1. The Ministry of Finance of the People’s Republic of China (hereinafter referred to as the Borrower) has received an ODA Loan from Japan Interantional Cooperation Agency (hereinafter referred to as JICA), in the amount of 6,300 million JPY towards the cost of the Qinghai Ecological Environmental Improvement Project (hereinafter referred to as “the Project”) under the Loan Agreement signed on December 21st, 2007 and intends to apply a portion of the proceeds of the loan to payments under the contract for Procurement of Vehicle (hereinafter referred to as the Goods). Disbursement of an ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to loan proceeds.

2. JICA requires that bidders and contractors, as well as the Borrower Minmetals International Tendering Co., Ltd. (the authorized procurement agent, hereinafter referred to as the Purchaser), and, Ecological Improvement Office of Qinghai Lake Surrounding Areas who is on behalf of Qinghai Provincial People’s Government (hereinafter referred to as the Executing Agency) under contracts funded with JICA ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts. In pursuance of this policy, JICA:

(a) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;

(b) will recognize a contractor as ineligible, for a period determined by JICA, to be awarded a contract funded with JICA ODA Loans if it at any times determines that the contractor has engaged in corrupt or fraudulent practices in competing for, or in executing, another contract funded with JICA ODA Loans or other Japanese ODA.

3. The Purchaser now invites sealed bids from eligible bidders from within P.R.China for the supply of the Goods for the purpose of the Project.

4. Interested eligible bidders may obtain further information on the bid form and inspect the bidding documents at the office of the Purchaser at the address: D216-1, No.5, Sanlihe Road, Haidian District, Beijing, China, Tel: ***-********/********, Fax: ***-******** during 9:30am - 4:30pm (Beijing Time) started on April 6th, 2016 (weekends and holidays excepted).

5. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee of USD930 or RMB6000. For mail order, an extra USD50 or RMB200 express mail postage shall be added, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.

6. The estimated date of award is June, 2016.

7. All bids must be accompanied by a bid security of not less than two per cent (2%) of total bid price and must be delivered in accordance with the Instructions to Bidders at or before 10:00 am on May 24th, 2016 (Beijing Time), and will be publicly opened immediately thereafter.

8. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

1. 中华人民共和国财政部（以下简称借款人）已从日本国际协力银行（以下简称协力银行）获得一笔官方开发援助贷款，总额为105亿日元，用于2007年12月21日签署的贷款协议下的青海省生态环境改善项目，并拟申请将一部分贷款用于交通工具采购合同项下的支付。协力银行官方开发援助贷款的拨款将在各个方面受贷款协议条款的制约，包括拨款程序及协力银行官方开发援助贷款采购导则的制约。除借款人外，任何第三方都无权享有贷款协议所规定的任何权利，或对贷款资金提出任何权利要求。上述贷款仅占项目所需资金的一部分，其余资金由借款人采取适当方式予以解决。

2. 协力银行要求投标人、承包商以及借款人、五矿国际招标有限公司（本项目的授权采购代理，以下简称“采购方”或“招标人”）和代表青海省省人民政府的青海湖流域周边地区生态环境综合治理项目办公室（以下简称“执行机构”）在协力银行官方开发援助贷款和其他日本官方开发援助贷款资助的合同中，在合同采购和履行期间，遵守最高的职业道德标准。遵循这一原则，协力银行将：

（1）如果被推荐的中标人已确定为在该合同竞争中犯有腐败或欺诈等行为，拒绝授予合同的建议。

（2）在任何时候，如果协力银行确认签约人在竞争或实施另一个以协力银行官方开发援助贷款融资的合同或其它日本官方开发援助贷款融资的合同时有贿赂或欺诈行为，决定该承包商在一段时期内为不合格承包商，且不授予协力银行官方开发援助贷款资助的合同。

3．采购方现邀请合格货源国中的合格投标人就本项目中的货物进行密封投标。

4．有兴趣的合格投标人可从2016年4月6日起（节假日周末除外）每天上午9:30时至下午4:30时（北京时间）在采购方的下列办公室（北京海淀区三里河路5号中国五矿大厦D座216-1室，电话：010－88821710/********，传真：010－68494524）获得进一步的信息和查阅招标文件。

5．任何有兴趣的合格投标人可提出书面申请并在支付USD 970美元或RMB 6000元人民币后均可获得全套的招标文件，如需邮寄，另付USD50美元或RMB200元人民币的邮费，采购方不对招标文件邮寄途中可能出现的延误或丢失承担任何责任。招标文件一经售出，概不退换。

6．预计的授标日期为2016年6月。

7．所有投标文件必须附有不少于投标金额2%的投标保证金，且按投标人须知的规定于2016年5月24日上午10:00（北京时间）之前递交，并于其后立即公开开标。

8． 采购方不负担投标人在准备和递交投标文件过程中发生的任何成本或费用。
