehensive research hospital that integrates medical treatment, teaching, scientific research and health management. It is directly affiliated with Shenzhen University, and is not onlyan important part of Shenzhens healthcaresystem, providing quality medical services for Shenzhen and its surrounding areas,butalso providingclinical teaching and research services forShenzhen University, training and deliveringmedical talents to Shenzhen’s healthcare institutions,and drivingthe development of science and technology in Shenzhens healthcare sector through the clinical translational research.


规划总床位1400张,一期已建成800张,二期将扩建600张。通过二期的建设将医院打造为“国家创伤中心深圳分中心”,相应设计需要围绕此定位进行。同时补全一期建设的短板,增强科研、教学板块,多方面实现跨越式发展。

A total of 1,400 beds are planned, of which 800 have been built in Phase I and 600 will be expanded in Phase II. Through the construction of Phase IIProject, the hospital will be developed into the "Shenzhen Branch of the National Trauma Center",and the corresponding design needs to be based on this positioning. At the same time, it will address the shortcomings of Phase I construction and enhance its research and teachingsector, achieving comprehensive and leapfrog development in multiple aspects.

本次招标资格预审阶段考量投标申请人概念提案,并结合投标申请人的企业实力和同类项目业绩、拟派团队的实力和业绩进行综合评审,旨在遴选对医疗项目有深刻见解且综合实力较强的设计团队参与本项目设计,保障项目的可实施性。欢迎有意愿的设计单位按照资格预审文件相关要求应标。

At the Pre-qualification Stage, the conceptual proposals will be considered along with the applicants’ corporate strength, similar project experience, the composition and performance of their proposed teams. The comprehensive evaluation aims to select design teams with profound insights into medical projects and strong overall capabilities to participate in the design of this project, ensuring its feasibility. Design institutes with interest are welcome to apply for pre-qualification in accordance with the relevant requirements stipulated in the Pre-qualification Documents.

深圳大学总医院二期建设项目位于深圳市南山区西丽湖国际科教城片区,与一期项目共用地块,总占地面积为*****.66㎡,其中二期用地范围约为*****㎡。本项目建设内容为门诊医技用房及相关医疗保障配套用房等。

The Shenzhen University General Hospital - Phase II Project is located in the X-Lake Sciensityof Nanshan District, Shenzhen. It shares the same plotas Phase I. The total land area is 89,828.66㎡, with the Phase II Project occupying a land areaofapproximately 18,000m2. The project includes outpatient medicaltechnology roomsandrelated medical supporting facilities, etc..

(2)用地现状Status-quo

深圳大学总医院总用地面积为*****.66㎡,二期项目用地面积约为*****㎡。项目拟建地块位于深大总医院南区地块,用地范围内相对平整。

The total land area of Shenzhen University General Hospital is 89,828.66m2, with the land area of the Phase II Projectland being approximately 18,000m2. The proposed construction site is located in the southern area of the hospital, which is relatively flat within the sitescope.

本项目建设地点为南山区大学城片区学苑大道以北,西丽高尔夫球场以东,即深大总医院红线内,二期项目在地块内南区实施,床位总规模须控制在600床以内,开发用地面积控制在*****㎡内。同时,保留门诊楼前广场地块(约8300㎡)不做开发,但需要考虑广场地块地下的使用。预留医院北区地块(约*****㎡)用于医院未来发展建设用地。用地性质为医疗卫生用地。

The construction site is located north of Xueyuan Avenue in the University City area of Nanshan District, east of the Xili Golf and Country Club, within the red line of the hospital. The Phase II Project is to beimplemented in the southern area, with a total of no more than600 beds and theland area controlled within 18,000㎡. Meanwhile, the square plot in front of the outpatient building (about 8,300㎡) is reserved for development,but the use of the underground space of the square plot needs to be considered. The northern area of the hospital (approximately 13,000㎡) will be reserved for future development and construction. The siteis classified as a land of medical and health use.

设计单位需在一期已有800床的基础上考虑深圳大学总医院全院1400床总体规划并对二期项目中的所有单体工程完成全专业的方案设计、初步设计(含概算),包括但不限于本公告内提及的内容及以上未列出但与本项目密切相关、必不可少的系统、专业和其他特殊工程的设计。

Design institutes shallcomplete the master plan forShenzhen University General Hospitalwith1400 beds,and complete the full scheme design, design development(including cost estimation), and other special engineering design, including but not limited to the contents mentioned in this announcement and the design of systems, specialties, and otherworks not listed above but closely related and essential to this project.

本项目采用公开招标(资格预审)方式。

分为:第一阶段资格预审阶段;第二阶段方案投标阶段;第三阶段定标阶段。

This project adopts theopen tendermethod(Pre-qualification) and is brided into three stages:the Pre-qualification Stage, the Bidding Stage, andthe Bid DeterminationStage.

(1)申请资质条件Application qualification

1)投标人须为注册的独立法人或其他组织。
1)The bidder must be a registered independent legal entity or other organization.

2)投标人须具备建筑行业(建筑工程)甲级及以上资质。
2)The bidder shall haveacquiredthe qualification of at least Class-A Qualification/ Certificate in Chinese Architecture Construction Industry (Construction Engineering).

3)接受联合体投标:
3)Consortium is accepted:

·联合体成员(含牵头单位)数量不超过 2 家;
·The number of consortium members (including the leading unit) shall not exceed 2;

·联合体牵头单位须具备建筑行业(建筑工程)甲级资质。
·The leading unit of the consortium must haveClass-A Qualification/ Certificate in Chinese Architecture Construction Industry (Construction Engineering);

·联合体成员不得再单独或以其他名义与其他单位组成其他联合体参与报名;
·Members of the consortium maynot form other consortia with other design units, either inbridually or in other names, to participate in the application;

·联合体合作方需签署具有法律效力的《联合体协议》,并明确牵头单位,各方的工作分工、权益份额等。
·Members of the consortium are required to sign a legally binding Consortium Agreement, and specify the leadingunit, the brision of work and the share of rights and interests of each party.

4)不接受个人或个人组合的投标。
4)Bids from inbriduals or combinations of inbriduals will not be accepted.

(2)审查方式Review method

通过资格预审方式确定 9 家(无排序)入围单位及 2 家(有排序)备选单位。
9 (unranked) shortlisted unitsand 2 (ranked) alternates will beidentified through Pre-qualification.

工程设计服务费(暂定)1536万元(含落标补偿费及奖金),详见资格预审文件。
