1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

4) 信誉要求：

① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“中国执行信息公开网”网站或各级信用信息共享平台中未列入失信被执行人名单；

证明材料：投标人需提供“国家企业信用信息公示平台”（http://www.gsxt.gov.cn）和“中国执行信息公开网”（http://zxgk.court.gov.cn）相应截图加盖投标人公章并装订在投标文件中。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

证明材料：投标人须提供承诺函。

③ 投标人未被列入2023年度中国中化供应商“黑名单”（名单以投标截止时间为准）。

5) 投标人必须是制造商（含所投产品的制造商或所属集团母公司、子公司、合资公司）。

证明材料：投标人需提供制造商资格声明并加盖投标人公章并装订在投标文件中；如为制造商所属集团母公司、子公司、合资公司，还需提供相应证明材料或关系说明函。

6) 业绩要求：自2019年1月1日起至今（以合同签订时间为准），投标产品（自动电位滴定仪）在中国境内石油或化工企业至少有1项销售业绩，且单项合同数量不少于15台。投标产品的型号与产地须与业绩中产品型号与产地一致。

证明材料：投标人须提供相应业绩合同关键页复印件加盖投标人公章并装订在投标文件中，业绩合同须包含合同封面、合同签章页、供货范围、建设地点、最终用户、装置类型、规模等，如合同无法体现相应信息，则须提供合同的其他辅助证明文件（包括不限于技术协议、设计请购文件、用户证明等）。上述资料如不提供、或有虚假信息，其业绩将不被认可。

7) 本项目不接受联合体投标。

注：招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4.1报名须知（重要）：

（1）网上报名及下载招标文件：登录中化商务电子招投标平台（e.sinochemitc.com），潜在投标人需先进行网上注册（免费），通过网上支付平台使用及技术支持费，支付成功后，可下载招标文件及增值税电子普通发票。（中化商务电子招投标平台技术支持联系电话：010-********）。

4.2投标须知（重要）：

（1）投标文件（纸质文件+电子文件）须按招标文件要求密封后于投标截止时间前送达或邮寄至开标地点（收件人：常刚，+86 189*****522），否则不予接收。

（2）成功购买文件的潜在投标人确认参加投标的，需在网上递交投标文件前，至中化能源SCM集采平台（https://scm.sinochem.com）首页，根据提示进行企业CA办理事宜，并完成CA绑定。未办理CA将不能进行投标文件的签章、加密、提交。完成CA的绑定后，在中化能源 SCM 集采平台下载投标管家工具（附带操作手册），通过投标管家完成投标文件的递交，全流程完成的标志为供应商获得“投标回执”。

*3. Qualification and Performance requirements to the bidders:

1) The bidder shall have valid business license (domestic bidder)/business license certificate (foreign bidder).

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.

4) Credibility requirements:

① From January 1, 2020 to the present, the domestic bidders have not been listed in the national enterprise credit information public display system or in the business exception list, and have not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

5) The bidder must be a manufacturer (including the manufacturer of the invested product or the parent company, subsidiary or joint venture company of the group).

Supporting materials: The bidder shall provide the manufacturer"s qualification statement stamped with the official seal of the bidder and bound in the bid document; If the manufacturer belongs to the parent company of the group, subsidiaries, joint ventures, also need to provide the corresponding certification materials or relationship letter.

6) Performance requirements: Since January 1, 2019 (subject to the signing date of the contract), the bid product (automatic potentiometric titrator) has at least one sales performance in the oil or chemical enterprises in China, and the number of single contracts is not less than 15 units. The model and origin of the bid product must be consistent with the product model and origin in the performance.

Supporting materials: The bidder shall provide a copy of the key pages of the corresponding performance contract, stamped with the official seal of the bidder, and bound in the bidding document. The performance contract shall contain the cover of the contract, the signature page of the contract, the scope of supply, the construction site, the end user, the type and scale of the device, etc. If the contract cannot reflect the corresponding information, Other supporting documents of the contract (including but not limited to technical agreement, design requisition document, user certificate, etc.) shall be provided. If the above information is not provided, or there is false information, its performance will not be recognized.

7) The Joint Venture bidding shall not be accepted in this bidding project.

4.1 Registration instructions (important):
