中国水利电力物资集团有限公司受业主委托采用国际公开招标方式（一步开标）公开邀请符合要求的制造企业或被指定的唯一代理商（以下简称“投标人”）就下列货物提交密封的有竞争性的投标文件。

CWEME adopts a competitive international bidding (one-step) to invite qualified manufacturers or appointed sole agencies (Hereinafter referred to as "bidders") to offer competitive sealed bidding documents for the following goods.

1．招标内容：

Contents:

华润电力曹妃甸电厂2×1000MW超超临界燃煤机组进口四大管道标段二（再热冷段）管材招标，具体规格数量详见招标文件。

The import four major pipes (cold reheat pipe) for China Resources Caofeidian 2*1000MW Ultra-supercritical coal-fired project shall be purchased by bidding. Details are set forth in the bidding document.

2．合格投标人：

Qualified bidders:

（1）投标人应来自中华人民共和国或是与中华人民共和国有正常贸易往来的并相互享有最惠国待遇的国家或地区。

Bidders should be from the Peoples Republic of China or the countries or regions which have a normal trade and enjoy the MFN treatment with the Peoples Republic of China.

（2）投标人不得直接或间接地与本次招标项目最终用户为该项目货物进行设计、编制规范和其他文件所委托的咨询公司或其附属机构有任何关联。

Bidders shall not, directly or indirectly, have any relevance with the consulting firms or its subsidiary bodies which commissioned by the project end-users of the goods for bidding to design, prepare specifications and other documents.

（3）投标人应在法律上和财务上独立、合法运作。

Bidders should be independent in law and financial affairs and operating legally.

（4）投标人应具有良好的商业信誉，没有处于被责令停业，财产被接管、冻结，破产状态。

Bidders should have a good commercial credit without having been ordered to rectify business, take over, frozen account or bankrupt.

（5）投标人应有超超临界600MW及以上等级机组同类型的订货、生产和运行业绩，从2010年1月1日起至2015年12月31日止，投运业绩不少于3个电厂。

Bidders should provide ultra-supercritical 600MW or above level achievements of order, manufacturing or operation from January 1, 2010 to 31 December 2015. The operation achievements should be no less than three power plants.

（6）投标人必须为国外制造厂商或国外制造厂商的国外总代理商。若国外产商在国外存在多个代理商时，由生产商确定唯一投标单位并出具生产商的授权书。

Bidders must be from foreign producer or foreign exclusive agent. If there are some foreign agents on one producer, the producer should confirm the only agent and issue the exclusive letter of authority.

3.招标人可以在以下时间地点获取招标文件：

4．开标时间：2016年4月7日 10:00时（北京时间），地点待定。所有投标书应于2016年4月7日10:00时（北京时间）前递交指定地点。届时请投标人代表出席开标仪式。

The bid will be opened at the ordered place at 10 am, APR.7th, 2016 (Beijing Time). All the bidding documents should be present to the order place (Beijing Time). We sincerely invite the bidders to attend the bid opening.
