Notice of Invitation for Prequalification
根据北京市政府2006年批准的《北京炼焦化学厂停产搬迁转型工作总体方案》,北京焦化厂已于2006年7月16日全面停产,并搬迁至河北唐山。根据上位规划的要求,其原址将承担完善城市功能、疏散中心城职能以及服务京津产业带的职责,成为集文化创意及高端服务业等功能为一体的风貌特色鲜明的城市功能区。
According to the “Overall Scheme for Suspending, Relocating and Transforming Beijing Coking Plant” (referred to as the “Plant” hereinafter) approved by Beijing Municipal Government in 2006, the Plant was totally suspended on 16th July 2006 and relocated to Tangshan City, Hebei Province. As required by Master Planning of Beijing, the former site of this Plant will take the responsibility for perfecting the urban functions, evacuating the center city and servicing Beijing-Tianjin industrial belt as a unique urban functional district for cultural creation, and high-end service and other functions.
北京焦化厂工业遗址保护与开发建设是一个十分艰巨而意义深远的工作。为了使北京焦化厂工业遗址保护与开发建设的规划能够在尊重北京工业发展历史和展现北京现代化发展风貌的基础上,通过土地资源的合理整合,挖掘城市经济发展的新亮点,找到一个最佳的建设规划方案,现北京市规划委员会和北京市国土资源局面向全球范围,公开邀请具有地产开发、城市规划、城市设计、景观设计、轨道交通设计经验的规划设计机构或由上述机构组成的联合体前来参加应征资格预审,由北京市规划委员会和北京市国土资源局组织专家、政府有关部门进行资格预审,通过资格预审选取6名左右应征人或联合体应征人参加征集。为了保障规划的实施,本次征集鼓励有实力的房地产开发或投资机构与规划设计单位组成联合体参加方案征集。
The preservation and development of this site represent very arduous and significant work. To seek for an optimum plan that properly integrates land resources and taps potential new senses of pride in urban economic development by respecting the history of industrial development and reflecting the scene of modernization in Beijing, Beijing Municipal Commission of Urban Planning and Beijing Municipal Bureau of State Land & Resources are hereby inviting worldwide urban planning/design firms experienced in property, development, urban planning, urban design, landscaping and track transport design, or joint ventures of such firms, to apply for prequalification, which, as conducted by experts and government agencies organized by Beijing Municipal Commission of Urban Planning and Beijing Municipal Bureau of State Land & Resources, is intended to determine about six firms or joint ventures as Participants. To ensure implementation of the successful planning scheme, real-estate developers/investors of strength are encouraged to form joint ventures with urban planning/design institutes for the purpose of solicitation.

用地规模:总用地面积约130公顷
Plot area: Total plot area about 130 ha
项目位置:主要包括北京焦化厂北区主厂区的用地,西邻北京染料厂,东临五环路,南临化工路,北侧为孛罗营旧村,东南角临化工桥,是第二条京津塘高速路的起点,也是城市的一个重点区域。
Location of project: Mainly including the north main precinct of Beijing Coking Plant, adjacent to Beijing Dye Processing Plant in the west, 5th Ring Road in the east, Huagong Road in the south, old Boluoying Village in the north and Huagong Bridge in the southeast corner, as the starting point of another Jing-jin-tang Expressway and also a major part of Beijing.
功能定位:根据上位规划,结合我市现有城市功能区布局,体现工业遗址保护与城市开发建设相结合的特点,同时充分发挥周边土地的综合效益,建设成为集文化创意及高端服务业等功能为一体的风貌特色鲜明的城市功能区。
Functional orientation: A unique urban functional district for cultural creation, high-end service and other functions on the basis of the Master Planning of Beijing and in consideration of the existing layout of urban functional districts, to reflect the characteristic that industrial site preservation is integrated with urban development and maximize the overall benefits of land nearby.
技术要求:本项目除完成一般性规划方案要求内容外,应重点进行以下专项工作。
Technical requirements: Stress on the following special aspects while meeting the general requirements:
(1)工业遗址保护
Industrial site preservation
经初步判断,焦炉周边区域及煤气精制区域是北京焦化厂工业遗址的精华所在,也是焦化厂污染较为严重的区域,近期内进行开发建设存在很大难度,生态修复的成本很高,综合考虑各种因素,拟作为以工业文明为主题的城市公园,将工业遗址转化为城市休憩开放空间。可以在其中加入适当的公共文化设施,如工业博览馆、科技馆、大型演艺中心等,丰富其功能内涵,遗址公园用地规模45公顷左右;整个用地范围内保护再利用建构筑物79项左右。
Initial judgment suggests that the land around coke ovens and in gas refining workshops is richest in industrial relics, and, as being significantly polluted, will be highly difficult to develop in the short run, inappropriate for residential use and very costly in ecological restoration. In account of various factors, this part of the site is proposed to be used as an industrial civilization-based city park, with industrial ruins turned into open urban space for leisure and rest. Also, public cultural facilities such as industrial museums, science museums and large entertainment centers may be included, as appropriate, to enrich the functions. This proposed park is about 45 ha. There is a total number of some 79 buildings/structures to be preserved and reused in the site.
建设方案应处理好工业遗址公园与周边城市开发地区的协调和衔接,提出工业遗址公园的利用方式及具体深化设计方案,明确保护再利用建构筑物的保护要求和再利用方式,处理好与新建筑的协调关系。
The scheme shall allow for good coordination and connection between the park and its surroundings, make specific arrangements for utilization and in-depth design of the proposed park, provide requirements for preserving and methods for reusing the buildings/structures to be preserved and reutilized, and enable good coordination with new buildings.
(2)轨道交通系统规划
Planning of traffic transport systems
规划地铁7号线穿过该用地,并在该用地内安排有地铁7号线车辆段,用地约20公顷,具体位置结合用地北部铁路专用线统一安排,同时该车辆段将进行上盖综合开发。
The proposed subway line 7 will cut through the site, with a car depot about 20 ha located here in combination with the special railway to the north. Also, overlying development for this car depot will be carried out at the same time.
应充分考虑交通系统规划、用地功能布局与地铁线路、地铁站点及车辆段的衔接关系,提出地铁车辆段及上盖综合开发的具体设计方案;充分考虑各种交通方式的衔接并合理设置地铁站点、公交线路、停车设施,改善居民出行环境。
The planning scheme shall include full consideration to the connection with traffic systems, land functions, subway lines, stations and car depots, with specific arrangements made for the car depot and its overlying development; and also to the connection with various means of transport should be fully considered, with subway stations, bus lines and parking facilities arranged properly to improve the access of residents.
(3)污染治理及生态修复
Pollution management and ecological restoration
结合环境影响初步评价,明确污染治理的要求和步骤,提出科学合理的生态修复方法。
Requirements and steps for pollution management, together with adequate remedy measures for ecological restoration, should be provided in consideration of initial environmental impact assessment.
(4)开发利用规划方案
Development and utilization planning
提出工业遗址公园周边建设用地的开发利用方案,塑造与北京焦化厂工业遗址公园相协调的反映该地区特征的城市形象。
A scheme for developing and utilizing the industrial site park and the land available in its surroundings should be developed to create an urban image fitting in with this park and showing the characteristics of this region.
(5)规划实施及建设时序策略
Strategy of planning implementation and construction sequence
应探索城市开发建设的规律,合理安排建设时序,并提出分期建设的建议,促进地区建设与整体城市开发相协调。
The planning scheme should discuss the law of urban construction, arrange the sequence of construction properly and recommend on the progress of development in stages, to promote good coordination between regional construction and integral urban development.
(6)经济测算
Economic evaluation
应通过科学合理的分析,测算开发建设的投资成本与收益状况、以及将来可提供的税收和就业岗位等,确保规划实施的可行性。
The planning scheme shall estimate the investment costs and benefits, together with potential taxes and job opportunities, on the basis of sound analysis, to ensure achievability of the scheme.

三、资格预审申请文件的递交时间
Deadline for Submission
对本项目有兴趣的应征申请人请于2008年2月26日16:00前,将有关的资格预审申请的表格通过电子邮件的方式传交给征集代理机构。并请于2008年3月1日12:00前将资格预审申请的文本文件(1份正本及2份副本)送交征集代理机构。
The interested Applicant shall send his application for prequalification, by E-mail, to the Solicitation Agent before 16:00 26th February 2008, and subsequently deliver a printed file (one original and two copies) of such to the Solicitation Agent before 12:00 1st March 2008.
四、其它条款
Other Matters
1.本次规划设计方案征集的主办单位将向通过资格预审、按要求提交了有效规划设计方案的应征人支付一定数量的应征补偿费,同时设立优胜设计方案奖2名,并支付一定数量的奖金。
The Organizer will pay an amount of compensation to each prequalified Applicant having submitted a valid planning proposal as required and additionally a money award to both prize winners.
2.对于此次北京焦化厂工业遗址保护与开发利用规划方案征集资格预审活动,每个应征申请人只应选择自己单独或作为联合体成员的方式之一来参加应征人资格预审。
Each Applicant shall submit only one application either by himself or as a partner of a joint venture.
3.本次规划设计方案征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation, including solicitation per se and any documents relating thereto, shall be governed only by the law of the People’s Republic of
