1． 广东省机电设备招标中心受深圳市地铁有限公司委托，邀请合格投标人就下列货物和有关服务（招标编号：0692-08402B02G01O）提交密封投标：

直流1500V隔离开关和分段绝缘器

2． 合格投标人可在广东省机电设备招标中心得到进一步的信息和查阅招标文件。

3． 有意向的投标人可从即日起至2008年3月12日止，每天(节假日除外)8:30时至17:30时(北京时间)在广东省机电设备招标中心深圳办事处(深圳市福田区福中一路1016号地铁大厦6楼3会议室)购买招标文件，本招标文件售价1500元人民币或200美元，售后不退 (邮购须另加60元人民币或30美元)。

4． 所有投标书应于2008年3月13日 10:00(北京时间)之前递交到深圳市福田区红树林路竹子林地铁车辆段运营综合楼A座3楼，逾期收到或不符合规定的招标文件恕不接受。

5． 本项目定于2008年3月13日 10:00 (北京时间)，在广东省机电设备招标中心深圳办事处开标室公开开标。届时请参加投标的代表出席开标仪式。

6． 投标保证金：20000美元或150000元人民币。

7． 投标人的资质要求：

（1）投标人必须是在中国国际招标网（www.chinabidding.com）注册的用户；

（2）投标人必须是制造商或合法的代理商，且在招标代理机构登记并购买了招标文件；

（3）投标货物在中国国内或国外轨道交通行业有供货业绩。

8． 购买了招标文件，而不参加投标的供应人，请在开标前3日以书面形式通知招标机构。

9. 招标人要求：

本项目招标分为首期工程部分和东延工程部分，首期工程部分和东延工程部分一起招标。招标完成后，授予和签署首期工程合同，东延工程部分可以理解为是首期工程的延续，只是首期工程合同设备数量的增加，东延合同待国家发改委对东延线工程立项后授予和签署。由于招标文件中东延工程供货范围的主要设备数量是参照首期工程估算的，可能存在一定的误差，但误差范围（招标设备数量与合同签定的设备数量比较）确保在30%以内。

由于2号线首期工程和东延工程前后相差半年，为此将分二阶段与中标人进行合同谈判及合同签定。第一阶段与中标人签定2号线首期工程合同（A合同），待深圳地铁2号线东延工程国家发改委立项和初步设计评审后，再与中标人谈判并签署东延合同（B合同），预计在首期工程合同签定后10个月内签署，为此，将投标有效期设定为一年。东延工程合同（B合同）由于国家不予批复或批复超过投标有效期，以及政府不予认可而不能签署合同的风险，由投标人自行考虑承担，招标人不承担由此产生的任何责任及投标人的任何损失。

Shenzhen Metro Line-2 Project

Direct Current 1500V Disconnecting Switch and Section Insulator

1． Guangdong Machinery & Electric Equipment Tendering Center (Herein after referred to as “Tendering Agent”), for and on behalf of Shenzhen Metro Co.Ltd (Hereinafter referred to as “End-user”) invites sealed bids from eligible Bidders for supply of the following goods and related service (IFB No: 0692-08402B02G01O):

Direct Current 1500V Disconnecting Switch and Section Insulator

2． Eligible bidders may obtain further information from and inspect the bidding documents at the office of the Tendering Agent.

3． Interested bidders may purchase the bidding documents in Guangdong Machinery & Electric Equipment Tendering Center at 8:30 to 17:30 (Beijing Time) every working day from today to Mar , 12th ,2008 The bidding documents are RMB￥1500 or US$200, and they are non-refundable.( Alternatively, the documents may be sent to the Purchaser by mail order at a added fee of RMB￥60 or US$30 ).

4． All the Bids must be delivered to the Tendering Agent Bid Opening Hall before or at 10:00(Beijing Time) Mar, 13th, 2008.

5． Bids will be opened in the presence of Bidders representatives attend at 10:00 a.m. (Beijing Time), Mar, 13th, 2008, in the Shenzhen office of the Tendering Agent. And all the Bidders representatives are requested to presence.

6． Bid security deposit: US$20000 or RMB￥150000.

7． Required intelligence of the bidders:

（1）The bidders must be the registered users of the China International Tenders Web（www.chinabidding.com）；

（2）Bidder shall be the manufacture or the eligible agent. Bidder shall buy the Bidding Documents in the Tendering Agent and register in the Tendering Agent.

（3）The Bids must have a metro performance inland of overseas.

8． If the supplier who had bought the bidding documents but won’t to bid, please inform the Tendering Agent 3 days before the Bid Opening by written form.

9. Demands of the tenderee:

This tender project include First Project and East Extend Project. These two project will be tendered together. The First Project Contract will be awarded and signed after tender. The East Extend Project can be understanded as the extension of First Project, just the quatity of equipments in First Project Contract will be added. East Extend Project Contract will be awarded and signed until National development and Reform Commission has approved and initiated the East Extend Project. Because the main Equipment Supply Scope of East Extend Project in the Bidding Documents are estimated by consulting the First Project. There maybe a certain errer in the estimation, but the range of error (between the quatity of tender equipment and the quatity in East Extend Project Contract) are insured less than 30%.

Because the East Extend Project is half year later than the First Project. And the design of East Extend Project was just put in schematic design phase. So the tenderee will negotiate and sign the contract with the successful Bidder in two stages. In the first stage, the tenderee will sign First Project Contract of Shenzhen Metro Line-2(Contract A) with the successful Bidder. The East Exten Project Contract(Contract B) will be negotiated and signed until the East Extend Project of Shenzhen Metro Line-2 has been approved and initiated by the National development and Reform Commission and the primary design has been evaluated. It is anticipated to be signed 10 months after signing the First Project Contract. So, the Period of Validity of Bids is set for 1(one) year. There maybe a risk of the East Extend Project can’t pass the examine and approve, or the Period of Validity of Bids has been passed. Bidder shall consider the risk. Tenderee won’t bear any responsibility.
