上海宝华国际招标有限公司（以下称招标机构）受南京宝地梅山产城发展有限公司（以下称买方）委托，就其运料罐车、油罐车所需的下列货物进行公开招标，邀请合格投标人进行网上电子投标。

1．招标货物名称、数量、技术规格和资金来源：

技术规格：

1台运料罐车是用于梅山矿业井下混凝土的运输湿喷生产作业。

1)*整机最大长度≤9400mm；设备最大高度≤2750mm；设备整机最大宽度≤2160mm；设备最小离地间隙≥350mm。

2）*要求罐车发动机采用道依茨、沃尔沃、卡特皮勒、奔驰或相当，功率不小于120千瓦。

3）*制动系统：要求有行车制动、停车制动系统和紧急制动。其中行车制动采用LCB制动（或弹力制动，液压释放）的制动形式。

4）*设备驾驶室：承诺驾驶室具有足够强度，防落石(FOPS)、防倾翻（ROPS），须满足驾驶室防翻滚和防落石冲击认证要求。

5)*传动系统：变矩器、变速箱采用德纳或相当；驱动车桥采用德纳、凯斯勒或相当；轮胎为地下矿山专用无内胎轮胎，采用诺基亚、米其林、石桥或相当。

1台油罐车是用于梅山矿业迎头其它车辆添加油料的生产作业。

1）*整机最大行走长度≤8300mm；设备（带密闭驾驶室）最大高度≤2600mm；设备整机（带密闭驾驶室）最大宽度≤2100mm；设备最小离地间隙≥260mm。

2)*制动系统：有行车制动、停车制动系统和紧急制动制动系统，其中行车制动采用LCB制动或（弹力制动，液压释放）的制动形式。

3)*承诺驾驶室具有足够强度，防落石(FOPS)、防倾翻（ROPS），须满足驾驶室防翻滚和防落石冲击认证证书技术要求。设备驾驶室采用密闭带空调驾驶室，车窗均须配备钢化玻璃及雨刮器，驾驶视线良好。

2. 交货地点和交货时间：

交货地点：南京宝地梅山产城发展有限公司矿业分公司

交货时间：合同签订后10个月内交付作业现场（DAP）

9. *对投标人的资格要求：

（1）未被国家企业信用信息公示系统(www.gsxt.gov.cn)列入严重违法失信企业名单;

（2）未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人名单;

（3）投标人为制造商，须具有有效的IS9001质量管理体系认证，接受代理商投标，代理商需要提供制造商的授权书，其代理的制造商也须具有有效的IS9001质量管理体系认证，同一个制造商只接受唯一代理商投标。

（4）投标人或其代理的制造商需要具有同类井下矿山设备5台及以上供货业绩（其他代理商的也算）。

（5）混凝土运料罐车、油罐车建议厂商为NORMET(挪曼尔特)、PAUS（豹斯）、JACON(捷肯）或相当，如果选用“或相当”厂商的，替代品必须实质上满足或超过招标文件要求，且投标时须提供充分材料供评委会评审，不提供证明材料的或证明材料不具说服力的，视同未达到“或相当”的要求；

1． The name, quantity, technical specifications and fund sources of goods for tendering：

The name：Concrete Tanker and Fuel Tanker

Quantity：2sets

Technical specifications：

Concrete Tanker one set，is used for the transportation of underground concrete for wet spraying production operation of Meishan Mining Company.

1) *The maximum length of the whole machine: ≤9400mm; the maximum height of the equipment: ≤2750mm; the maximum width of the whole machine: ≤2160mm; the minimum ground clearance of the equipment: ≥350mm.

2) *The tanker engine should be Deutz, Volvo, Caterpillar, Mercedes-Benz or equivalent brands, with a power of not less than 120 kW.

3) *The braking system should have service brake, parking brake and emergency brake system. The service brake shall adopt LCB brake (or elastic brake with hydraulic release function).

4) *The truck cab should have sufficient strength and falling object protection system (FOPS) and roll over protection system (ROPS), and meet the impact certification requirements of FOPS and ROPS.

5) *Transmission system: torque converter and gearbox shall be Dana or equivalent brands; Drive axle shall be Dana, Kessler or equivalent brands; Tires shall be tubeless tires for underground mines of Nokia, Michelin, Bridgestone or equivalent brands.

Fuel Tanker one set is used to add fuel to other vehicles of Meishan Mining Company.

1) *Maximum traveling length of the whole machine: ≤8,300mm;

Maximum height of the equipment (with enclosed cab): ≤2,600mm;

Maximum width of the whole equipment (with enclosed cab): ≤2100mm;

Minimum ground clearance of the equipment: ≥260mm.

2)* The braking system should have service brake, parking brake and emergency brake system, of which the service brake should adopt LCB brake or (elastic brake with hydraulic release function).

3) The cab shall have sufficient strength and be equipped with falling object protection system (FOPS) and roll over protection system (ROPS), and meet the technical requirements of the FOPS and ROPS impact certificates. The cab shall be a closed air-conditioned cab with toughened glass windows and windshield wipers for good driving visibility.

2. Delivery time and place：

Delivery time：The bidding equipment shall be delivered within 10 months after the contract comes into effect(DAP).

Delivery place：the site of Mining Branch of Nanjing Baodi Meishan Industrial City Development Co Ltd.

3. *The bidders who have confirmed to participate the bid must log on China International Bidding Website (http://www.chinabidding.com), and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.

4. Time for purchasing Tendering documents: Starting from：2023-11-25 to 2023-12-05 (Beijing time).

9. *Requirements of Bidder’s qualification：

(1) Not included in the list of serious illegal and dishonest enterprises by the national enterprise credit information disclosure system (www.gsxt. gov.cn);

(2) Not included in the list of dishonest defendants on the "Credit China" website (www.creditchina. gov.cn);

(3)If the Tenderer is the manufacturer, the manufacturer must have valid IS9001 quality management system certification. This Invitation for Bid accepts the agent"s bid, but the agent needs to provide the authorization letter of the agent manufacturer, and the agent manufacturer must also have valid IS9001 quality management system certification. The same manufacturer can only bid by the sole agent.

(4)The Tenderer or the manufacturer for whom it acts as agent shall have the supply performance of 5 or more sets of similar underground mining equipment.(others agent performance is also effective)；

（5）The Concrete Tanker and fuel tanker shall be NORMET, PAUS, JACON or an equivalent brand. If an equivalent brand or manufacturer is selected, the equivalent brand used as a substitute must substantially meet or exceed the bidding document requirements, and sufficient material must be provided at the time of bidding for evaluation by the Evaluation Committee. Failure to provide supporting materials or unconvincing supporting materials will be treated as failure to meet the requirements of the equivalent brand or product.
