China Power Complete Equipment Co., Ltd., entrusted by the Tenderee, is conducting an

Shortlist of Overseas Advisors for Risk and Internal Control Service Framework
Cooperation with State Power Investment Corporation Limited. Risk control services shall
include but be not limited to: the establishment of risk management and internal control
systems, the development of risk warning systems, the formulation of risk management
and internal control standards, specialized risk assessments, specialized internal control
evaluations, the construction of risk control information systems, compliance system
establishment, and compliance evaluations.
服务有效期限 2024 年 1 月 1 日至 2026 年 12 月 31 日。
The service is valid from January 1, 2024 to December 31, 2026.

3.1.2 具有良好的资信实力和商业信誉，经营状况良好
3.1.2 Good credit strength and business reputation, and good operation condition
3.1.3 应为合法独立在境内注册的法人或合伙企业
3.1.3. Applicants must be legal entities or partnerships registered independently
within the country.
3.1.4 不存在以下情形：

3.1.4.1 It is in a state of being ordered to cease operations, with property being taken
over and frozen

deception, serious breach of contract, and termination of any contract due to its own

3.2 专项资格要求
3.2 Special qualification requirements
3.2.1.投标人应合法注册，是具有独立法人资格的从事风险内控合规咨询的专职机构，
或是合法注册的律师事务所或会计师事务所。
3.2.1. Bidders shall be legally registered and must be specialized institutions with
independent legal personality engaged in risk control and compliance consulting, or law
firms or accounting firms that are legally registered.
3.2.2.投标人执业人员规模应在 30 人以上含 30 名，且需提供社保证明劳动合同
或其他证明文件。
3.2.2. The Bidder must have a staff size of 30 or more (including 30 inbriduals) and
shall provide proof of social security, labor contracts or other evidencing documents.
3.2.3.投标人近三年具有为国家电投或其他央企及同等规模级别影响力的大型企业

含所属企业提供风险内控管理咨询工作的经验和业绩，提供 10 项以上相关服务，并提
供合同复印件或相关证明材料。
3.2.3. The Bidder shall have experience and achievements in providing risk control
management consulting services to state-owned enterprises such as SPIC or other
central enterprises as well as large enterprises of equal scale, level, and influence
(including affiliated companies) in the past three years. They shall have provided more
than 10 relevant services and provide copies of contracts or related supporting documents
as evidence.
3.2.4.投标人近三年没有因违法违规行为被国际组织制裁国家行政执法行业管理部
门或行业协会予以处罚或通报的记录。
3.2.4. The Bidder has no record of being sanctioned, penalized, or reported by
international organizations, national administrative law enforcement agencies, industry
regulatory authorities, or industry associations for any illegal or irregular behavior in the
past three years.
3.3 如参加投标的供应商为某机构总部的，则该供应商可以就其自身及其合法设立的所
有实体包括分所代表处等进行投标。
3.3 If a supplier participating in the bidding is the headquarter of an institution, the
supplier may make application concerning itself and its all legally-established entities
(including branches, representative offices, etc.).
如参加投标的供应商并非该机构总部，则在获得本机构其他办公室/总部的授权授权
书可按照第三卷所附格式提供后可就总部及其设立的所有实体包括分所代表处等进
行投标如未能获得相应授权，则相应业绩规模等材料仅按照参加申报的实体实际情况计
算。
If a supplier participating in the bid is not the headquarter of the institution, and the
authorization from headquarter of the institution could be obtained (which could be
provided in the form provided in Volume 3). If the authorization is not obtained, the
experiences, numbers and other materials will only be considered as per the actual
situation of the supplier entity participating in the bid.

电投电子商务平台官方网站https://ebid.espic.com.cn，注册账号并下载电能 e 招
采投标管家，在投标管家客户端报名参与获取招标文件，不接受现场获取。
The Tendering Documents of the Project will be distributed online. Bidders who are
interested in participating in the bidding process are requested to access the official
website of State Power Investment Corporation (SPIC) Electronic Commerce Platform
(https://ebid.espic.com.cn) within the specified time for purchasing the tendering
documents. They shall register an account and download the Electricity e-Tendering
Manager software. Bidders are required to sign up and obtain the Tendering Document
through the Tendering Manager client, and on-site acquisition will not be accepted.

Apply for the Zhongzhao Hulian app The Bidder needs to download the Zhongzhao
Hulian app from the Apple App Store or Android app store to use the SPIC E-commerce
Platform for handling digital certificates, completing tasks such as scanning code login,
electronic signature, and encryption and decryption. According to the requirements,
perform operations such as personal user registration and real-name authentication,
company registration and establishment of company relationships, purchase of
certificates as required, and production of unit seals.

6. Submission of Bidding Document
6.1 电子投标文件递交的截止时间即投标截止时间2023 年 11 月 14 日上午 9 时 00
分北京时间，投标人应在截止时间前通过国家电投电子商务平台递交电子投标文件。
6.1 The deadline for submission of electronic Bidding Documents (i.e. bidding
deadline) is 9:00 am on November 14, 2023 (Beijing time). Bidders shall submit
electronic bidding documents through the SPIC E-commerce Platform before the
deadline.
招标代理机构将组织各投标人参加在线开标，届时请投标人代表持投标时所使用的中招
互连手机 APP，在电能 e 招采投标管家客户端中参与开标或查看开标结果注：参加开标
时请使用投标时所使用的同一代表的中招互连手机 APP 及账号参与开标解密工作。
注：本批次开标采用服务器端集中解密，到开标时间后，服务器统一对投标文件进行集
体自动解密，届时投标人仅需在电能 e 招采投标管家客户端中查看确认开标结果，查看确
认开标结果方式为电子传签方式，同一时间内只能有一名投标人查看确认，查看确认截止
时间无限制，可稍后再试。
The tendering agency will organize bidders to participate in online bid opening. At that
time, bidders are requested to represent themselves using the Zhongzhao Hulian mobile
APP and participate in bid opening or view bid opening results in the Electric Power
e-Tendering Manager client. (Note: Please use the same representatives Zhongzhao
Hulian mobile APP and account used for bidding to participate in the bid opening and
decryption work). Note: In this bidding session, the decryption process will be centralized
on the server side. After the bidding time, the server will automatically decrypt all
Tendering Documents collectively. At that time, bidders only need to view and confirm the
bidding results through the e-procurement manager client of Electric Power E-Tendering.
The viewing and confirmation of bidding results will be done through electronic signature
transmission method. Only one bidder can view and confirm at a time, with no deadline for
viewing and confirming. It is possible to try again later.
6.2 国家电投电子商务平台不接收逾期传输的投标文件。
6.2 The SPIC E-commerce Platform does not accept bidding documents that are
transmitted after the deadline.
6.3 未按照本公告要求获取招标文件的潜在投标人的投标将被拒绝。
