1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

疏水阀，61台

详见招标文件第八章《货物需求一览表及技术规格》。

通过本次招标，将按投标人的评标综合得分排名选取第一名作为本项目中标人，签订采购框架协议，有效期自双方签署之日起至中化能源泉州基地产业升级项目工程建设期结束，暂定至2025年12月31日。若到期项目仍未结束，招标人可以延长框架协议有效期。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 信誉要求：

① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“中国执行信息公开网”网站或各级信用信息共享平台中未列入失信被执行人名单；

证明材料：投标人需提供“中国执行信息公开网”（http://zxgk.court.gov.cn）和“国家企业信用信息公示平台”（http://www.gsxt.gov.cn），截图加盖投标人公章并装订在投标文件中。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

③ 投标人未被列入中国中化供应商黑名单库（其中黑名单的生效时间至失效时间应涵盖投标截止时间）；

5) 本项目接受制造商、代理商投标，不接受流通商投标；如为代理商投标，须提供制造商针对本项目的唯一授权函；

证明材料：制造商投标应提供制造商声明；代理商投标应提供制造商的唯一授权函复印件；以上材料加盖投标人公章并装订在投标文件中，否则其投标将被否决；

6) 业绩要求：

2020年1月1日至今（以合同签订时间为准，若提供业绩为框架协议则以框架协议订单签订日期为准），投标人（或投标人所投产品的制造商）提供的单个疏水阀销售合同（或单个框架协议下所有订单累计）金额不低于200万元人民币。

证明材料：需提供相应业绩合同复印件，须包含合同封面、合同签章页、供货范围表（供货范围表中至少包含合同号、物资名称、规格型号、数量等信息），上述材料均需加盖投标人公章装订在投标文件中。

7) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.1报名须知（重要）：

Through this tender, the first bidder will be selected as the winning bidder of this project according to the comprehensive score ranking of the bidder"s bid evaluation, and the procurement framework agreement will be signed. The validity period will be from the date of signing by both parties to the end of the construction period of Sinochem Energy Quanzhou Base Industrial Upgrading Project, tentatively until December 31, 2025.If the expired project is still not completed, the tenderee may extend the validity period of the framework agreement.

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.

4) Credibility requirements:

6) Performance requirements：

From January 1, 2020 to present (subject to contract signing time, If the performance provided is a framework agreement, the signing date of the framework agreement order shall prevail.), The amount of a single steam trap sales contract (or the total amount of all orders under a single framework agreement) provided by the bidder (or the manufacturer of the bidder"s products) shall not be less than 2 million yuan.

4.1 Registration instructions (important):
