GENERAL PROCUREMENT NOTICE

The People s Republic China has applied for financing in the amount of RMB 1,460,000,000 from the NewDevelopment Bank (NDB) toward the cost of the Liaoning Environmentally Sustainable Urban Development Project
(the Project), and it intends to apply the proceeds to payments for goods, works, consulting services and non-consulting services to be procured under the Project.
The Project supports the following two components:
1. Component I (Anshan): Component I will address water environment and urban flooding challenges in the cityof Anshan through (i) rehabilitating the embankments of the Nansha River through ecological restoration and
re-vegetation to create riverside ecological parks with sponge city features, which help absorb andcapture rainwater for further utilization, reduce the pollution from the rainfall runoff, and improve the
water quality through mimicking natural purification, (ii) expanding, rehabilitating and separating sewerageand stormwater drainage networks and rehabilitating pumping stations to increase their capacities and
reliability, (iii) desilting the riverbed of the Nansha River and its tributaries, and (iv) establishing asmart digital platform for drainage, sewerage and associated pumping systems that will be integrated with
other existing water management platforms.
2. Component II (Lingyuan): Component II will tackle problems related to inadequate road network and recurrenturban flooding in the city of Lingyuan through (i) expanding and upgrading the urban road network, including
main roads, secondary roads, a bridge and ancillary infrastructure such as energy-efficient street lightingsystems, traffic management and signal control systems, as well as sidewalks, bicycle lanes and charging
facilities, (ii) expanding drainage systems under the urban road network that will be rehabilitated under theProject and separating municipal sewerage and stormwater networks to reinforce the city s flood protection
levels, and (iii) establishing a smart platform to collect road condition data, digitalize and keeprehabilitation and maintenance records, develop an optimized road maintenance and improvement program, and
enable early warning against urban inundation.
Procurement of contracts financed by NDB will be conducted following the China country procurement system andin compliance with NDB Procurement Policy, and is exclusively open to all eligible bidders from NDB member
countries.
Specific procurement notices for contracts will be announced, as they become available, on NDB s website andall other websites mandatorily required by domestic polices and requirements.
